Turning waste into a resource and designing recyclable products: Luis Planas, from DG ENV (the European Commission's Directorate General in charge of the environment), explains how the circular economy aims for zero waste to address the triple planetary crisis (climate change – pollution – biodioversity loss). He tells us how the EU is striving to reach this aim with its Circular Economy Action Plan, sent for translation to DGT.

Once upon a time, Celtic languages were being spoken all over Europe from the British Islands till Anatolia, land of the Galatians (Greek name for the Celts), where Saint Paul addressed a letter to them. Today they eke out a marginal existence at the edges of Brittany, Wales, Scotland and Ireland. What are the features of these languages, their kinship and mutual intelligibility? Which policies eliminated them? How does the Celtic issue influence the Post-Brexit situation? Our colleague Diarmuid Johnson, who has written books on these topics, provides answers.

The EU steered the public health crisis and is now steering the Recovery Plan with the green and digital transformation as priorities. Pia Ahrenkilde Hansen, Director Gal for Communication in the Commission, explains the challenges to ensure fast, consistent and coordinated communication on these. She observes that the close collaboration with translators is essential in the drive to localise messages and reach out to the citizens.

C. Tremblay a continué à se passionner pour la langue et suivi la floraison des néologismes pendant le confinement. Il retrace la généalogie d’un concept oublié des années 50 (« pôle de développement ») à son émergence en 2000 dans le langage économique anglais (« cluster ») puis sa dissémination à travers les domaines (industriel, informatique… enfin épidémiologique). Cette circulation peut selon lui créer des pertes de mémoire conceptuelle.

: EurActiv, réseau de médias spécialisé dans les politiques européennes et nationales, opère en 12 langues et dans 12 capitales. C. Leclercq a participé aux travaux du Groupe à haut niveau sur la désinformation et prône une stratégie contre les risques systémiques qui pèsent sur «l’infrastructure pour la démocratie» (société civile, médias appauvris et enfin, plateformes). Ces dernières, devenues des éditeurs à part entière, doivent être soumises aux règles de la concurrence.
Au-delà de la communication, une politique industrielle pour le secteur des médias doit associer la réglementation, le soutien à la R&D, la formation. Pour le secteur des médias (notamment nationaux), la priorité est d’innover en partageant les contenus et en gérant le multilinguisme.
F. Grin, spécialiste de l’économie des langues, voit la gestion de la diversité comme une politique publique. Il a piloté le projet interdisciplinaire MIME, financé par l’UE, qui analyse comment nos sociétés arbitrent entre mobilité et inclusion. Le Vademecum publié en 2018 s’adresse aux décideurs européens, tout particulièrement.

Silvia Ferreri explains the traps that her civil law students meet with when studying Common Law decisions in particular. On the one hand, they find the style of the English judge perplexing (irony, literary references, colloquialisms). On the other, self-evident phrases should not be taken for granted too much as they can also be “false friends”. She discusses examples from her recent book (Falsi Amici Nelle Corti).

Interview avec Berengère Viennot - traductrice de presse, elle a été confrontée à cette langue nouvelle, utilisée par Trump. «Des phrases souvent inachevées», dit-elle, et parfois «dépourvues de sens». Puis elle a commencé à analyser cette syntaxe déroutante et à se demander quelle réalité nouvelle elle traduisait.
Des observations qu’elle a rassemblées dans un livre "La Langue de Trump".
Jean-Paul Soyer, ancien Président de l’Association des Parents d’élèves des EE, connaît bien l’’histoire des écoles européennes et les développements récents. Mais une EE ne peut exister que sur le territoire de l’UE, ce qui pose problème en cas de sortie d’un Etat membre. La demande d’éducation multilingue et interculturelle est croissante. Les EE créées à l’origine pour accueillir les enfants des expatriés et assurer leur ancrage dans la langue maternelle sont saturées. Pourtant, les systèmes éducatifs nationaux ne sont pas assez conscients de leur rôle dans une stratégie d’internationalisation et de création d’une citoyenneté européenne. Raffaele Vaccaro témoigne comme ancien élève de sa scolarité à Uccle et souligne l’importance d’accéder très jeune à une langue étrangère et à sa culture, c'est-à-dire au point de vue de l’autre, notre voisin. L’éducation à l’Europe est aussi un pas vers la participation civique, y compris au niveau local. L’association des anciens élèves des EE est là pour accompagner les anciens élèves dans leur vie post baccalauréat.
Our colleagues present the internet site which was launched mid-November to show the concrete benefits of Europe for the citizen. Sarah explains the challenge it was for the research service staff to reach out to citizens in their everyday life, in their profession (fishermen, part time workers, cycling to work, …), hobbies (a surfer may be interested in the quality of water!), use of the internet, passenger rights, etc… beyond better known populations such as Erasmus students, farmers, consumers. The rule was to avoid jargon and use direct language in the one-pagers that are now available (almost 2000).
Alison reminds us that the platform is fully multilingual, making full use of the translators’ linguistic and cultural understanding of things.

Pascal Rillof and Aline Remael explain the role of translation and interpreting at the service of the citizen in every day life. They discuss the fact-based approach to policy which they promote, and the objectives and recommendations of the European Network for Public Service Interpreting and Translation in this context.
ENPSIT notified several projects which they organise with their partner: guest editing a special issue of FITISPos, the International Journal, on Civil rights and participating in today's multilingual Europe; organising the third InDialog Conference in Antwerp on 21-22 November ( hosted jointly by the University of Antwerp and KU Leuven Campus Antwerp) and a Pan African conference on public service interpreting on 28-29 November .
Kristina Cunningham takes stock of the current situation in the EU, recalls the Proposal of the Commission for Council Recommendation in May 2018 (A Comprehensive Approach to the teaching and learning of Languages), in particular for a "language awareness" to be embedded in school culture.
The EU is not doing very well for Language 2 and the picture is not all that good for the second foreign language (L3). However, some Border regions think strategically and put the learning of the neighbour's language at center. Kristina will give concrete testimonies across the EU and explain why language is one key element for regional development.
Rudy Loock démythifie l'usage des corpus électroniques et explique tout leur intérêt pour le traducteur professionnel en quête de matériel de qualité pour des travaux très spécialisés. Il explique comment cette ressource est d'utilisation courante mais mal connue. Il esquisse l'avenir des jeunes traducteurs. L'Université de Lille est membre du Réseau du Master européen de traduction que soutient la DG Traduction.
Barbara Cassin, tout récemment élue à l'Académie française, traductrice de Parménide, philosophe, discute la traduction comme destin et comme chance des hommes dans l'"Après Babel". C'est l'entrée dans le monde de la culture et de la démocratie. Le "Vocabulaire européen des philosophies, Dictionnaire des intraduisibles", ouvrage encyclopédique réalisé sous sa direction avec quelque 150 personnes pendant 15 ans, dit-elle, fait des notes de traducteur le corps de texte. Barbara Cassin par ailleurs s'érige contre un double erreur: l'usage général d'une langue de communication appauvrie qui n'a pas la capacité d'innover et d'inventer, le nationalisme "ontologique" qui croit certaines langues supérieures car enracinées dans une race et un peuple. Le Logos (parole et raison) du grec ancien refoule ainsi les autres langues dans le monde de la barbarie. Barbara Cassin explique enfin un des projets qu'elle pilote sur le terrain: les Maisons de la sagesse, rappelant les hauts lieux de la traduction du Badgad du 9ème siècle, à Marseille et Aubervilliers, travaillent sur la langue administrative afin d'aider les nouveaux arrivants. Le Secrétariat général du Conseil a lancé le 12 avril un guide interne sur le langage de l'inclusion, publié en 24 langues. Trois collègues nous expliquent l'origine de ce projet, sa production dans l'environnement de travail multilingue et multiculturel du SGC. Elles évoqueront les difficultés d'un projet de ce type et les méthodes innovantes ("transcréation") qui ont été adoptées pour être en prise avec les langues réelles sans renoncer aux objectifs de la publication (La diversité est un fait, l'inclusion est un choix).

Gaudeamus igitur - le latin vit et fait plaisir. Pour beaucoup de contemporains, le latin est une langue morte, sans utilité dans notre temps. Or, une petite école dans le Brabant Wallon montre le contraire: pour les professeurs et les élèves de la Schola nova à Incourt (à mi-chemin entre Louvain et Namur) le latin vit et fait plaisir.

Irish: earliest attested vernacular language in Europe. You may know that Irish is a Celtic language spoken in Ireland, not just a variation of English. But do you know that it is also the oldest attested vernacular (as opposed to Latin and classical Greek) in Europe? However, this is only one of the peculiarities of this exciting language.
