During this phase, the government assesses whether to engage directly with small businesses or implement a veteran-owned set-aside program.
On the other hand, pre-solicitation entails a notice provided approximately a month before the solicitation is officially released. This advanced notice allows contractors to adequately prepare for the upcoming opportunity. Notably, a significant portion of set-asides is now being directed towards Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and isn't as prevalent in the open market.

As of October 24, 2022, the Department of Veterans Affairs ceased accepting applications for certifying or re-verifying veteran-owned small businesses. Starting January 1, 2023, the responsibility for all verification processes will shift to the Small Business Administration (SBA).
For firms already verified, there's no immediate action required, except for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and VOSBs with verifications expiring before the transfer date. They need to reapply for verification if their status expires after October 24, 2022.
Self-certified firms should submit their applications through the SBA to maintain their veteran-owned small business or service-disabled veteran-owned small business status. Analysis of SAM solicitations indicates that a majority of pre-solicitations falling under a socioeconomic designation align with the category of veteran-owned small businesses. In this conversation, we talk about 'price to win'. A specialty that is usually outsourced to find out the range of prices the government is willing to pay for a particular procurement. We recommend hiring an independent party to conduct a price to win assessment as it is a conflict of interest for them to do so.
Additionally, we discuss the services for cost accounting and government contracting audits, which are typically done for small contractors to ensure compliance with government regulations for government contracts. The level of these audits depends on the type of contracts being pursued rather than the revenue amount. For example, a cost-plus contract would require a compliant accounting system.
In this podcast episode, we talk about when shoud small businesses need to start doing cost accounting. Small businesses engaged with the federal government, either as a subcontractor or a prime, should understand how to do cost accounting or have someone do it for them so they can have a good conversation with contracting officers and others about their real costs. They should also have a good estimating system as this is how they price. Cost accounting and estimating systems should mirror each other, and that the SF 1408 is the compliance checklist for cost accounting system.
The way a company estimates its price for the federal government and does its cost proposals should mirror how its cost accounting system is set up. The indirect pools and the way indirect rates are applied should also mirror the exact same way the proposal was made to the federal government. If a company engages in a lot of subcontract activity where the general and administrative (G&A) cost is a lot more than what the government is willing to pay, it might need to tack on a sub material and handling cost. In this episode, we talk about the difference between pre-solicitation and source sought. Source sought is the government's market research phase to determine if they should make the requirement a small business or one of the socioeconomic categories. At this stage, the government can determine if they should negotiate directly with small businesses or make it a veteran-owned set-aside program.
Pre-solicitation, on the other hand, is a notice given about a month before the solicitation is released, giving contractors time to prepare for the opportunity. The majority of set-asides are now going into IDIQ contracts and are not seen on the open market as much. If you also want to know how to search for set-asides for SDVOSB, tune in now.
The Department of Veterans Affairs has stopped accepting applications for the certification or re-verification of veteran-owned small businesses, effective October 24, 2022. Starting on January 1, 2023, the Small Business Administration (SBA) will take over all verification processes.
Firms that are already verified do not need to take any action except for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and VOSBs, whose verification expires before the transfer date. They must have applied for re-verification later than October 24, 2022.
Self-certified firms must apply through the SBA to maintain their status as veteran-owned small businesses or service-disabled veteran-owned small businesses. Tracking solicitations on SAM shows that most pre-solicitations that meet a socioeconomic designation are falling under the category of veteran-owned small businesses. Most agencies use contract writing systems that generate the number, which typically includes the year, the department within the agency, and a random number for the IDIQ. Task orders are then issued against the IDIQ, with the next number in sequence indicating each order.

In today's episode, Lynwood Owens talks about the difficulties his business faced after obtaining an 8(a) status in 2018. The stakeholders considered his company as a risk since they were not a prime contractor, and had no capital and fast forms to show for it.
However, in March 2019, he won his first prime contract as a product award, which started a chain of prime contracts for his company. He now faces the challenge of sustaining his business as the period of performance for some contracts is one to four years long.

The best art supply companies may not be looking at this opportunity as they are busy selling art supplies. The items included in the contract is a basic school supply list that anyone can supply.

In today's episode, we talk about the self-employment track offered by a rehabilitation program for individuals with disabilities. The program provides comprehensive training, supplies, and reimbursement for certifications or courses necessary for starting a business.
The first step is to go through an evaluation process at the rehabilitation program to determine skills and abilities. The accelerator program is highly recommended and helps determine if a business idea is feasible, sustainable, and quantifiable.
Reimbursements are provided for hard and soft costs, including certification fees and specific equipment necessary for the business. The amount of reimbursement depends on the track, with track one receiving up to $1,000 and track two receiving up to $25,000. In this episode, we talk about how a lot businesses have been affected by COVID-19. Talking about their experience, my guest today shared how their drivers who served the Boston area were affected, but listen up, their company was able to reassign them to fueling COVID testing sites with generators.
This allowed them to keep their staff going and they even had to hire terminal workers to keep up with the work that was coming in. She also shared how buying a terminal which they didn't know much about it at the time, had a good infrastructure and ended up benefiting them.
Now they plan to bring business back to the site by bringing in steel and then sourcing out oil and biodiesel. In this episode, you will learn the importance of bringing activity back to the site and finding good partners to source the products they needed.

In this episode, we discuss the process of bidding for government contracts. The different stages of the process, starting with the evaluation criteria in the blue phase, where feedback from interested parties can be given to the government to shape the requirements. When the process moves to the green phase and the bid is solicited, the government cannot give any one company an unfair advantage, so questions must be sent in writing to ensure fairness.
During the evaluation process, the government will make decisions on which companies they want to negotiate with, and they may ask for oral presentations or evaluate proposals. Once an award is made, the recipient can request a debriefing to determine what they did wrong and improve for future bids.
Finally, if successful, the recipient will have to fulfill the contract, deliver the deliverables, and close out the contract, which is often the hardest part of the process.
