Mika J. Cross is a distinguished human capital expert, transformational workplace strategist and innovator. Best known as a Government Workplace Expert, she is known on a national scale for implementing precedent-setting, federal government-wide human capital policy and workplace initiatives to implement work life and wellness policies within the United States Intelligence Community, post 9/11, and she designed and implemented award winning work life programs across the Executive Departments and Executive Branches of government having served for more than two decades within the United States Intelligence Community, the U.S. Department of Agriculture, the Office of Personnel Management and the U.S. Department of Labor, among others.
Additionally, she served as the Designated Federal Officer for the Secretary of Labor’s Advisory Committee on Veterans Employment, Training, and Employer Outreach (ACVETEO) before transitioning to the private sector with FlexJobs, a fully remote company. As Vice President of Employer Engagement and Strategic Initiatives, Mika collaborated with executives across all sectors and industries to enhance talent management, develop recruitment strategies, and leverage flexible work policies for attracting and retaining top talent.

Karen Cinibulk is a highly experienced professional with over 25 years in the health and civilian sectors. She currently serves as the Vice President and Department of Veterans Affairs (VA) Market Lead at Maximus Federal Health. Her proactive approach has been instrumental in expanding into new markets and deepening relationships with clients and partners.
Before joining Maximus, Karen worked as VA Client Account Executive for Atlas Research. In that role, she managed operational activities and was responsible for the strategic growth of the firm’s largest market.
Karen has held leadership positions in the federal healthcare industry, including VP of Federal Health Solutions for L-3 Communications. Additionally, she was a senior executive at CGI-AMS, managing large acquisition and financial management programs, including the first-ever Department of Defense standardized system which was deployed to over five hundred sites and 23,000 users worldwide.
Before her career in private industry, Karen worked as a civil service employee for the VA, serving in both the Veterans Benefits Administration and the Veterans Health Administration. During her tenure there, she received the prestigious Scissors Award for the success of the Consolidated Copayment Processing Center.
Karen holds a Bachelor of Science from East Carolina University and a Master of Arts in Public Administration from George Mason University.
Karen’s philanthropic activities are focused on Veterans including long-standing involvement with organizations and events including the Easter Seals, Elizabeth Dole Foundation, Paralyzed Veterans of America (PVA) Wheelchair Games, and Disabled American Veterans (DAV) Winter Sports Clinic.

Ms. Larson serves as the Executive Director for Compliance, Risk, and Remediation/Deputy Chief Risk Officer for the Office of Information Technology (OIT). Throughout her career, she has worked at the operational, strategic, and executive levels, serving in multiple federal agencies, including GSA, the Department of the Navy, and the Office of the Secretary of Defense. At the Department of the Navy, Ms. Larson was hand-selected to lead the creation of their Wounded Warrior Program from scratch, including developing the program’s first-ever mission, vision, strategic goals, and objectives. She continued her passion for advocating for service members and their families and transitioned to the Department of Veterans Affairs. Ms. Larson served as the Chief of Staff and Senior Advisor at OIT’s Office of IT Resource Management since October 2018, where she leveraged her background in budget, policy development, and human resources, which led her to be called upon to lead high-level initiatives for OIT.

In October 2020, at the direction of the Office of Management and Budget (OMB) and with the support of the Chief Acquisition, Chief Information, and Chief Information Security Officers, the ITVMO was established within the Governmentwide Category Management Framework to help solve challenges agencies face when buying commodity IT. At that time, the lack of a unified, governmentwide IT acquisitions approach meant agencies experienced different prices for the same products and services, performed redundant acquisition efforts, and used different terms and conditions. As a collaborative effort between OMB and General Services Administration (GSA), National Aeronautics and Space Administration (NASA), National Institutes of Health (NIH), and Department of Defense (DOD), the ITVMO improves how the government buys common IT goods and services by leveraging govwide data to raise agency awareness of best pricing and best practices that enable their use of optimal IT contracting strategies.

Sue Speck is the Acting Director for the Enterprise Cloud Solutions Office (ECSO). Ms. Speck brings over 25 years of leadership experience to her current position, including portfolio management, customer service, quality management, and employee supervision. Before assuming the Acting Director position, Sue was ECSO’s Deputy Director and was responsible for establishing ECSO as a new organization within VA. She built a team responsible for the VA Enterprise Cloud (VAEC), which supports over 250 cross-functional team members across VA to leverage VAEC and cloud adoption. She oversees and assists teams in the creation of new cloud-native applications and in analyzing existing legacy applications for optimal cloud migration strategies.
Prior to joining VA in 2019, Ms. Speck worked for the Department of Defense as the Information Technology Specialist Chief, where she oversaw the Project Management Office for all information technology infrastructure portfolios at Edwards Air Force Base in Edwards, California.

I’ve worked in start-ups, the federal government, consulting agencies and the non-profit space.
I hold a BFA in Design, an MA in Criminal Law and am currently pursuing a Master’s in Government, focused on technology's influences on mis/disinformation and the impact that has on global democratic movements and free and open elections. In my (limited) free time I run ultramarathons and travel. I have a deep love for traditional European holiday markets, walking food tours and modern art exhibits.

Leslie Wagstaffe is currently the Director for the Consumer Support Group (CSG) in the Center for Consumer Information & Insurance Oversight (CCIIO) at the Centers for Medicare & Medicaid Services (CMS). In this capacity, Wagstaffe is responsible for leading the development, implementation and execution of the policy, operational, and business requirements related to programs within CSG's functional responsibility. Additionally, Wagstaffe ensures that CSG provides CCIIO-wide leadership and advice on consumer-related private health insurance issues and serves as CCIIO’s focal point for consumer policy and services. The Centers for Medicare & Medicaid Services (CMS) provides health coverage to more than 160 million individuals through Medicare, Medicaid, the Children's Health Insurance Program, and the Health Insurance Marketplace. CMS works in partnership with the entire health care community to improve quality, equity and outcomes in the health care system. The Consumer Support Group within the Center for Consumer Information & Insurance Oversight (CCIIO) at CMS provides consumers with comprehensive information on insurance coverage options currently available so they may make informed choices on the best health insurance for themselves and their families. Key initiatives within CSG’s purview include the oversight of Marketplace Navigator Grants and implementation of the Transparency in Coverage Final Rule and Summary of Benefits and Coverage. CSG also operates the Federal Independent Dispute Resolution process which provides a forum for providers, facilities, and health plans to use to resolve payment disputes for certain out-of-network charges.

Joyce Hunter is a strategic-doer and a philanthropreneur. She was appointed by President Barack Obama to the position of Deputy Chief Information Officer for Policy and Planning at the Department of Agriculture (2013-2017) and was the Acting Chief Information Officer from March 2016 to July 2016. In addition to policy and technology planning, Ms. Hunter is the creator of the Data Science Camp Inc. STEAM (Science Technology Engineering Agriculture/Athletics and Math) summer camp for underserved and underrepresented youth, which is in its 10th year of operation. She is the Advisory Board Chair for CyberAg, providing cybersecurity outreach, awareness, education and access to resources for the agriculture and food supply chain and the Executive Director of the Institute for Critical Infrastructure Technology (ICIT), a nonprofit Think Tank, providing objective, nonpartisan research, advisory, and education to legislative, commercial, and public-sector cybersecurity and critical infrastructure stakeholders.
Ms. Hunter earned a BA from Villanova University and an MBA in Marketing from the University of Pennsylvania, Wharton School of Business. She recently received her certificate as a Qualified Technical Expert (QTE) from the Digital Directors Network, named one of the Top 50 Women in Maryland by 2023 Women We Admire, was a 2021 Leading for Impact Award Winner and named by Security Magazine one of the most Influential People in Security for 2020.
