The govt's Health and Human Services Grant program has 30 million dollars it can spend on making drug use "safer". Through awareness and "smoking kits", its aim is to come along side of drug users and make their experience safer and with the hopes of getting them long term treatment. Will drug addicts benefit from this or are we throwing away more tax payers money?
