Welcome back, Free Rocky Nation! In March of 2022, I met with Adams County SA Farha about resentencing my father to time served under SB 2129. In this meeting with him, he asked me to visit my dad in person and get documentation from the PRB. Between then and now, I have emailed Farha with updates on my father’s medical progress, as well as our efforts to get something out of the PRB. The PRB has thwarted us on all fronts. I physically mailed Farha the failure on the PRB issue. He responded with a letter stating that it was time for us to meet in person again. That letter was the first time that I had heard back from him in over a year.

Illinois inmates are getting a double helping of bleach each day.Miguel Fernández, M.D., a medical toxicologist and the director of the South Texas Poison Center said, "Smaller amounts of industrial bleach can cause nausea, vomiting, inflammation of the gastrointestinal tract and oral cavity, corrosion of tissues and gastrointestinal bleeding."
The Indiana DOC has recently added soy to the inmates’ diets in order to stretch the inmate food budget. Adding soy is going to CAUSE problems. Since Illinois has been serving soy to our inmates since Blagojevich was governor, our inmates can tell you that soy consumption ultimately leads to a host of medical issues.

I wrote a follow-up email to the Peoria Dept of Public Health. I had previously emailed the Fulton County Health Department about the Illinois River CC kitchen. The prison kitchen is straight out of Gordon Ramsay's "Hotel Hell." I wish Gordon could go in there and straighten things out! Even a veteran like Ramsay would be sickened at all the health code violations at Illinois River. Fulton County told me to email the Peoria Regional Office of Public Health. **The President’s power to issue pardons is severely limited. He can pardon anyone convicted of a federal crime, but has no power to pardon anyone convicted of a state crime. In the US the vast majority of people convicted of possession of marijuana are convicted under state law; not federal law.

Let SA Farha know that you do not think he is soft on crime or that he should be canceled. He is very worried about being subjected to cancel culture if he were to initiate a petition under SB 2129 for any inmate that was sentenced from Adams County. You do believe that my father, Larry Harris N57672, has served long enough for the two armed robberies charges. Remember to mention that my father is not a threat to society. My father IS in danger of dying alone in prison and missing out on his final years of being a grandfather.

The “Level System” allowed institutions to impose harsher treatment on the inmates than was allowed under the respective security levels. For example, Illinois River Correctional Center utilizes the “Medium-Max” system, wherein the institution is labeled as “medium-security”, but the administration imposes maximum-security conditions upon inmates. This treatment is illegal.

I want to talk about a bill that passed January 1st of this year to help reduce the prison population. It’s called Earned Discretionary Sentence Credit 730 ILCS 5/3-6-3(a)(3). This bill grants Illinois Department of Corrections Director Rob Jeffreys the discretion to award either 180 days or 365 days of good time to specific inmates. This award of good time means that the specified amount of time will be deducted from the inmate’s sentence.
What Warden Clark and Director Jeffreys are doing is called Abuse Under the Color of Law and it is ILLEGAL. If you want to do something about it and you live in Illinois, write or email your assemblymen. If you live outside of Illinois, you can contact the Illinois Governor’s Office of Constituent Affairs or Illinois’s U.S. Congressional Members.
IDOC Director Jeffreys decided to change the focus of prison industries to vocational training. He then left all vocational program execution of up Jared Brunk, ICI Chief Administrative officer. Brunk has continuously hurt the commissary's ability to generate profit. He wants Jeffrey's agenda to be entirely tax-payer supported. Where is this money going to come from??

Warden Tiffany Clark has doubled down on her policy to restrict COVID-free prisoners to a $150 limit on the “once a month” commissary shop. Please note that I am using air quotes on the once-a-month part. I will explain why in a bit. If an inmate has COVID, his shop is limited to $75.
Telling the inmates to live on $150 worth of food or less for a month is downright absurd.
Today, we are going to explore some history- some of my own history and some of my dad’s.

SB 2129 lets an inmate petition the current State’s Attorney from the sentencing county for immediate release based on time served.
**My father called me on the 30th of August. He told me that he is still healing from his colorectal surgery. One of the other inmates staying in the Infirmary is healing from surgery also. A third patient is being treated for cancer. On this same day, Nurse Miller moved a fourth inmate from COVID quarantine in 2-House to the Infirmary.
Right, Illinois River employs 4 nurses- when they are supposed to have a staff of 22 nurses.**
What can I do to help? Not much, but I did make some phone calls. I called The Office of Constituent Affairs at 312-814-2121. You can call that number also.

In the last episode, the struggle was real. The struggle bus has an assigned seat for my dad, so it seems. Today’s episode: Medical Mayhem.
Remember the case Lippett v. Godinez where two different medical teams investigated the Illinois Department of Corrections? I mentioned the case and the investigators’ findings in Season 1, Episode 16: Wexford Health Sources, Inc. and IDOC. Doctors and nurses at IDOC are operating outside their scopes of care, negligently, and have lost several patients. The investigators also stated that the medical beds were often broken and/or unable to be sanitized. Lo and behold, Illinois River is NO exception. My father’s sent emails about his treatment to prepare for major abdominal surgery and his treatment since he has returned. Here are his emails.

My father arrived at the Illinois River C.C. on February 5th, 2020. If the promises of getting Dad into an Industry Job and peaceful living were honored, Dad was willing to let the nonsense at East Moline go. Dad knew he had a potential lawsuit that was so similar to the Danville lawsuit that it was an almost guaranteed win.
Dad’s time at Illinois River has not been all we had hoped.

"Whistle Blower" reporting of malfeasance and corruption is a protected First Amendment right. In IDOC, most prisoners will not stand up to the administration and rights violations. My father stands on his rights. He does not ask for anything he does not have coming by law. He refuses to bow down and become subservient. The inmates need a guy with backbone to keep the playing field fair. While my dad advocates on the inside, I advocate on the outside. Welcome back, Free Rocky nation! Today you will hear Season 2, Episode 10: The Horrors of East Moline Part 7. If you remember from Part 6, East Moline wrote Dad a ticket for allegedly putting out a hit on the warden and on the gang members that robbed him. An officer wrote that confidential informants informed him of this incident on September 29th, even though that officer was NOT at work.
A second problem with this ticket arose. Of course, my dad fought this “Threats and Intimidation” ticket. On October 2nd, the Adjustment Committee found him guilty anyway. They sent dad a copy of their verdict. It was dated for September 29th, before the hearing had even been held!
Season 2, Episode 8: The Horrors of East Moline Part 5
On August 27, 2019, Dad shopped at the commissary. When he returned to his cell, he met his new cellmate- a black guy with an attitude. He was the opposite of Dad’s former cellmate, Ike. Although he was a gang member like Ike had been, he had no interest in protecting my dad’s property the way Ike had done. In fact, the new guy was sizing up my dad’s property. Dad immediately wrote a letter to Placement requesting to be moved to another cell or wing.
The next morning, Dad locked up his property in his property box and went to work. He located Pete, his boss. He explained how he felt that his cellie was going to rob him, or let someone else rob him. Then, he gave Pete the letter requesting to be moved. Pete took the letter to Placement, but Placement refused to move Dad. Pete went to Internal Affairs trying to get my Dad moved to a safer cell, but I.A. also refused to move Dad.
Spring rains brought flooding to the cellhouses! Warmer weather turned the chow hall into a 120 degree sauna! The commissary limit was increased to $150 for food. Water tower issues left the prisoners without any potable water for 3-4 days at a time at least once every three months, sometimes more often.
Gangs were running the prisons, the phones, access to the laundry room- EVERYTHING! East Moline staff just let it happen!

Maintenance immediately threw all kinds of broken items at Dad to fix. He either made repairs or rebuilt the parts. Remember the pointless cell door locks that I mentioned? Everyday that Dad worked, he worried all day about his unprotected property.
**The staff’s dislike of Dad grew more evident every day. In addition to the building’s disrepair, Dad exposed the extreme heat in the chow hall. Room temperature there measured from 115-20° during the summer. The chow hall was built with air conditioning, but it could not be used.
My Dad has always had a Playboy calendar. It was just a generational thing for him, I think. Growing up, he had one in his bedroom and in his work truck. My Dad owned one when he was shipped to the East Moline C.C. One evening, the cellhouse Lt. had walked into the cubicle, where my father lived, and just took the calendar off Dad’s desk.**
Dad found himself in the East Moline minimum camp being treated. The Warden is the top dog in any prison. The Warden has her "Enforcers" that impose her will- to silence those who dare to challenge her reign. WEBSTER'S DICTIONARY defines Enforcer as 1. a person or thing that enforces. 2. the member of a group, esp. a gang, charged with keeping dissident members obedient. 3. a person, esp. a public official who enforces laws, regulations, rules, or the like. By filing that grievance, by exercising his First Amendment right to complain about conditions of confinement, Dad gave her reason to set her enforcers after him… at least according to Warden Brannon.
On March 27th, 2019, after two years and fifteen days of dead time at the Shawnee C.C., Dad found himself serving time at East Moline. East Moline Correctional Center had served as a prior mental asylum. When my dad arrived, he noted that it appeared as if no maintenance had been done since the building changed hands. The place was a mess. Dad wrote to our friends and family to get the conditions exposed on social media.

**Today’s episode is “From Danville to Big Muddy, From Big Muddy to Shawnee.” On December 7th, 2016, Dad was given a segregation to segregation transfer from the Danville prison to the Big Muddy River C.C.

**My dad can write letters to me about my son. He can talk to my son on the phone. I often put the phone on speaker, so I can hear what is being said and keep up with their conversations. I send pictures of my son to my dad. My son writes letters and sends cards to my dad. My son doesn’t have and can’t have his own video visit account. When I schedule a video visit using my GTL account, I have to add my son as an authorized visitor. With all the permissions my son has, why is email such a big deal? Why is Springfield letting IRCC off the hook here?!

Illinois River Correctional Center is not doing well as a facility. First, let’s talk about the bug problem. My father explained that small, black ants have terrorized the prison for ten plus years. Even the guards have said the same. The ants are everywhere all the time. My dad said he wakes up with ants in his hair and all over his body. They infest his property box and ruin his commissary.
During meal times, inmate workers bring trays of food to 3-House, set them on a table, and walk away. The workers cannot pass out the trays to the cells, unless a guard is with them. You may be wondering why the guards are not on their wings when the trays arrive. That, my friends, is an excellent question; one to which I do not have an answer. On April 24th, my father watched the trays sit on a table for 42 minutes.

Hello Free Rocky Nation! I apologize for being MIA. I am working as much as I can to prepare for summer and for this channel. I have a lot of content to put out, so expect several podcasts in June!
Today, I need you guys to take action on Illinois Senate Bill 2333. What is Senate Bill 2333, you ask? Let me tell you. SB 2333 establishes a system called “Earned Discretionary Re-Entry.” Earned Discretionary Re-Entry, or EDR, uses the existing Prisoner Review Board to evaluate an inmate’s readiness to return to society. The goal is to release prisoners who have dramatically changed and whose long sentences serve no social purpose. EDR saves taxpayers money and lots of it! Parole Illinois reports that incarcerating people who are eligible for this program costs taxpayers $52.3 million per year. Crime-survivors also support this legislation. They favor mental-health treatment and rehabilitation over long-term incarceration.
We **revisit the questions that I asked in my last episode. Currently, all inmates at IRCC on court-writ and medical-writ are Illinois River Correctional Center residents. When a new inmate enters the Illinois Department of Corrections. Illinois River CC puts new inmates into quarantine for two weeks on C-Wing in 2-House. At meal time, staff wear gloves and open the cell doors. Prison workers, wearing masks, hand out and collect food trays.
I discuss visiting my father in-person.
My father has a lawsuit against East Moline Correctional Center. My father and I worked together to secure affidavits about the unsanitary living conditions and violence.**
**My father is currently in a one-man cell in 2-House on D-wing. Just to clarify, A-wing is still the COVID-19 quarantine wing in 2-House. D-wing holds inmates waiting to go to court and waiting to have medical procedures. My father is having two hernias repaired. He will go to surgery any day now.
2-House D-wing inmates are locked in their cells all day for two days straight. On the third day, they are only allowed out for one hour to shower and use the phones. When my father asked about this regimen, he was told it was due to COVID.
I asked if the court-writ transfers are being tested for COVID prior to arriving at Illinois River, or if they are tested once they arrive. Then I asked what happens after they are tested. Are COVID-negative inmates still quarantined for two weeks on A-wing or sent straight to D-wing? Are COVID-positive inmates sent to A-Wing?
When my father recovers from surgery, he has to go somewhere. I don’t know if he is going to be in 4-House with the other Industry workers, or if he is going to be placed back in 3-House. Either way, he needs a solid celly.
IDOC is resuming in-person visits!!**
With the illegal $150 limits on the commissary, the stripped down inventory, and lack of medical care, I think my dad has grounds for another lawsuit. So Free Rocky Nation, what do we do? Do we petition our lawmakers to hold IDOC accountable for their actions and demand that my father’s medical diet be reinstated? Or, do we watch another lawsuit in the making? Personally, I think it’s easier if my dad just gets his diet. But- how does that saying go?- Oh yes, it makes sense, so we can’t do it.

**Apparently, Director Jeffereys is working to implement this 2011 administrative directive to standardize the commissaries- like just now in 2021. The administrative directive number is 05.06.110 for anyone that is curious.
You may remember that my dad arrived at Illinois River in February of 2020. That feels like a long time ago. When he arrived he was placed in 4-House, where other inmates that have jobs in Industry live. He was moved from 4-House this past Tuesday, March 16th to 3-House.
We had a video visit today. We were discussing this very issue when our visit was cut short. While my dad has a right to his opinion, he wasn’t stating opinions. He was just stating the facts. Why is he being censored?? Where is his right to free speech?**
**The Illinois National Guard made their rounds through Illinois River CC on March 4th to inoculate inmates with the Moderna COVID-19 vaccine.
Ill will is brewing between the staff and the inmates at IRCC. Morrill is the supervisory civilian employee over Illinois River’s Commissary. According to the grievance that my father filed on February 5th, Mr. Morrill made the decision to strip down the commissary inventory.**
**Remember how guys were popping out of their cells bogus? The guards are writing tickets for guys who are not supposed to be out of their cells. How could this go wrong, you ask? Warden Hinthorne was questioned about why guys were allowed to pop out bogus. When Warden Hinthorne is questioned, she is questioned by her superiors in Springfield Illinois. She answered by blaming her correctional officers for allowing it to happen.
Surprisingly, commissary went well this week. Commissary arrived Tuesday February 23rd in the full $150 amount. In two hours and forty minutes, the guards delivered commissary to the entire wing.
My father did receive an answer to his grievance- the one in which he asked why the $150 limit is being imposed on the commissary when there's not supposed to be a limit at all. Here is the answer that the Administrative Review Board from Springfield, Illinois gave him.**
The inmates have an internal email system. Internal Affairs reads all incoming and outgoing emails. I have a ten-year-old son that loves his Grandpa Rocky. My son is approved to visit in person and on the computer. My son can talk to my dad on the phone. My son has written letters and sent pictures to my dad. Correctional Officer Reavley works the night shift and monitors the emails. He has recently decided that my father cannot write about my son in any emails, or C/O Reavley will block them.
**You may remember that I mentioned the Lippett v. Godinez lawsuit where the Illinois Department of Corrections was sued over the conditions of the prison. The lawsuit also addressed the level of care the Wexford doctors provide to inmates. I want to read a couple excerpts to you just so you understand why this issue was brought up in court.
I want to encourage everyone to contact your Illinois Assemblymen if you live in Illinois. If you are listening outside of Illinois, you can contact U.S. Senators Tammy Duckworth and Richard “Dick” Durbin, as well as Representative Darin LaHood. Ask how these “doctors” are employed when they don’t see patients and the Lippett v. Godinez case proved they aren’t even qualified to do what they are doing. Remember, tax dollars fund the IDOC budget, so you pay them. Ask how many inmates are given death sentences because they have to deal with the Wexford doctors. If your loved one is incarcerated because of some non-violent crime, ask for their release.

Multiple staff at IDOC told my dad that “all his complaining to the Director about the commissary means that they have to run it right… but, he won’t like it.” What the staff means is that the inmates at Illinois River are going to shop once a week now, like they are supposed to shop… BUT they still have a $150 limit, when they aren’t supposed to have a limit at all… AND Warden Hinthorne stripped down the inventory! She took 114 items off the shelves JUST BECAUSE SHE CAN. And because she has an ego problem. And she doesn’t like my dad. She is being vindictive and punishing my dad for using his First Amendment right to address policy.
**Two days ago, I received an email from Illinois Senator Jill Tracy. She acknowledged her receipt of my letter about releasing my father early due to COVID.
COVID is on everyone’s minds right now. Most of us are looking forward to coming out on the other side. Maybe returning to some semblance of normal. For the inmates in Illinois, I don’t know if they will ever get back to normal.**
Another avenue of infection has arisen. And with that, I would like to introduce today’s podcast: Dirty Mattresses. I found out that in October of 2018, the Uptown People’s Law Center investigated the unsanitary conditions of IDOC and filed a lawsuit. Check out this transcript for the link to the lawsuit. Unsanitary mattresses were among the several issues raised. My father told me that the Illinois Department of Corrections issues mattresses to prisoners upon arrival. Some of these mattresses are currently twenty-five years old, maybe older, and filled with horse hair.
Today's podcast is called "Early Release of Larry Rocky Harris." Early in 2020, Governor Pritzker commuted the sentences of a group of inmates that had violent crimes. Google Alma Durr. Disclaimer: her crime is disturbing and she received life in prison. Pritzker also released inmates that had victimized people without notifying their victims. For example, on April 6th, the Fraternal Order of Police, Lodge #7, said it had serious concerns after Governor Pritzker released a felon convicted of aggravated sexual assault with a weapon after only having served SIXTY DAYS. I have a link in the transcript for the letter that Illinois Senators wrote to Governor Pritzker highlighting his serious errors in judgement.*
Because of the hatred from general population, Illinois HAS a prison specifically for pedophiles. It’s called Big Muddy. I asked my dad why in the world these pedophiles were placed at Illinois River, instead of Big Muddy. He said he didn’t know. What are the eligible inmates supposed to think of IDOC, and the Illinois justice system as a whole, when it’s catering to pedophiles? I think our Illinois Assemblymen need to know about this. Today’s podcast is called The Count Light, Dayroom, and Ice. Sleep deprivation has been ruled illegal. Prison staff cannot purposefully deprive inmates of sleep, yet it still happens. When guards finish conducting their regular headcounts, they leave the lights on in the wings. The lights are bright, and most inmates wake up. This happens nearly every night. Just to recap, my father’s trial was a sham with perjured testimony and no physical evidence. His public defender, Barnard, never spoke on my father’s behalf at trial- he never even attempted to defend him. Some public defender!
Warden Hinthorne was “called to the carpet” according to my dad and one of her C.O.’s.. She then stated that the commissary limit was going to be increased to $150 and inmates are walking to the commissary themselves.… Walking is allowed UNLESS you get sick. If someone in the wing gets sick, the whole wing goes into quarantine. While on quarantine, shops will be limited to $75, again, with C.O.’s bringing boxes to the cells. The $75 will have to cover everything from food to toiletries. Is this level of specificity legal? NO! You can’t “punish”- I’m using air quotes here- punish inmates for being sick. Again, Warden Hinthorne admitted that she is placating her staff. She doesn’t want them to complain about carrying all those commissary boxes… on a cart…

On election day, I hope you were able to cast your vote. If you live in Illinois, you also saw that the Progressive “Fair Tax” was on the ballot. According to Illinois Policy.org, on July 6, 2017, the Illinois General Assembly voted to override then-Gov. Bruce Rauner’s veto of a record-setting permanent income tax hike. Personal income tax rates rose 32%, to 4.95% from 3.75%, while corporate income taxes rose 33%, to 7% from 5.25%. Now, the Illinois General Assembly and Governor J.B. Pritzker are begging to change the Illinois constitution so that Illinois residents are assigned income taxes based on their annual income- higher income means higher taxes. The language outlining this change from a flat income tax to a bracketed income tax ALSO includes the elimination of voter input. This means that Illinois residents will no longer vote on how much their income is taxed, because the Illinois General Assembly will be the only party necessary to give consent to a tax hike. This change to the Illinois Constitution is Progressive “Fair Tax” that was on the ballot.

I hope this channel fosters a community for our incarcerated loved ones and their families. The U.S. has enough people in prison that the incarcerated population would make itself the 4th largest city in America. There is a high probability you have a loved one in prison or you know someone who does.
I also want to expose just how emergent the need to reform our justice system really is. People need to know exactly what happens behind prison walls. Tax payers, like you and me, finance EVERYTHING that is the Justice system as we know it. With its cash flow, our justice system should be spectacular. In actuality, the justice system is beyond broken. Here are a few facts:
Lastly, I want to motivate all citizens to action. I want people to write letters or emails to their Legislators, Congressmen, Governors, and to the inmates themselves. I want concerned constituents to call their offices. You have the right to know how your officials are acting while in office and where your tax dollars are really going. If you viewed every crime committed as a person saying they needed something, you would want to point that person in the right direction. If someone was arrested for stealing food, you would want to point that hungry person to a food bank. If someone was arrested for drugs- and let’s be honest, most drug users are self-medicating for something, you would want to point that depressed person to a therapist or that injured person to the right doctor. If someone stole your car, would you have rather that person just asked you and you took them for a ride
America is the wealthiest, most educated country in the world. We have got to do better when it comes to mass incarceration. When we send people to correctional centers, they should receive correction in the form of rehabilitation. All prison sentences come to an end, period. What kind of prisoner are we releasing into society? I want society to be better, because former inmates are participating in it- not because they are locked away from it.
