Dr. Willis is the first African American to lead the college in its 51-year history. Since 1970, Howard Community College (HCC) has been a preferred college choice for students and families in Howard County, Maryland. A public community college, HCC offers associate degree and certificate programs, as well as workforce development training and continuing education classes, to nearly 30,000 credit and noncredit students each year. Candice joined the Public Welfare Foundation in Washington, DC, as its President and CEO in 2017. Previously, she served as Senior Advisor at Chicago CRED, an organization that focuses on gun violence in Chicago. In that role, she secured greater investments for violence intervention programs as an alternative to the criminal justice system. Prior to her work with Chicago CRED, she served as Director of the Illinois Department of Juvenile Justice, a cabinet-level state agency where she supervised operations, programming, budget matters, and communications. During her tenure, she pushed significant reforms that reduced the number of youth in state custody. She also served as a White House Fellow, managing a portfolio within the U.S. Department of Education that included developing education strategies for correctional institutions and shepherding a plan to reinstate federal Pell grants for youth and adults in custody. Earlier in her career, Candice served as a program officer with the MacArthur Foundation, where she managed a grant portfolio focused on decreasing racial and ethnic disparities in the juvenile justice system and on improving the quality of defense for indigent youth. Emmanuel is of Cameroonian descent (Zulu/Bantu Tribe). As a career social worker, he has a deep passion for history and the creative arts. In more recent years, Kulu turned his focus to his African lineage. Aisha Braveboy is responsible for the safety, security, and administration of justice for more than 900,000 residents. She manages a budget of roughly $22 million and a staff of over 200, including approximately 100 attorneys. Ms. Braveboy has implemented innovative and successful reforms to the criminal justice system to reduce mass incarceration while protecting the welfare of her community. During the COVID-19 pandemic, Ms. Braveboy has been at the forefront with effective solutions to prevent the spread of the virus. She was the first prosecutor in the State and one of the first in the nation – to proactively and thoughtfully reduce the local jail population, which decreased the spread of the coronavirus through her celebrated initiative, Operation Safe Release. This initiative led to a significant reduction in the average daily population at the local jail. In addition, Ms. Braveboy continues to work with non-profits and County agencies to ensure that victims of domestic violence and physical abuse receive the resources and support they need during the pandemic. Ms. Braveboy graduated from the University of Maryland College Park, where she received her Bachelor of Arts Degree in Government and Politics. She also received her Juris Doctorate from Howard University School of Law.
