This interview is part of a series focusing on Black faculty members with several themes: Black women in positions of leadership, progress from faculty perspectives, where the School of Public Policy (SPP) needs to move in the future, and trying to place the changes at SPP into a broader context for changes happening in academia nationwide.
Alana Hackshaw, PhD, is an associate clinical professor and serves as the School's Chief Diversity and Inclusion Officer. Her courses focus on governance, social identity and the creation of public policy and leadership. Hackshaw’s professional experiences include work as a researcher and a consultant in the nonprofit community. Her work concentrated on analyzing policies that foster economic security, asset-building and entrepreneurship within the Black diaspora in the US.
Hackshaw holds a doctorate in political science from the University of Michigan and a BA in political science and history from the University of Rochester. Her research interests include the impact of racial equity plans on city governance, patterns of political incorporation among first and second-generation Black immigrants in the US and the impact of US immigration policy on immigrants of color in the US.
In this interview, we discussed:
- Dr. Hackshaw’s origin story;
- What it means to be a Black woman in a high leadership position in academia;
- The state of DEI initiatives when she first joined the school; and
- National trends for BIPOC academics in terms of challenging the current problematic structures that exist within in academia.

The University of Maryland School of Public Policy Alumni Board's video and podcast series interviews new faculty Brandi Slaughter and Ebonie Cooper-Jean and is facilitated by alumni Delisha Thompson (UMD 18’).
Brandi Slaughter is the Associate Clinical Professor; Program Director, The Karabelle Pizzigati Fellows Initiative in Advocacy for Children, Youth and Families. Brandi brings a wealth of public policy experience to her roles at the University of Maryland having served nonprofits and government in advocacy and lobbying roles. Slaughter is an ordained clergy with the Church of God in Christ and has served in various ministry positions. She received a Bachelor of Arts in Political Science from Morgan State University, and a Juris Doctor from Capital University with a concentration in Child and Family Law.
Ebonie Cooper Jean is a lecturer and is connected to UMD’s Do Good Institute. Ebonie is a trusted consultant and social entrepreneur, Ebonie is the Principal of Friends of Ebonie, LLC, and Executive Director + Founder of the Young, Black & Giving Back Institute (YBGB). For the past decade, Ebonie has used her research, thought-leadership, and expertise to inform national and local projects and speaking engagements related to nonprofit DEI, African American donor engagement, church ministry, partnership development, and fundraising strategies. In 2013 Ebonie released the groundbreaking research as an NYU scholar entitled: African American Millennials: Discovering the Next Generation of Black Philanthropy for the Effective Communication of Non-Profit Organizations. Findings from his report inform her career pedagogy: Engage, Enrich, & Empower.
In this interview, a few highlights we discussed:
- The events that shaped and lead Brandio and Ebony into that policy/non-profit spaces;
- How their HBCU's undergraduate education influences how they teach;
- How they empower their students and community; and
- How they perceive their role as black educators, and what impact they hope to make inside and outside the classroom.

Episode 25 interviews Robert C. Orr who serves as Dean of University of Maryland’s School of Public Policy. The discussion is hosted by Evan Papp (UMD SPP ‘11).
Dean Orr also serves as United Nations under secretary-general, and special advisor to the UN secretary-general on climate change. Dean Orr joined the United Nations from Harvard University where he served as the executive director of the Belfer Center for Science and International Affairs at the Kennedy School of Government. Prior to this, he served as director of the Council on Foreign Relations in Washington, DC.
He has also served as United States ambassador to the United Nations and director of global affairs at the National Security Council, where he was responsible for peacekeeping and humanitarian affairs.
In this conversation, we discussed:
- His background and how he first got interested in public policy;
- The role of the United Nations;
- His recent testimony before the House Oversight and Reform Subcommittee on Environment.
- The role of nuclear power in the future of clean energy; and
- The future of the School of Public Policy.

Episode 24 interviews Robert Sandoli of the Department of Energy. The talk is hosted by Evan Papp (UMD SPP ‘11).
Robert Sandoli is the Senior Advisor to the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE) at the Department of Energy. He previously served as Acting Deputy Assistant Secretary where he led a diverse energy efficiency program and R&D portfolio that included advanced manufacturing, federal energy management, low-income weatherization, and intergovernmental partnerships.
Robert has also held high level positions at the U.S. Department of State, the White House Office of Management and Budget and as a Professional Staff Member in the U.S. House of Representatives.
He holds a Bachelor of Science in Biotechnology from Rutgers University, a Master of Science in Microbiology from Cornell University, and a Master of Public Policy from the University of Maryland.
We discussed:
- Robert’s background and how he first got interested in science and public policy;
- The importance of the Department of Energy’s mission and how it advances scientific research and development and commercialization of U.S. technology; and
- His role at OMB where he oversaw clean energy programs and government wide implementation of sustainability executive orders.

Episode 23 interviews Maryland State Senator Paul Pinksy representing District 22. The talk is hosted by Evan Papp (UMD SPP ‘11).
Senator Pinsky became a member of the Maryland Senate in 1994 after serving two terms in the House of Delegates. He serves as Chair of the Education, Health and Environmental Affairs Committee where he is a champion of progressive causes, especially in relation to education, healthcare, and the environment.
Senator Pinsky has also led efforts to reform Maryland’s tax structure by closing corporate tax loopholes and creating a progressive tax structure as well as providing health care for all Maryland residents.
Previously, Senator Pinsky taught high school history for twenty years.
We discussed:
- Senator Pinsky’s background and why he first wanted to run for elected office;
- How his teaching experience influenced his policy and political interests;
- Chairing the Senate Education, Health & Environmental Affairs (EHEA) Committee;
- The legislation he is most proud of supporting;

Kelly Veney Darnell is the Chief Operating Officer for the Bipartisan Policy Center, which is a Washington, DC-based think tank to promote health, security, and opportunity for all Americans.
Kelly has held political positions as the Federal Affairs Director for the City of Atlanta and as a Legislative Assistant for Congressman John Lewis in the U.S. House of Representatives.
She received her B.A. in Economics from Spelman College and a Master’s of Public Management from the University of Maryland. She received her law degree from the American University, Washington College of Law.
We discussed:
- Why she first got interested in public policy;
- What it was like working for Representative John Lewis;
- The interaction between a Chief Operating Officer and public policy;
- The work of the Bipartisan Policy Center; and
- What it means to follow your north star.

Episode 19 focuses on ethics and public policy with Dr. Chloe Schwenke. Participants also included Evan Papp (UMD SPP ‘11).
Dr. Chloe Schwenke is an international development ethicist, practitioner, human rights activist, researcher and educator. Her career has focused on gender equality and social inclusion, LGBTQ+, governance, peacebuilding, and human rights.
Chloe is President of The Center for Values in International Development, which is a new non-profit organization comprised of both practitioners and ethicists, working together to make secular, universal moral values explicit, informative, persuasive, and influential in international relief and development policy, programming, advocacy, monitoring, evaluation, and learning. She served as a political appointee at USAID under the Obama Administration, as Senior Advisor on democracy, human rights, and governance in sub-Saharan Africa, and on LGBTQ+ issues. She currently serves as an adjunct professor at the School of Public Policy at the University of Maryland at College Park.
We discussed:
- Her international development experiences in post apartheid South Africa;
- The interaction between ethics and public policy;
- Working for the Obama administration as one of the first transgender political appointees in the federal bureaucracy;
- Her co-authored an article with the Center For American Progress titled: Transforming U.S. Foreign Policy To Ensure Dignity and Rights for LGBTI People;
- The mission of the Center for Values in International Development; and
- The tension in being a foreign policy practitioner advocating for policies that have yet to be fully embraced in the U.S.

Matt Verghese is the chief of staff for U.S. Congressman Anthony Brown who represents Maryland's 4th congressional district. Matt has also served as a senior advisor on the Van Hollen for Senate campaign as well as Political and Communications Director for the Maryland Democratic Party, and as Senior Legislative Aide in the Montgomery County Government.
We discussed:
- Why he first got interested in public policy;
- The connection between public policy and politics;
- The January 6th political violence on Capitol Hill to prevent the certifying of the electoral college;
- The media’s relentless emphasis on bipartisanship; and
- Where he sees opportunity and hope.

Episode 17 focuses on Development Ethics with Professor Stacy Kosko who is Associate Director of the Minor in International Development and Conflict Management; and Assistant Research Professor in the Center for International Development and Conflict Management in the Department of Government and Politics at the University of Maryland.
Her research focuses on development ethics, human rights, and severely marginalized populations. She completed her Ph.D. at the University of Maryland School of Public Policy with a concentration in international development.
We discussed:
- How she first became interested in international development ethics and human rights and how they are connected to public policy;
- The Human Development and Capability Approach;
- Her work as a Fulbright Scholar in Moldova exploring minority youth participation in social and political change;
- Her new book, Agency and Democracy in Development Ethics;
- The Global Development and Design project that aims to create an online, open-access development project design toolkit; and
- Teaching during the pandemic and how to make labor relations in the university system more equitable.

Ly Nguyen is a Senior Associate at Asia Group Advisors and is based in Hanoi, Vietnam. Asia Group Advisors, or AGA, is a strategic advisory firm specializing in market entry, government affairs and public policy in Southeast Asia and Ly graduated from the University Of Maryland School of Public Policy Class of 2012.
We discussed:
- Her work for Asia Group Advisors, including an article she co-authored titled: Vietnam’s new leadership picks: compromise and concessions between factions bode well for national stability;
- Her thoughts about relations between Vietnam and the U.S. and the possibility of the U.S. getting back into a trade alliance with Asian nations that also ensures the protections for labor rights and environmental rights; and
- Where she sees opportunity and hope in Vietnam.
UPDATE The house bill passed. Now is the time to support senate bill # SB0581 by Senator Hettleman. It comes before the Senate’s JPR this Friday, February 26th at 10am.
Folks can call and ask their state Senator to sign on as a co-sponsor to this bill, and also call the senators on the judicial proceedings committee to ask for them to support this bill and provide a favorable report.

Episode 13 talks with Lee Blinder who is the Executive Director of Trans Maryland, which is an organization that aims to promote trans wellness throughout Maryland by increasing access to affirming services and resources, while nurturing young trans leadership.
Lee discusses HB 427 Change Waiver of Publication Bill - Maryland House Committee Hearing. What Does This Bill Do? Under current law, when filing for a legal name change in Maryland, an individual is required to pay to publish a notice of name change in their local newspaper. A petition can be filed to waive the publication requirement, and could be granted by a judge. Publication adds weeks, sometimes months, to the process and can cost up to an additional $250. Publication is also a violation of a person's privacy. The publication can linger on the Internet indefinitely and have adverse results. Some have resulted in workplace discrimination and even violence, in the cases of trans people and survivors of stalking or domestic violence. The process of petitioning to waive the the publication requirement still is not granted in most areas of the state. A judge may deny any petition and require publication.
HB 427, however, would require courts to waive the publication requirement, thereby protecting the privacy of those changing their names. As a result, this will make the name change process quicker and more affordable. This will reduce one of the barriers transgender people and others face while trying to live their most authentic life.

We discussed his background and why he became interested in public policy and why he wanted to become a State Delegate and what was his experience running for elected office. We also discuss policies in Annapolis as a State Delegate and House Dem Caucus Chair, including:

Delegate Jazz Lewis is Maryland’s 24th Legislative District and is the Chair of the Maryland House Democratic Caucus. Jazz is also the Senior Policy Advisor for Majority Leader Congressman Steny Hoyer, previously serving as Executive Director of Hoyer’s Maryland political organization
Jazz’s core philosophy is that organized and active communities produce better outcomes for their children’s education, their local economies, and their public safety. Jazz represents Maryland’s 24th Legislative District, currently serves on the House Judiciary Committee as Chair of the Family Law Subcommittee, and is the Chair of the Maryland House Democratic Caucus.

Episode 14 focuses on Land and Natural Resource Policy in Tanzania with Emmanuel Sulle (UMD SPP ‘12). Participants also included Evan Papp (UMD SPP ‘11).
We discuss the importance of land policy in Africa, challenges women face in obtaining land rights, and the Southern Agricultural Growth Corridor of Tanzania.
Emmanuel has over 15 years of research experience in natural resource governance, large-scale land acquisitions, wildlife management, and rural livelihoods. His work has been published in the journals of Sustainable Tourism, Peasant Studies, Development and Environment, and in several book chapters on tourism and agricultural commercialization in Africa.

Dr. Julie Greene who is a Professor of History at the University of Maryland College Park focusing on labor, immigration, and empire. She received a BA degree in history from the University of Michigan, a BA and MA degree in history from University of Cambridge, and a PhD in history from Yale University.
She is the author of numerous books including The Canal Builders: Making America's Empire at the Panama Canal. Julie is the founding co-Director of the Center for Global Migration Studies at the University of Maryland. And she is also the Past President of the Labor and Working-Class History Association.

Episode 9 focuses on Antitrust Law and Public Policy with UMD SPP alumni Anora Wang. Participants also included Evan Papp (UMD SPP ‘11).
Anora Wang is an associate attorney of Davis Wright Tremaine LLP and she represents clients in complex antitrust litigation. While pursuing her law degree, Anora worked as a research assistant for the Global Antitrust Institute at George Mason University.
Prior to attending law school, she worked at a biopharmaceutical company, where she gained experience with intellectual property issues related to patenting and licensing technologies in the United States and China.
Anora is an appointed Leadership Member of the American Bar Association’s (ABA) Antitrust Law Section, and she regularly hosts the podcast Our Curious Amalgam, speaking with global experts on antitrust/competition, consumer protection, data, and privacy.

Episode 8 focuses on the intersection of politics and the life sciences with Dr. Robert Sprinkle.Participants also included Evan Papp (UMD SPP ‘11).
Professor Sprinkle studied history at Dartmouth College and medicine at the University of Cincinnati and trained clinically at the University of Virginia and the University of Texas Southwestern Medical Center, Dallas. He is a diplomate of both the American Board of Family Medicine and the American Board of Pediatrics and a fellow of the respective clinical academies.
Dr. Sprinkle maintains current certification in both specialties and medical licensure in four states. He earned his second doctorate, the PhD, at the Woodrow Wilson School of Public and International Affairs, Princeton University, where for two years he was supported by a MacArthur Foundation Social Science Research Council Fellowship in International Peace and Security.

Eric Luedtke is an associate clinical professor at the School of Public Policy at the University of Maryland, College Park and serves as director of the school’s State and Local Governance Initiative.
Eric has served as an elected member of the Maryland House of Delegates since 2011. He currently serves as House Majority Leader, and has served in a variety of legislative leadership roles in the past, including as chair of the Education Subcommittee and of the House Democratic Caucus.

Episode 5 focuses on U.S. housing policy with Professor Michael Bodaken. Participants also included Raymond Nevo (‘20) and Evan Papp (‘11).
Michael Bodaken served as President of the National Housing Trust from 1993 to 2018 and was largely responsible for growing the organization in becoming a leader in the field of affordable housing and advocating for “Green Preservation” urging the targeting of resources for energy efficient affordable housing. Prior to joining the Trust, Michael worked for Mayor Tom Bradley as Deputy Mayor for Housing for the City of Los Angeles. Michael is also an adjunct in the School of Public Policy.

Episode 4 focuses on U.S. election security, China, and artificial intelligence with world renown expert, Dr. David Mussington. Participants also included Esther Rodriguez (‘18) and Evan Papp (‘11).
Dr. Mussington is a professor of the practice and director of the Center for Public Policy and Private Enterprise, University of Maryland, College Park. In 2010, David was senior adviser for cyber policy in the US Department of Defense, later serving on the Obama administration’s National Security Council staff as director for surface transportation security policy. David is an adjunct member of the research staff at the Institute for Defense Analyses, directing studies for the Department of Defense, the Department of Homeland Security and the Office of the Director of National Intelligence. He holds a B.A. in economics and political science and an M.A. in political science, both from the University of Toronto, and a Ph.D. in political science from Carleton University.
