Grant season is upon us! We've already seen a handful of funding opportunity announcements (FOAs) from the Substance Abuse & Mental Health Services Administration (SAMHSA).

This SAE CAREs Podcast features Stanley Kusnetz, who was with SAMHSA for over 20 years and was their Senior Review Administrator. He developed a lot of SAMHSA's current review material, including their present scoring system! During the podcast, we discuss the following:

Dr. Messina, Ph.D. is a medical anthropologist with nearly 25 years of experience conducting both long- and short-term ethnographic fieldwork, nationally and internationally, with funding from Fulbright, Social Science Research Council (SSRC), the National Institute for Drug Abuse (NIDA), the National Institute of Health (NIH), and the National Institute of Justice (NIJ). More recently, she’s evaluated numerous federally-funded behavioral health and HIV prevention programs in community-based organizations in NYC.

Brian M. Baldwin, LCSW, has extensive experience in Behavioral Health Program Evaluation and Compliance. He’s worked in the NYS Office of Mental Health Division of Quality Management and Bureau of Inspection and Certification, the NYS Office of Alcoholism and Substance Abuse Services and he currently heads Baldwin Consultants, a Behavioral Health Consulting firm. During his years at OMH, Brian conducted on-site evaluations of most of the inpatient, outpatient and residential mental health programs in the metropolitan area. He’s provided Comprehensive Program evaluations for inpatient psychiatric hospitals, outpatient mental health and substance abuse programs as well as consultation on medical record documentation and Assessment and Treatment Planning instruments design. As a clinician and a consultant, Brian has provided clinical expertise in every level of inpatient and outpatient behavioral health services.

During today's discussion, the team talks about the following: - how the implementation process determines if the consumer has proper access to care, - non quantitative treatment limits and its impact on their Parity compliance work, - the importance of translating professional behavioral health language to more consumer-friendly language, and - how a healthy relationship between the external compliance administrator and the managed care company throughout this Parity compliance work facilitates the process.
