“As per the latest article by Forbes, this country is turning heads… because MILLIONAIRES are moving here — fast.”

“In 2025, over 4,500 millionaires will relocate to the UAE — that’s more than the U.S., more than Switzerland!”
“It’s now the world’s #2 destination for the wealthy.”

“Why? Because the UAE offers what most countries don’t:
✅ Zero income tax
✅ Political stability
✅ A luxury lifestyle
✅ And the powerful Golden Visa.”

“At the same time, the U.K. is losing 9,500 millionaires. China? Over 15,000 gone.”
“They’re not just relocating — they’re escaping.”

“This is a global shift. Wealth is moving where people feel safe, respected, and free. And the UAE is rolling out the red carpet.”

“For millionaires, the UAE isn’t just a holiday destination — it’s home. Business, lifestyle, and opportunity — all in one place.”

“This is the millionaire migration of 2025.
And the UAE is leading it.”

Dubai’s villa and townhouse market has seen a 92% surge in average prices over the past three years.

In just the past 12 months, prices have jumped by 35%, driven by strong demand for upgraded, ready-to-move-in homes and limited supply in prime locations.

This growth has fueled a boom in renovations, particularly in established communities like Jumeirah Golf Estates, Jumeirah Park, Arabian Ranches, and The Lakes.

Many homeowners are refurbishing older villas—modernizing layouts, finishes, and outdoor spaces—to appeal to buyers seeking turnkey luxury living without the delays of new construction.

Renovated properties are fetching significantly higher prices, often with quick sales, especially when the quality of work and location align. Real estate experts say buyers today prioritize lifestyle, privacy, and family-oriented spaces, and are willing to pay a premium for homes that are move-in ready.

As new villa supply remains limited and Dubai’s population continues to grow, renovated properties are bridging the gap between high demand and short supply. Investors and owners alike are increasingly seeing renovations as a strategic way to boost property value and resale potential in a competitive market.

Wynn Al Marjan, the upcoming $3.9 billion integrated gaming resort in Ras Al Khaimah, has officially launched its career portal ahead of its 2027 grand opening.

Currently, seven key roles are listed, including executive director of technical operations, procurement analyst, and talent acquisition recruiter. However, as construction progresses, more vacancies will become available to support the operation of this luxury mega-resort.

The property will feature 1,542 rooms and suites, villas, a spa, over 20 restaurants and lounges, a 225,000 sqft gaming area, and entertainment venues such as a beach club and nightclub. With this scale, hundreds of employees will be needed — potentially more than 1.5 employees per room, exceeding standard industry ratios.

The resort’s employee campus will cater to talent from 95 nationalities, offering premium staff housing, lounges, game rooms, international dining, and Wi-Fi-equipped transport to ensure comfort and efficiency.

Following the UAE’s first gaming license granted to Wynn Resorts in October 2024, Ras Al Khaimah aims to attract 3.5 million tourists by 2030, doubling its hotel keys from 8,000 to over 16,000.

Wynn Al Marjan is now seen as a “must-see” destination, according to CEO Craig Billings, who praised the speed of construction — currently progressing at one floor per week and reaching floor 38 in March 2025.

Dubai to Launch Baidu Driverless Taxis by 2026

Dubai will soon begin testing driverless taxis from China’s Baidu, marking the city’s next big step in autonomous mobility. In collaboration with the Roads and Transport Authority (RTA), Baidu’s Apollo Go service will deploy its latest RT6 autonomous vehicles in the emirate.

The testing phase will launch in the coming months with 50 autonomous taxis, gradually expanding to 1,000 vehicles over three years. These taxis feature 40 sensors and detectors, ensuring top standards in automation and safety. This marks Apollo Go's first international expansion beyond mainland China and Hong Kong.

Baidu’s Apollo Go has logged over 150 million kilometres of safe driving and completed more than 10 million autonomous trips, making it the largest autonomous vehicle operator globally. Dubai aims to convert 25% of all city trips to autonomous journeys by 2030.

RTA’s Mattar Al Tayer confirmed that after years of trials since 2016, autonomous transport is no longer futuristic, but a reality. RTA continues partnerships with Uber, WeRide, and other firms to advance this sector. Driverless taxis already operate in Abu Dhabi, offering free rides within geo-fenced areas.

Autonomous taxis promise greater road safety, accessibility for children and the elderly, and time-saving benefits, making autonomous driving an essential part of the future of transport.

Source: https://www.khaleejtimes.com/uae/dubai-population-to-hit-4-million-2025

Dubai’s population surpassed 3.9 million in the first quarter of 2025, growing by over 51,000 residents between January and March.

This marks a steady continuation of population growth, on track to cross the 4 million mark by Q3 2025. In comparison, the same period in 2024 saw a similar rise of just over 52,000 people. The emirate recorded its fastest annual population increase since 2018 last year.

The consistent influx is largely driven by the UAE's strong appeal to foreign professionals, millionaires, and a growing affluent expat base. Analysts attribute this to factors like a dynamic labor market, long-term residency options, and world-class infrastructure. These demographic trends are fueling economic growth across key sectors including real estate, retail, food and beverage, tourism, and hospitality.

Emirates NBD Research, in its Global Investment Outlook 2025, emphasized that the UAE's expanding working-age population is a key driver of its non-oil economic growth. The report noted that Dubai’s GDP grew 3.1% in the first nine months of 2024, reaching Dh339 billion, up from Dh329 billion during the same period in 2023.

As the population continues to expand, Dubai is poised for continued prosperity, supported by rising consumer demand and sustained economic momentum.

As Dubai's commercial rental index launch approaches, tenants are moving to cheaper areas or securing long-term leases to lock in current rates. Landlords are increasing rents in prime locations to set higher benchmarks ahead of the index implementation in Q1 2025.

The Dubai Land Department (DLD) recently introduced a smart rental index for residential properties, using AI for accurate valuations. A similar index for commercial properties is expected to enhance transparency and regulate the market.

Landlords are preemptively raising rents, particularly in high-demand areas, like DIFC, Downtown Dubai, and Business Bay, where occupancy rates exceed 95%. To attract premium tenants, many are upgrading properties to align with the growing demand for sustainable, high-quality spaces.

Tenants are adopting strategies to mitigate rising costs, such as:

  • Relocating to affordable areas.
  • Downsizing or moving to co-working setups.
  • Renegotiating leases early to secure favorable terms.

Some tenants are also requesting flexible payment terms to improve cash flow.

Dubai faces a significant shortage of Grade A office spaces, driven by new business registrations and economic growth. Despite plans to add 9 million sq ft of office space by 2028, demand outpaces supply, keeping rental and occupancy rates high.

Dubai's commercial real estate market saw a 24% increase in transactions in 2024, reaching Dh90.1 billion in value, marking 11% year-on-year growth.

Source: https://www.khaleejtimes.com/uae/transport/uae-etihad-rail-announces-new-high-speed-train-travel-from-dubai-to-abu-dhabi-in-30-mins

The UAE's Etihad Rail has announced the first high-speed all-electric passenger train, connecting Dubai and Abu Dhabi in just 30 minutes. Running at speeds of 350kmph, this revolutionary transport option promises sustainability and efficiency for commuters.

The high-speed train will pass through six stations, including Reem Island, Saadiyat, Yas Island, and Zayed International Airport in Abu Dhabi, as well as near Al Maktoum International Airport and Al Jaddaf in Dubai. In addition to this, a regular passenger train is being introduced to connect the entire UAE and potentially the GCC region.

The project is projected to contribute Dh145 billion to the UAE's GDP over the next 50 years. The regular passenger train, traveling at 200kmph, will connect all emirates and extend to Oman, passing through Mezeira’a, Liwa Desert, and Sharjah. It will also feature four main stations in Abu Dhabi, Dubai, Sharjah, and Fujairah.

The high-speed train infrastructure will be developed post-tender, while the regular-speed train is ready but lacks a confirmed operational timeline. The regular train can accommodate 400 passengers, providing a reliable alternative for inter-emirate travel.

Source: https://www.khaleejtimes.com/business/realty/dubai-allows-property-owners-on-sheikh-zayed-road-al-jaddaf-to-convert-to-freehold-ownership

Private property owners in Sheikh Zayed Road (Trade Centre Roundabout to the Water Canal) and Al Jaddaf can now convert their properties to freehold ownership, the Dubai Land Department (DLD) has announced. This permission is open to all nationalities, covering 457 plots: 128 along Sheikh Zayed Road and 329 in Al Jaddaf.

Steps to Convert Ownership

Owners must first confirm eligibility through the Dubai REST app. The process involves submitting an application to DLD for evaluation and property valuation. Following this, service charges and a conversion fee of 30% of the property’s valuation (based on Gross Floor Area) will apply. After payment, owners will receive a map and a freehold ownership title deed for the converted property.

Boosting Real Estate Sector

This initiative aims to increase the market value of properties, particularly for owners opting for freehold conversion. Eng. Marwan Ahmed bin Ghalita, DLD Director General, stated that this move aligns with Dubai’s Real Estate Strategy 2033, reinforcing the emirate’s status as a global economic huband an attractive destination for real estate investment.

Leasehold vs. Freehold

Leasehold ownership grants rights for a fixed period (up to 99 years) but not the land itself, limiting modifications without the freehold owner’s approval. In contrast, freehold ownership offers absolute rights over the property and the land, allowing owners to sell, lease, or occupy without restrictions.

Real Estate Innovations

Dubai also introduced a smart rental index, including building ratings and average rent data. Higher-rated buildings can command increased rents, while older ones can improve rent potential through upgrades. This new index applies to all residential areas across Dubai, enhancing transparency and quality standards in the rental market.

Dubai experienced its largest population growth since 2018, reaching 3.825 million by the end of 2024, according to the Dubai Statistics Centre.

The emirate’s population grew by over 169,000 in 2024, reflecting its enduring appeal to professionals, investors, and job seekers worldwide.

This growth will drive increased demand for housing, utilities, healthcare, and education, further boosting consumption and economic activity through 2025 and beyond.

Dubai's population has consistently grown, with 104,000 added in 2023, 71,500 in 2022, and 67,000 in 2021. Even during the pandemic, the city attracted 54,700 new residents due to its effective crisis management.

During the day, the city’s population rises by an additional one million, as residents from neighboring emirates such as Sharjah and Abu Dhabi travel to Dubai for work and business.

This growth underscores confidence in Dubai’s economy and future, according to experts. The rising population will stimulate key sectors, particularly housing, transportation, and consumer goods, creating opportunities for businesses to expand their sales. Analysts highlight that the UAE now boasts a larger local market, promising sustained economic benefits.

However, rapid population growth also puts pressure on infrastructure, with traffic congestion emerging as a challenge. Dubai’s proactive infrastructure investments, including horizontal expansion, aim to meet these demands effectively. Private sector industries—such as real estate, healthcare, and education—will also see significant gains.

Dubai has unveiled its first flying taxi station, named Dubai International Vertiport (DXV), strategically located near Dubai International Airport (DXB). This marks a significant milestone in the emirate’s journey toward advanced urban air mobility, with operations set to commence in 2026.

The General Civil Aviation Authority (GCAA) has approved the technical design of DXV, making it the first facility to comply with the UAE’s newly established Vertiport Regulations. The approval allows Skyports Infrastructure, in collaboration with Dubai’s Roads and Transport Authority (RTA) and Joby Aviation, to advance the project. .

Spanning 3,100 square meters, DXV features a dedicated area for take-offs and landings, electric charging stations, and passenger amenities with advanced security protocols. The station is expected to handle 42,000 landings and serve 170,000 passengers annually, highlighting its critical role in Dubai’s air mobility network.

The other 3 stations in the network will be located at Downtown Dubai, Dubai Marina, and Palm Jumeirah, creating a comprehensive infrastructure for flying taxis.

As the project moves forward, Dubai continues to position itself as a leader in urban innovation. The integration of flying taxis is set to enhance connectivity, reduce congestion, and attract significant foreign investment, solidifying the UAE’s reputation as a hub for futuristic solutions.

Dubai Land Department (DLD) has launched the Smart Rental Index, an AI-driven tool providing fair and accurate rental valuations. Covering all residential areas, it includes key districts, special development zones, and free zones.

Key Features

  • The index integrates a star rating system (1 to 5 stars) for buildings, evaluating factors like amenities, maintenance, and facility management.
  • It considers the technical and service-related aspects of properties, ensuring rental values reflect the quality and advantages of each building.
  • Tenants and landlords can access the index on the DLD’s website.

Benefits

The index standardizes valuation criteria, providing clarity to tenants, landlords, and investors. This transparency can attract more foreign investment and simplify market navigation.

Impacts on Rent

  • Buildings with higher ratings may see rent increases, as per Decree No. (34) of 2013.
  • Rent hikes range from 0% to 20%, depending on the gap between current rents and the average market rate.

Flexibility and Updates

  • The daily updates ensure data accuracy and reflect the latest trends, unlike the previous quarterly or annual updates.
  • Old buildings can increase rents if upgraded to achieve higher ratings.

In 2025, Dubai’s second-tier areas like Jumeirah Village Circle (JVC), Jumeirah Village Triangle (JVT) , Arjan, and Sports City are set to draw residents from neighboring emirates. The shift is driven by factors including traffic congestion, rising rents in these emirates, and Dubai’s growing supply of affordable rental options in newer developments.

“Due to the increase in traffic amidst the growing population, motorists spend up to three to four hours a day while commuting between Dubai and emirates like Sharjah and Ajman during the weekdays.”

The cost of renting in Dubai’s tier-2 areas is becoming comparable to neighboring emirates. With over 40,700 units delivered in 2024 and 120,000 under construction, Dubai’s rental market is expected to relax, offering tenants more choices and reducing the need for long commutes.

Dubai’s world-class infrastructure, safety, and lifestyle amenities continue to draw residents. Its legal transparency allows global investors and tenants to navigate the market seamlessly, further enhancing the city’s appeal.

Dubai’s real estate market remains robust, with transactions quadrupling compared to 2014 while prices have risen only 15-20% above the 2014 peak. This signals a healthy market with strong demand and sustainable growth.

Trials for flying taxis in the UAE will commence in May 2025 in Al Ain, with full services targeted for January 1, 2026, according to Falcon Aviation Services CEO Ramandeep Oberoi. This initiative is in partnership with Archer Aviation, aiming to connect major UAE cities and reduce road congestion.

Archer Aviation and Falcon Aviation are building state-of-the-art vertiports infrustructure at Atlantis, the Palm in Dubai, and Marina Mall in Abu Dhabi. These hubs will enable passengers to travel in Archer’s Midnight flying car, offering a 30-minute scenic ride between cities.

Trials will test the aircraft in hot and dusty conditions. Initially, services will focus on connecting Abu Dhabi with Dubai, Ras Al Khaimah, and Al Ain. Flying taxis are expected to evolve from an experience to a necessary mode of transport.

Negotiations for ticket prices are ongoing, with tentative fares of Dh1,000 between Abu Dhabi and Dubai, and Dh300 within a city. The aim is to keep costs reasonable, about twice the cost of traditional taxis.

Legal Protection Under the SPA

Purchasers and developers are bound by a Sale Purchase Agreement (SPA), which governs terms such as the purchase price, completion date, and compensation for breaches. According to Article 246 (1) of the UAE Civil Transactions Law, all contracts must be implemented in good faith. If any SPA clause is breached, the affected party may claim compensation either as per the agreement or via court judgment under Article 295 of the law.

Resolution Through Dubai Land Department (DLD)

In case of disputes, purchasers can approach the Dubai Land Department (DLD) for mediation, as outlined in Article 14 of the Executive Council Resolution No. 6 of 2010. The DLD aims to preserve contractual relationships and may document amicable settlements, making them legally binding. If breaches by the developer are proven, the DLD may escalate the matter to competent authorities for further investigation (Article 13, Law No. 13 of 2008).

Force Majeure Clauses

Developers may cite force majeure—events beyond their control—to justify delays. This defense is recognized under Article 21 of Executive Council Resolution No. 6 of 2010, but it must be validated by a competent court.

Steps for Buyers

Buyers can either file a complaint with the DLD or directly approach a civil court for compensation. The court's decision will hinge on SPA provisions and the circumstances surrounding the delay.

Dubai's prime property locations, including Downtown, Palm Jumeirah, Marina, and Dubai Hills Estate, have witnessed single to double-digit quarterly price growth since the pandemic, driven by demand from millionaires and international investors. Villas saw a 23% year-on-year price increase, while apartments rose by 19% in Q3 2024, according to Industry experts.

As record-high prices make central districts unaffordable, buyers are turning to suburban communities like Discovery Gardens, Jumeirah Lakes Towers, and Dubailand. These areas offer value-driven investment opportunities, attracting budget-conscious buyers and investors seeking alternatives.

Developers are introducing aggressive payment plans, such as 80/20 or 75/25 structures, to cater to the rising demand for off-plan properties. While this boosts off-plan sales, it challenges lower-income families looking for larger homes. High demand has led to properties in desirable locations selling out within days or hours, fueled by competitive pricing, brand reputation, and attractive offerings.

Paul Griffiths, CEO of Dubai Airports, envisions eight smaller airports within the upcoming Al Maktoum International Airport. This innovative concept aims to provide an intimate and efficient travel experience by sharing only the runways. He seeks to simplify the check-in process, allowing passengers to step out of their car or air taxi, board a train, and disembark directly at their gate.

Speaking at the Skift Global Forum East, Griffiths shared plans for an “intimate concourse” where planes, lounges, shops, and restaurants are conveniently close. He envisions passengers arriving two hours early spending 98% of their time shopping and relaxing and only 2% on formalities. A new airport app has also been introduced, guiding passengers to their gates and highlighting nearby shops and services.

Griffiths criticized outdated airport systems, calling for the removal of traditional processes like check-in and baggage tags. He proposed embedding unique barcodes into suitcases, eliminating the need for paper labels. His vision includes an airport with no stops, no passport control, and no security bottlenecks, allowing passengers to move seamlessly.

Stressing the airport’s role as a country’s first impression, Griffiths aims to align Dubai’s cutting-edge airport experience with the city’s global reputation. He emphasized, “The moment people arrive at the airport, they form an impression of the country, and I take that responsibility seriously.”

Dubai has identified 14 flood-prone areas susceptible to severe weather and heavy rains expected over the next decade. The National Center of Meteorology anticipates up to a 30% rise in rainfall intensity, necessitating proactive measures.

The vulnerable areas include locations along Sheikh Zayed Road, Al Khail Road, and Sheikh Mohammed bin Zayed Road. To address risks, Dubai Municipality has launched short-term and long-term infrastructure projects aimed at rainwater management, such as installing pumps to channel accumulated water away safely.

Dubai’s Crisis Preparedness Initiatives
Dubai authorities, in partnership with various agencies, are boosting crisis management strategies. During a seminar led by Dubai Police, plans were presented to enhance infrastructure and readiness. Mohammed Al Dhanhani of Dubai Municipality highlighted ongoing upgrades, noting 90% of flood-prone areas have already received improvements.

RTA and Dubai’s DH30 Billion ‘Tasreef’ Project
In addition to addressing identified hotspots, the Roads and Transport Authority (RTA) has pinpointed 22 other vulnerable locations. A major Dh30 billion rain drainage project, 'Tasreef,' will also fortify Dubai’s rainwater management, scheduled for completion by 2033.

Lieutenant General Dhahi Khalfan bin Tamim proposed a dedicated crisis response team, unified contact numbers for inquiries, and community education on flood preparedness and safety measures. He emphasized the need for specialized equipment, swift response systems, and preventive action based on meteorological forecasts.

In Dubai, property owners have the right to evict tenants under specific conditions if they wish to occupy the apartment themselves or for a first-degree family member’s use.

This is governed by Article 25(2)(c) of Dubai’s Amended Rent Law (Law No. 33 of 2008), which allows owners to request the tenant’s eviction at the end of the rental contract if they do not own any other suitable property for this purpose.

To begin the eviction process, the property owner must issue a 12-month eviction notice to the tenant. This notice needs to be legally attested by a notary public or sent via registered mail, clearly outlining the eviction reasons. The law mandates this notice period to ensure the tenant has adequate time to make alternative arrangements.

Additionally, once the property owner has taken possession of the apartment, they cannot rent it to a third party for at least two years if it is a residential property, or three years if it is a commercial property. This restriction is intended to prevent misuse of the eviction clause under personal use grounds.

If the owner violates this restriction by renting out the property within the prohibited period, the former tenant may petition for compensation through the rental dispute tribunal.

In summary, an owner in Dubai intending to move into their rented apartment must serve a 12-month notarized notice for eviction and, upon taking possession, refrain from renting it out for two years (for residential properties) or three years (for commercial properties).

Wynn Resorts is investing $5.1 billion to construct a luxurious casino resort on Ras Al Khaimah’s Al Marjan Island in the UAE, marking the country’s first-ever licensed gaming facility.

The project includes a 1,542-room tower, a 225,000-square-foot gaming floor, 16 restaurants, and extensive entertainment amenities. Slated for completion in 2027, the resort aims to position Ras Al Khaimah as a global entertainment hub.

This development represents a significant shift in the UAE, where gambling has historically been prohibited due to Islamic law. The recent establishment of the General Commercial Gaming Regulatory Authority, tasked with overseeing gaming activities, reflects the UAE’s commitment to diversifying its economy.

Wynn’s resort has already spurred a real estate boom and attracted interest from other developers, including MGM Resorts, which is planning its own casino-focused ventures in Abu Dhabi and Dubai. Wynn expects high revenue from its new location, supported by the UAE’s proximity to major international markets and an affluent expatriate population.

The UAE’s ambition to emulate Las Vegas-style entertainment includes constructing themed resorts and hosting theatrical productions similar to Cirque du Soleil’s performances. Ras Al Khaimah’s tourism sector is projected to grow rapidly, aiming for 3.5 million visitors by 2030, up from 1.2 million in 2023. The island, currently limited to six hotels, is expected to welcome numerous new luxury properties.

Wynn’s Al Marjan Island development is anticipated to significantly impact the UAE’s economy, with tourism revenues projected to surge and gaming potentially contributing an estimated $8.5 billion annually. As the UAE embraces gaming and entertainment, Ras Al Khaimah is poised to become a premier destination in the region’s leisure industry, comparable to global entertainment capitals.

In Dubai, landlords cannot increase rent arbitrarily to match market rates due to regulations set by the Real Estate Regulatory Agency (RERA). The maximum allowable rent increase depends on how much below the average rental value the current rent is, as per Decree No. 43 of 2013. Specifically:

  • If rent is up to 10% below the average, no increase is allowed.
  • For 11%-20% below, a 5% increase is permitted.
  • For 21%-30% below, the increase can be 10%.
  • For 31%-40% below, a 15% increase is allowed.
  • If more than 40% below, a maximum of 20% increase is allowed.

These averages are determined by Dubai's Rent Index.

Landlords must give tenants at least 90 days' notice before any rent change upon lease renewal. If no agreement is reached on new terms, the Rental Dispute Centre may intervene to set a fair rent.

Dubai’s Roads and Transport Authority (RTA) announced the construction of five new bridges over the Trade Centre Roundabout to improve traffic flow, especially for residents in communities such as DWTC, DIFC, Zabeel, Al Satwa, Karama, Jafiliya, and Mankhool.

These bridges, covering over 5,000 meters, will connect Sheikh Zayed Road with key streets like Sheikh Khalifa bin Zayed Street, Sheikh Rashid Street, 2nd December Street, Zabeel Palace Street, and Al Mustaqbal Street.

The project, valued at Dh696.414 million, aims to double the intersection’s capacity, reducing delays from 12 minutes to just 90 seconds and cutting travel time between Sheikh Zayed Road and Sheikh Khalifa bin Zayed Street from six minutes to one.

These changes will create a free-flowing connection for traffic from 2nd December Street to Al Majles Street and from Sheikh Rashid Street to Deira, while enhancing the flow on the upper-level bridge from Sheikh Zayed Road to Sheikh Khalifa bin Zayed Street.

The initiative is part of a larger development plan that includes the Al Mustaqbal Street Development Project, set to be awarded in November. The new bridges, expected to support over half a million residents, include:

  • a two-lane bridge from Sheikh Zayed Road to Sheikh Khalifa bin Zayed Street with a capacity of 3,000 vehicles per hour,
  • two two-lane bridges linking Sheikh Rashid Street with 2nd December Street with a 6,000 vehicle per hour capacity,
  • two more two-lane bridges from Al Majles Street to 2nd December Street, also with a capacity of 6,000 vehicles per hour.

In September, the Dubai real estate market experienced a record-breaking surge in sales transactions and a significant jump in mortgage activity. Property price appreciation has returned to a more moderate pace, and off-plan project launches continue to rise, further fueling market momentum.

Record-High Sales Transactions

September saw a remarkable 11.7% increase in the total volume of sales transactions, with 18,038 deals recorded—making it not only the highest September on record but also the highest volume in any month overall. With three months remaining in the year, the market is on track for a nearly 30% year-on-year increase in sales.

This growth reflects more than just a post-pandemic recovery; it underscores the unique resilience and dynamic nature of the UAE real estate market. The ongoing commitment of the Dubai governments, with their strategic plans, initiatives, and proactive market evolution, continues to drive growth.

Off-Plan Market Surges

Off-plan project launches remain strong, with sales absorption maintaining a rapid pace. This has pushed off-plan properties to account for over 72% of the market share. Developers and investors alike are capitalizing on the growing demand for new, under-construction properties, which continues to buoy market activity.

Moderate Price Appreciation

Property price appreciation returned to a more moderate pace in September, rising 1.14% month-on-month. As the market enters the final quarter of the year, expectations are that Dubai’s property market will sustain its positive momentum, driven by steady price growth and strong transaction volumes.

However, it’s essential that monthly price appreciation remains moderate—ideally within the 1% range or lower. Any sustained price increase above 2% could signal the risk of market overheating, which would need to be carefully managed to avoid potential volatility.

Mortgage Transactions Jump Amid Lower Interest Rates

In parallel with the rise in sales, mortgage transactions saw a 16.6% increase in September, driven by lower interest rates. As borrowing costs ease, the demand for ready properties is expected to grow, especially among buyers seeking to finance their purchases.

However, sellers of ready properties should be cautious about pushing aggressive pricing strategies. Overpricing could deter buyers, thus diminishing the opportunity to take advantage of the current uptick in demand.

Outlook for Q4

As the Dubai real estate market enters the final quarter of the year, the outlook remains positive. Both steady price growth and robust transaction volumes are expected to persist, further solidifying Dubai’s status as one of the world’s most attractive property markets.

The UAE has imposed fines totaling Dh855,000 on individuals for breaching telemarketing rules, aiming to shield residents from spam and intrusive calls.

The Telecommunications and Digital Government Regulatory Authority announced that it issued these fines to enforce Cabinet Resolutions No. 56 and 57 of 2024, which introduced stricter regulations in August.

According to the new law, anyone found using a phone number registered under their name for unauthorized marketing calls will face a Dh5,000 fine.

Additionally, all phone numbers—fixed or mobile—registered under the violator’s name will be temporarily disconnected until the fine is cleared.

These measures are intended to deter deceptive telemarketing practices and create a safer, more controlled communication environment for UAE residents.

The International Monetary Fund (IMF) has raised the UAE's GDP growth forecast to 5.1% for 2025, an increase from its previous 4.2% projection.

This revision follows strong non-oil sector growth and stable crude prices. In May, the IMF also boosted its 2024 forecast for the UAE, now expecting 4% growth this year, up from 3.5%.

Key drivers of the UAE's robust economic performance include thriving tourism, construction, manufacturing, and financial services sectors, as well as increased foreign demand for real estate.

The country's safe-haven status and rising housing prices have further boosted domestic liquidity.

The UAE's non-oil sectors, particularly real estate, travel, and trade, have surged post-COVID-19, driving job creation and economic activity.

The UAE Cabinet has approved a record federal budget of Dh71.5 billion for 2025, supported by increased oil revenues and new corporate taxes.

The UAE aims to grow by 7% annually to double its GDP to Dh3 trillion by 2030.

Dubai Customs is launching a new digital platform, dubbed the "Airbnb of warehouses," allowing UAE warehouse owners to list their properties for lease. The platform, showcased at Gitex Global 2024, aims to simplify leasing processes by providing a centralized system where owners can register and lease various types of warehouses, including dry and air-conditioned facilities. Users will be able to filter options by size, location, type, and lease duration, easing the search for storage space amid rising demand.

Dubai has been experiencing a shortage of warehouses, with supply significantly lagging behind demand. In 2023, only 1.56 million square feet of new warehouse space was under construction, while the emirate recorded 9.9 million square feet of new requirements in the first nine months. This has led to increased reliance on secondary stock and a surge in rental rates, especially in areas like Jebel Ali Industrial, where prices rose by 38.5% in 2024.

The platform, which uses blockchain for security, allows owners of bonded and non-bonded warehouses, both inside and outside free zones, to list properties for a fee. It also includes customs-bonded warehouses where goods can be stored under suspended customs duties, offering benefits like reduced costs and expedited clearance procedures. This innovative platform is expected to attract numerous warehouse owners looking to monetize unused storage spaces.

Etihad Rail has announced that the new passenger rail service will reduce travel times significantly across the UAE. A trip from Abu Dhabi to Dubai will take 57 minutes, and from Abu Dhabi to Fujairah, 105 minutes.

A journey from Abu Dhabi to Al Ruwais will take 70 minutes. The service is expected to boost commuting, tourism, and trade by linking 11 cities, including Dubai, Sharjah, and Fujairah, with trains traveling at up to 200 km/h, carrying up to 400 passengers.

Stations will be integrated with local transport networks, offering connections to taxis and ride-hailing services. The trains will feature Wi-Fi, entertainment systems, and onboard food and drink. Etihad Rail estimates that by 2030, 36 million people will use the service annually.

The first passenger station will be in Fujairah, with future stations planned in Sharjah and other cities. A luxury train service was also unveiled, expected to run from Fujairah to the Liwa desert in Abu Dhabi.

Etihad Rail’s freight network is already operational, and the UAE is collaborating with Oman to develop a rail link between the two countries. The joint project, Hafeet Rail, secured $1.5 billion in funding, supported by international and regional banks. The project also includes contracts issued to China Railway International Group for the construction of stations in Dubai and Abu Dhabi.

Wynn Al Marjan Island in Ras Al Khaimah, will feature a 225,000 sq. ft gaming area, constituting about 4% of the property’s total floor area. It has been granted a 15-year renewable land-based gaming facility license, marking the UAE's first commercial gaming operation.

The property is expected to generate long-term economic benefits for Ras Al Khaimah, including the employment of 7,500 staff and growth in leisure and MICE (meetings, incentives, conferences, and exhibitions) tourism.

The UAE will limit each emirate to a single land-based gaming license. Wynn anticipates that two other "competitive integrated resorts" will eventually be established in the country. Last month, US-based MGM Resorts International revealed it had submitted an application for a gaming license in Abu Dhabi.

The project represents a $5.1 billion investment, with $4 billion allocated to development costs. It is described as the largest foreign direct hospitality investment in Ras Al Khaimah. Wynn anticipates significant revenue from both gaming and non-gaming activities.

The resort will be a full-scale luxury integrated development, featuring 1,542 rooms and suites, 22 dining outlets, a shopping esplanade, and conference facilities.

Dubai's rental market is experiencing a significant shift as tenants opt for multiple-cheque rent payments despite higher costs. The trend, particularly in premium areas like Downtown Dubai, Marina, and Business Bay, allows tenants to manage rising rental prices by spreading payments across four or more cheques. According to experts, there has been a 33-36% rise in tenants choosing six or eight cheque payments compared to last year, with 32% of contracts in Q3 2024 using four-plus cheque payments.

The demand for flexible payment options is driven by new residents and high-net-worth individuals relocating to Dubai. This has fueled a surge in rental demand, especially for high-end properties, pushing rents to all-time highs. While this provides tenants flexibility and reduces the burden of large upfront payments, landlords often increase rates for those opting for multiple payments.

Institutional landlords, like Wasl, are more flexible, offering monthly payments and accepting various payment methods, including electronic transfers. However, many landlords still prefer fewer cheques and may raise rents for tenants requesting more payment installments.

With rising population and demand, particularly from high-net-worth individuals, luxury rentals remain in high demand. In Q3 2024, listings and viewings for rentals increased significantly, with a notable rise in ultra-luxury rentals due to limited property availability. Experts predict the premium market will continue to grow, driven by the expected doubling of millionaires in the coming decade.

The construction of the Wynn Al Marjan, an integrated gaming resort in Ras Al Khaimah (RAK), UAE, is progressing rapidly, reaching the 15th floor and standing over 90 meters tall. Set to open in 2027, the resort will be the tallest building in RAK, featuring 1,542 rooms and suites, including 22 private Villa Estates on the marina. The project is a joint venture between Wynn Resorts, Marjan, and RAK Hospitality Holding, with Wynn holding a 40% stake and contributing $514.4 million so far.

Wynn Resorts' CEO Craig Billings expressed optimism about the project's future, highlighting the importance of the UAE's new commercial gaming regulations. The General Commercial Gaming Regulatory Authority (GCGRA) granted Wynn a gaming facility operator license, marking a significant milestone for the development. Billings believes that the UAE presents an exciting new market for the gaming industry, with strong demand potential, particularly given the country’s proximity to major markets like India and Asia. He also noted that the UAE’s large expatriate population offers a favorable environment for the gaming resort.

Wynn Resorts is banking on land for future development on Al Marjan Island, acquiring over 70 acres in addition to the resort site. Billings is confident that this land investment will provide long-term benefits. The company sees this project as a unique high-return opportunity in the global gaming industry. He expects the Al Marjan resort to deliver significant returns, making it a key asset in Wynn's portfolio, particularly given its strategic location and market reach.

In Dubai, tenants renting properties under Dh100,000 annually are facing higher brokerage commissions as demand for affordable rentals surges. Traditionally, brokers charge 5% of the annual rent as a commission, excluding 5% VAT. However, for properties priced below Dh100,000, a new minimum commission fee of Dh5,000 is being implemented, leading to higher effective rates for tenants in this segment.

For example, a tenant renting an apartment for Dh70,000 would usually pay Dh3,500 in commission but now pays Dh5,000, raising the effective commission to 7.14%.

In contrast, luxury market tenants continue to pay the standard 5% commission, which has less impact due to higher rental amounts. Rising rental prices in Dubai, driven by increased demand and economic growth, are amplifying overall housing expenses for tenants. Between June 2023 and June 2024, residential rents rose by 21.1%, with apartment rents up 22.2% and villa rents up 12.7%, according to CBRE.

Despite the rising rental market, there is no legal cap on commission fees, which are agreed upon between tenants and brokers before finalizing contracts. Some brokers argue that the higher commissions reflect rising operational costs. An emerging trend sees landlords, especially in luxury developments, covering the commission fees to attract quality tenants, aligning with global norms where landlords bear more of the pre-contract workload such as marketing and viewings. This trend is gaining traction in competitive, high-end areas of Dubai.

Over the past 12 months, Dubai has experienced a significant rise in residential property prices. Apartment prices have surged by 24.8%, while villa prices have increased by an impressive 33.1%. In September 2024, the ValuStrat Price Index (VPI) for Dubai reached 190.1 points, marking a monthly increase of 2.1%.

However, this growth was slightly slower than August's 2.2%. Annually, the VPI showed a 28.9% increase. Villas recorded 243.2 points, and apartments 155.4 points, with a base of 100 points set in January 2021.

While the overall trend for property capital values was positive, monthly gains showed some softening compared to the previous month. Villa prices increased by 2.3% monthly, with significant annual growth in areas such as Palm Jumeirah (42.8%), Jumeirah Islands (42.3%), and Dubai Hills Estate (35.3%). On the other hand, lower capital gains were observed in Jumeirah Village Triangle (20%) and Mudon (20.4%).

Apartment prices saw a monthly increase of 1.9%, with the highest annual gains in Discovery Gardens (33.5%), The Greens (33%), and Palm Jumeirah (30.9%). Jumeirah Beach Residence (17.6%) and Dubai Sports City (17.8%) had the lowest annual gains.

Off-plan property registrations, known as Oqood, grew significantly, with a 254.2% annual rise, contributing to nearly 75% of home sales in September. Additionally, ready secondary-home transactions increased by 10.9% monthly and 19% annually. Developers such as Emaar, Damac, and Sobha led the sales, while top off-plan locations included Jumeirah Village Circle and Damac Hills 2.

The UAE is moving closer to legalizing gambling, a significant development marked by Wynn Resorts' receipt of the country’s first commercial gaming operator license. Wynn, a Las Vegas-based hotel and casino giant, is building a $3.9 billion integrated resort on Ras Al Khaimah's Marjan Island, set to open in 2027. This project includes a “gaming area,” fueling speculation about the legalization of gambling in the Gulf state, where Sharia law, which prohibits gambling, serves as the basis for legislation.

The potential economic impact of legalized gambling is substantial. According to Bloomberg Intelligence, gaming revenue could contribute 1.3% of the UAE’s gross domestic product (GDP), or about $6.6 billion, surpassing Singapore’s gaming market. If the sector reaches 1.6% of GDP, it could hit over $7 billion. The development is expected to drive tourism and investment, transforming Ras Al Khaimah from a largely overlooked area into a hub for luxury resorts, shops, and high-end villas.

Other regions in the UAE are also exploring the gaming industry. Abu Dhabi is considering casino developments on Yas Island, a major tourist destination known for Ferrari World, Warner Bros. theme parks, and the Formula One Circuit. Several international gaming firms, including MGM Resorts and Genting, are showing interest in entering the UAE market.

Wynn has already invested $514 million in its UAE project and plans to reveal more details soon. Analysts have upgraded Wynn’s stock, citing the UAE project as a major growth opportunity. The legalization of gambling is expected to provide a significant economic boost to the UAE, further positioning the country as a key player in global tourism and finance.

With the UAE legalizing gambling and major resorts like Wynn entering the market, how do you think this will affect real estate investment opportunities in areas like Ras Al Khaimah and Abu Dhabi—is this the beginning of a major property boom?

Dubai’s real estate market is poised for substantial growth following the launch of the government’s Real Estate Strategy 2033. The strategy aims to boost real estate transactions to Dh1 trillion by 2030 and increase the sector’s contribution to Dh73 billion.

It also targets raising the homeownership rate to 33%, improving transparency, and promoting affordable housing. The post-pandemic surge in property prices and rents, driven by both local and foreign demand, has surpassed the 2014 peak, making homeownership increasingly attractive.

Key initiatives of the Real Estate Strategy 2033 include varied financing options, reduced registration fees, and tailored mortgage products, which are expected to encourage more residents to transition from renting to owning properties.

Industry experts note that the plan’s emphasis on affordable housing and transparency will attract more investors and residents to the market. The development of new areas in Dubai, combined with diverse residential options and expanded financing solutions, will also make property ownership more accessible.

Industry leaders are confident in the market’s continued growth, as evidenced by rising property transactions and a notable shift toward owner-occupancy. The expansion of the luxury real estate sector, fueled by more financing options, and the emergence of affordable housing are expected to foster long-term investments and economic stability.

Moreover, advancements in technology, data analytics, and proptech will enhance decision-making and transparency in the market. With vast land availability and the government’s effective urban planning, Dubai is positioned to offer a range of property options catering to diverse price points and lifestyles, further boosting property ownership in the coming years.

Sheikh Mohammed bin Rashid Al Maktoum has approved a new master plan for Expo City Dubai, set to accommodate 75,000 people. The plan aims to transform the city into a hub for future growth and innovation. Expo City, spanning 3.5 square kilometers across five districts, will house over 35,000 residents and 40,000 professionals. It will also include DP World’s global headquarters and a new international exhibition center worth Dh10 billion.

Sheikh Mohammed described Expo City as a key pillar of innovation and sustainability in Dubai, positioning it as a magnet for entrepreneurs, educators, and residents. The city will serve as a model for future urban development, supporting Dubai’s broader goals, such as the Dubai Economic Agenda (D33) and the 2040 Dubai Urban Master Plan.

Expo City Dubai will contribute to the growth of Dubai South, benefiting from its proximity to major logistics hubs like Al Maktoum Airport and Jebel Ali Port. This location offers strategic advantages for businesses, especially in reducing sea-to-air transfer times, and will boost investment opportunities in the region.

The master plan features a smart transportation system and interconnected green spaces. Expo Hills will provide low-density housing, while Expo Fields will promote healthy living with schools and sports facilities. Expo Business will cater to innovative businesses, and Expo Downtown will house iconic structures like the Al Wasl dome. The UAE has taken strict action against telemarketing violations, suspending multiple mobile numbers and imposing heavy fines. Since the introduction of new regulations in August 2024, over 2,000 violations have been detected. These laws prohibit the use of personal numbers for marketing purposes and aim to protect residents from deceptive and intrusive calls.

The Telecommunications and Digital Government Regulatory Authority (TDRA) now enforces fines starting at Dh5,000 for a first offense, escalating to Dh50,000 for repeated violations within 30 days. Telemarketing calls are restricted to 9 am-6 pm, and aggressive or repeated tactics are banned. Companies that break these rules face fines ranging from Dh5,000 to Dh150,000, with increased penalties for repeat offenders.

Dubai’s property market needs an increase of 10-20% in supply to help control the rise in rents and improve affordability, according to a leading industry figure.

Rental prices have been climbing consistently in recent years, fueled by high demand from both property buyers and tenants. As reported by Khaleej Times, major developers are selling their inventories within hours, while smaller developers are also quickly selling out, highlighting the imbalance between supply and demand.

During the first eight months of this year, around 86,000 off-plan properties were launched, with an additional 35,000 to 40,000 expected to enter the market in the final four months, bringing the total to 126,000 by year’s end, as per Cavendish Maxwell’s Property Monitor report.

While this influx of new units is expected to enter the market in the coming years and may help alleviate rising rental and property prices, experts caution that the current undersupply means it could still take several years for the supply-demand equilibrium to be restored.

Dubai’s real estate market is thriving, with digital technology playing a key role in transforming how properties are bought and sold, especially by overseas investors. According to industry experts, the shift to digital platforms is revolutionizing the property transaction process, making it more efficient and transparent.

Technologies like online listings, high-resolution images, and virtual reality (VR) tours allow international buyers to explore properties remotely. This makes it easier for foreign investors to make informed decisions without visiting in person, while electronic documentation speeds up legal processes.

However, international buyers face challenges such as understanding currency exchange, local market dynamics, legal procedures and key regulations (i.e. non-GCC nationals can only purchase freehold properties in specific areas, and it is crucial to understand the associated costs like registration fees and commissions).

Popular digital platforms like Bayut, Property Finder, and Dubizzle have become essential tools for accessing property listings and market data, while blockchain technology enhances transaction security.

Government initiatives, such as the Dubai REST app, enable remote property transactions and title transfers, simplifying the process.

Dubai’s luxury real estate market is experiencing significant growth, with high-end villas and apartments selling rapidly. Developers are also focusing on sustainability and smart home technologies to meet evolving client expectations.

Virtual tours have become indispensable, allowing buyers to shortlist properties before in-person visits, while first-time buyers are encouraged to research the market, consult experts, and verify details through official channels to make informed decisions.

Gold prices in Dubai reached a record high on Wednesday, rising by Dh2.75 per gram.

The 24K gold variant hit Dh322 per gram, surpassing the previous high of Dh319.5 set on Tuesday. Other gold variants—22K, 21K, and 18K—also reached all-time highs of Dh298.0, Dh288.5, and Dh247.25 per gram, respectively.

The surge in gold prices is attributed to the U.S. Federal Reserve's recent interest rate cuts and geopolitical tensions in the Middle East.

Analysts expect the rally to continue, driven by inflows to exchange-traded funds (ETFs), further rate cuts, and strong demand for gold from central banks in emerging economies. Geopolitical risks and investor preference for safe-haven assets are also contributing to the upward trend.

Dubai tenants are facing tough decisions in the coming weeks as they need to decide whether to renew their leases or relocate, prompted by changes in the RERA Rental Index.

This updated index allows landlords to set rents in line with current market rates, leading to expected double-digit rent increases, particularly for apartments. Rent hikes could reach up to 20 percent upon lease renewal, significantly impacting tenants’ budgets.

With the summer break approaching, tenants must make these decisions quickly. The revised index grants landlords greater flexibility, aligning rents with market averages, which complicates the renewal process and increases costs for tenants.

Consequently, they must evaluate whether to accept higher renewal rates or search for new rental properties that might offer more favorable terms.

The global context of real estate:

Real Estate is the world largest asset class, worth over $326.5 trillion globally (3 times larger than the global stock market) and 80% of this wealth is contributed from residential real estate.

Impact of hosting Expo on real estate price:

Did you know that the largest price increase takes place on the 5th year post event? (check the stats below)

1998 – Lisbon, Portugal +60%

2000 -Hannover, Germany +40%

2015 – Milan, Italy +40%

2021 – Dubai ?????

How to overcome real estate depreciation in Dubai:

Rate of depreciation depends on the asset class as well as the pace of innovation around the space

Did you know that 44% of dubai residential supply is older than 10 years??

If we consider the following:

  1. “Recommended minimum design life” of building, as per The Dubai building code 2021, to be 50 years.

  2. Rental increase will be connected to the performance of each individual building (level of services and asset management) rather than sub areas, as per Dubai propose rental index (nov 2022).

then, we can see many investment opportunities in those “old” Dubai buildings located in key locations where we can buy cheap, renovate and rent/resell expensive!

Mortgage vs Cash transactions in Dubai Since 2018:

2018 – 41.2% vs 58.8%

2019 – 31.2% vs 68.8%

2020 – 36.7% vs 63.3%

2021 – 32% vs 68%

Statistics may support that Dubai attracts a greater portion of HNWI foreign investors and may indicate that cash purchases have remained majority despite low-interest rate mortgage.

New Decision Close

Would You admit U Were Wrong?

When prospects say “no”, you will not be able to change their mind because they have to admit they were wrong.

Instead, educate them providing benefits and meanings that are relevant tho them so that they can make a new decision based on new information.

The closing process should be educational.

The fear of loss is greater than the desire for gain. Make the prospect feel secure that the yes decision is the right decision; so I make it easier for them to buy.
