Jim Leach and Steve Bowers
Media and law enforcement experts combine to discuss contemporary law enforcement issues, ongoing investigations, and cold cases.
David Davenport left us on March 22, 2024. He was 76.
After serving admirably in the U.S. Air Force, he became a Tennessee State Trooper. After seven years as a Trooper, David was appointed to the TBI where he became a legend in law enforcement circles. He was known nationally for his skills as a homicide investigator. It was said that he and his partner Bob Denny put more murderers on death row than any pair in Tennessee. In 1997 he was honored as Special Agent of the Year.
He served three terms as Sheriff of Jefferson County. David ended a great career as Chief of the Cold Case Division of the Knox County Sheriff's Department. The last work we did together was when I went with him to interview a prison inmate in West Tennessee on one of the Cold Cases from Knox Co.
This interview was first played in April of 2020 and was the most popular show we ever did on my radio show/podcast series, The Investigator.
David Davenport was one of my best life long friends. He will be greatly missed.

Jack Blackwell was a legend in law enforcement circles. His son Donny Blackwell followed in his footsteps, retiring as the leader of the Violent Crimes & Drug Enforcement Task Force.
SAC Blackwell also broke Jim Leach into the investigative business and was Leach's boss and mentor for many years.

The Senate Hearing on Afghanistan - Bob Ney reviews that and more in this Sept 29 discussion with Steve Bowers.
*There has been much conversation concerning the traffic stop of Gabbie and Brian after a caller made allegations of domestic assault. Some say Moab Police should have arrested Laundrie. Listen to the thoughts of a career law enforcement investigator.
Yesterday, 1/12/22, several media outlets discussed the stop of Gabby Petito and Brian Laundrie by the Moab, Utah Police on August 12, 2021. The reason for the recent media attention appears to be a report said to have been prepared by Capt. Brandon Ratcliffe, with the Price Utah Police Department, according to the New York Daily News, and, the Southern Utah News.
The report is said to be 102 pages long and suggests Gabby Petito should have been arrested or cited (depending on which media outlet you are reading), that the officers should be placed on probation, and should have additional training. The investigation concluded the officer's mistakes were not intentional.
The report acknowledges there is no way to know if different actions taken by the officers in Moab would have had any influence on the tragic outcome .
Questions and comments are welcome. I am a firm believer in training, having owned a law enforcement training business since 1994, and constructive conversation is a good thing.

The Investigator, Jim Leach and Steve Bowers talk with Amelia Courtney and Lainie Sullivan about a double homicide in the small town of Dover Tn. The two victims, both teenage girls disappeared together and their bodies were discovered within 40 yards of one another. They were murdered within a few miles of where they disappeared. The case is forty years old and remains unsolved until this day.
Amelia and Lainie have done a great deal of work on the case and put together some very interesting information. They are not law enforcement officers and all the work has been done on their own time and using their own resources.
It is their hope that drawing attention to the case may bring forth some new information. We hope so to.

When he returned home he served as an Agent with the West Tennessee Violent Crime and Drug Task Force and left that position to become the Sheriff of Gibson. He is now in his second 4 year term as Sheriff. The last part of the program is dedicated to an innovative program Paul instituted to get inmates solid jobs while still in jail and make themselves more prepared to succeed when they are released from jail.
