Seventy years have passed since the fall of Dominance, the city founded by Roy Goodwin. The people's of Old Reliance and Dominance have taken refuge in Assurance, the valley at the base of the Third Peak. New factions mean new ways of looking at the past and the future, but the spark found within the Goodwins, Ann, Violet and Stylus continues.
The presence of the Terran Union has caused an uproar in Assurance, leading to an emergency assembly of the five factions. With goodwill replaced by suspicion and bitterness, the assembly takes place on the holiest of days in Assurance - The Day of Guidance.
With the Day of Guidance festivities underway, the factions enjoy what brings them together, but the underlying resentment leads to a confrontation, placing Quill in a precarious situation.
Having proved his worth at the riot, Quill is invited by Tuff to join him below ground on one of the Terra Union's dining cars. The ride opens Quill's eyes in ways he never imagined.
Confronted with new ways of looking at the Man on the Mountain, Quill seeks out new answers from the one remaining person who can fill in the blanks. Meanwhile, with the Terra Union's breach of treaty, other factions are conspiring to learn more about the Union's intentions.
Quill comes face to face with the Poppy camp, located near the Third Peak. A culture foreign to him, he learns more than he intended. At the train depot, Tuff and Shaft are surprised when some unexpected visitors look to take a joyride.
On his pilgrimage to find Ann Burgan, Quill encounters the Misties and comes face-to-face with their truth. Meanwhile, High Elder Spruce Ernest III and his gang of impromptu train-thieves venture below ground, unaware of the grand surprise awaiting them.
Confronted with a vision and a blast from the past, Quill is left with more questions than answers, and High Elder Spruce Ernest III finds himself in a precarious situation...alone.
Excited to be in Ann's presence, Quill is quickly challenged with a first-hand account of history, correcting misconceptions and providing clarity for himself and The Few.
Willow's dramatic escape from Salvation prompts a quick return to Assurance and wheels are set in motion to confront those familiar with Salvation. Briar, receiving counsel from Facade, begins to re-examine her relationship with Quill.
Faced with an emergency Assembly trial, all of the factions are present and the stakes are raised for the valley's future, culminating in a surprise invitation.
Resistance to relocating to Salvation is building among some of the valley's residents. Quill dedicates himself to visiting below ground and helping Willow with her mission, but nothing prepare him for what he sees.
Quill finally makes it to Salvation and commits to helping Willow find Poppy. When trouble comes, he receives an unexpected invitation.
Quill comes face to face with the Foreman and receives a surprise gift. Meanwhile, Ann and Briar experience the fervor of the people of Salvation as they hear from their Foreman, but Ann finds herself motivated to speak out on behalf of Elyon when she hears a voice from the past.
Ann's death leaves Briar and Quill shaken. With Willow still missing, Quill is set on rescuing her, but the attempt will place him, and those he cares about, in a life and death situation, an encounter that will change everything.
