A monument honoring Confederate soldiers is staying put for now in front of Talbot County’s Courthouse in Easton, Maryland.

The Talbot County Council voted 3-2 on Tuesday, August 11, 2020, against removing the statue.

The statue, dedicated in 1916, commemorates the 84 soldiers from the county who fought for the Confederacy.

Roy McGrath resigned Monday as Maryland Gov. Larry Hogan's chief of staff amid turmoil over a six-figure severance package he received from his previous state government job.

McGrath officially assumed the role of Hogan's top aide on June 1.

The Maryland Environmental Service board of directors approved McGrath's severance in May.

The board offered McGrath a year's salary - roughly $233K - plus tuition reimbursement and other perks.

Senate President Willam C. "Bill Ferguson IV (D) and House Speaker Adrienne A. Jones (D) released a statement Friday calling for special hearings into McGrath's severance.

Though McGrath did not release an official statement, he wrote on Facebook that he "remains focused" on his job, and he decried the report as toxic, partisan politics."

The governor and his press officials declined to comment.

On Monday, however, McGrath said he was "exiting state service," referring to the latest incident as a "distraction."

"For me, this entire topic is simply the sad politics of personal destruction, and right now, we cannot afford unnecessary distractions from the critical work the governor and his team are doing," McGrath said in a statement.

Hogan's office released a statement Monday announcing the governor regretfully accepts McGrath's resignation.

"It is with regret that I have accepted Roy McGrath’s resignation as chief of staff. Roy has been a deeply valued member of our administration, and our state is better for his dedicated service," Hogan said.

"I recognize that this was a difficult decision for Roy, but I understand and respect his reasons for making this decision. I have always known Roy to be someone of the highest character, and I wish him well in his future endeavors."

Hogan taps Keiffer Mitchell Jr. as Acting Chief  The governor tapped Keiffer J. Mitchell Jr., the administration's chief lobbyist, as his acting chief of staff. Mitchell is widely respected by both sides of the political aisle and established himself as a bipartisan consensus builder.

“I am humbled that Governor Hogan has put his trust in me. We have a first-rate team that is working around the clock at such a critical moment in our history. Together, we will continue to change Maryland for the better," Mitchell said in a statement, released by Hogan officials.

Both Bill Ferguson and Adrienne Jones released a statement Monday saying that agreed with McGrath's decision to step aside.

Hogan's spokesman said McGrath is "not receiving severance from the governor's office," the Sun reported.

A Subplot  A Miner Detail received a data dump earlier Monday morning from someone apparently on the inside of state government - someone who worked closely with McGrath.

Are you planning a trip to good ol' Ocean City any time soon amid the coronavirus outbreak?

Pack up your sunscreen and Solarcaine and don't not forget your face mask. Ocean City's mayor, Rick Meehan, mandated that all visitors must wear face masks along the two and one half mile stretch of boardwalk, beginning at 5:00 p.m., Friday, July 31.

If you've five or older, you'll need a mask if you plan to be on the boardwalk any time between 8:00 a.m. until 2:00 a.m. the next day, for at least thirty days.

But what happens if you don't comply? You could face a misdemeanor penalty - but, it's unlikely.

Though there is always that one person in the crowd who acts a fool. Police aren't looking to arrest anyone not wearing a mask - but if you're out of control or belligerent, don't be surprised if you end up before a judge.

STORY 2:

Moving up to the mid-shore, a number of Eastern Shore state lawmakers and local residents are fighting to save a State Police medivac unit after Covid-19 has forced across-the-board state budget cuts.

Losing a medivac chopper has raised serious concerns amid locals, who say that the sparsely populated Shore could lose out to wealthier and more politically influential areas west of the Bay.

Coronavirus has wrecked havoc on Maryland's economy. As a result, Maryland's Board of Public Works, by a 2-1 vote, approved $413 million dollars in state cuts for Fiscal Year 2021 on July 22.

Trooper 6 out of Easton, Maryland could be on the chopping block after Maryland Budget Secretary David Brinkley recommended the elimination of one of the six medivac units.

Local lawmakers and county officials believe the loss would be devastating for their communities, especially since Caroline and Queen Anne's Counties are the only two Maryland counties without area hospitals.

State officials and the Emergency Medical Services Board are in the process of conducting a feasibility study to get a better handle the costs of reducing these medivac stations.

Dr. Mileah Kromer holds a doctorate in political science from Louisiana State University (2008) and a bachelor of arts in economics from Indiana University of Pennsylvania (2003). She was formerly the assistant director of the Elon University Poll and a research associate at Louisiana State University's Public Policy Research Lab. Her scholarly interests include public opinion, state politics, and gender in American politics.

In her role as director of the Sarah T. Hughes Field Politics Center, Kromer oversees every aspect of the Goucher Poll, including survey instrument construction, sampling, data analysis, and the development of appropriate survey methodologies. In addition, she is responsible for interviewer training and lab supervision.

In addition to her duties as director, Kromer teaches courses on American politics and research methods in the Department of Political Science and International Relations.

A faction of Republicans is pinning a last-ditch effort to stop Donald Trump on a long-shot rules change at the national convention. The goal is passing a rule at the Republican National Convention in July that would free delegates to vote their "conscience," negating any binding put in place by states' primaries.

The movement is called Free the Delegates. The group is led by delegates seeking to block Trump at the GOP convention next month in Cleveland by changing party rules so that they can vote however they want — instead of in line with the results of state caucuses and primaries. It is quickly emerging as the most organized effort to stop Trump and coincides with his declining poll numbers and his severe lack of fundraising.

The Barbara Ingram School for the Arts is nationally ranked as one of Maryland's best schools. Located in downtown Hagerstown in the Arts & Entertainment District, BISFA is an example of how education is moving towards smaller learning communities. 

The Washington County Board of Education recently voted to suspend the downtown Academic Hub project due to a lack of community support. Meanwhile, it was suggested by a board member that downtown Hagerstown is unsafe, linking BISFA into a similar perception.

Matt McDaniel is a Baltimore lawyer who represents local businesses in lawsuits. A graduate of Loyola University and the University of Baltimore School of Law, Mr. McDaniel worked in the Office of the State’s Attorney for Baltimore City and for a judge on the Circuit Court of Baltimore City before serving as an attorney for local companies.

Washington County Teachers' Association elected Neil Becker president earlier this year. Since Becker's election as union president, many teachers have privately contacted me and expressed reservations about his performance and aggressive behavior.

Teachers claim they are worried about Becker's zealous political agenda, and they believe his leadership style - or lack thereof - will dissolve relations with the Washington County Board of Education. 

Becker recently wrote a letter to the editor that never mentioned me by name but inferred that I was his biggest and most vocal critics with no association with Washington County Public Schools. Perhaps he forgot that I attended Washington County Public Schools for 13 years and that I ran for the Washington County Board of Education? 

I am offering Becker one hour of airtime to express his grievances and respond to the charges that his presidency is in shambles.

He was originally hired as an international security analyst at age 16 for a maritime protection company. He has served as a strategic analyst for the Wikistrat consultancy and as an intelligence analyst and director of the Asymmetric Warfare and Intelligence Center.

After nearly 20 years serving on the Gaithersburg City Council, Henry Marraffa Jr., a Republican, hopes to move up to the mayor’s seat in this fall’s election.

The former council member is focusing his campaign on economic development. He specifically mentioned the MD-355 corridor, Lakeforest and eastern Gaithersburg in general as all having room to grow commercially.

He touted past efforts to build out the RIO Washingtonian Center, a commercial hub for restaurants and retail stores, despite early criticism of the development.

As for future development projects, Marraffa said that he would like to construct an arena with structured parking on the Gaithersburg Fairgrounds which would serve as a venue for concerts, plays, and high school graduations.

First elected to the city council in 1995, Marraffa began serving three years before former Mayor W. Edward Bohrer died in office. That paved the way for the council to appoint Sydney Katz mayor and served in that office until his election to the County Council last year.

Marraffa graduated from Montgomery Blair High School in Silver Spring and earned two college degrees: one in engineering from the University of Maryland and a bachelor of business administration (BBA) degree from Southeastern University.

He worked as a contractor, including high-profile projects such as the construction of Disney World and the World Trade Center. He cites his business experience as one of his qualifications for mayor.

Prior to his election to the city council, Marraffa served on Gaithersburg’s board of appeals. He was appointed to the Maryland Physical Fitness Commission in 1985. He lives in Gaithersburg with his wife Donna. They have five children and six grandchildren.

The Montgomery County Board of Education has begun interviewing candidates to be the next superintendent for Montgomery County Public Schools. The eight-member board chose not to renew Joshua Starr's contact, Montgomery County's recently-departed superintendent who left Montgomery County earlier this year in February. 

The school system hired the firm Hazard, Young, Attea & Associates to conduct a nationwide search. So far, the search process has been tightly sealed from the public and board members have not spoken about any of the finalists.

Relay For Life is an overnight community fundraising event, coordinated by the American Cancer Society. 

Communities across the globe come together to honor cancer survivors, remember loved ones lost, and fight back against a disease that has already taken too many. Teams camp out overnight and take turns walking or running around a track or path at a local high school, park, or fairground. Events are up to 24 hours long, and because cancer never sleeps, each team is asked to have at least one participant on the track at all times. Relayers also provide a carnival atmosphere that is fun for whole families, a Survivor's Luncheon, and a closing event of lighted luminaries to honor those affected by the disease. Relay events are fun, informational, and inspiring!

In a new episode of A Miner Detail, host Ryan Miner will unwind Montgomery County’s progress in helping its needy residents. Last Tuesday, the Interfaith Works of Rockville held its 18th annual Companies Caring Breakfast in North Bethesda to discuss the state of Montgomery County’s safety net. 

This week, in the first half of A Miner Detail, host Ryan will interview Interfaith Works of Rockville CEO, Shane Rock, Margo Fonoroff, and Mary Ann Sestili.

Margo Fonoroff is a former public school teacher and principal. Both Fornoff and her husband have organized the annual Park Potomac Ice Cream Social for Charity, involving hundreds of residents and local businesses within the community, according to a news release. In the past five years, the event has collected thousands of donated new backpacks and school supplies for needy schoolchildren. Mary Ann Sestili received the Legacy of Leadership Award. Sestili has volunteered for the nonprofit’s Friends in Action Program, mentoring needy families. She then served on its board as secretary, chairwoman and now vice chairwoman of its Governance Committee.

In the latter half of the show, Ryan will interview Diana M. Pearce, Ph.D., Senior Lecturer and Director, Center for Women’s Welfare of University of Washington, School of Social Work about the Self-Sufficiency Standard, and alternative measures of the costs of a basic-needs budget, varied by family type, and place.

Three Montgomery County Public Schools teachers are in the running for an annual award that honors one of the area’s top educators.

The finalists for the county’s 2015–2016 Teacher of the Year award can be found leading classrooms in Chevy Chase, Gaithersburg and Damascus.

Josephine Luster teaches in The Center Program for the Highly Gifted at Chevy Chase Elementary School, Jill Raspen is a sixth-grade English teacher at Ridgeview Middle School in Gaithersburg and Joseph Gannon Jr. teaches social studies at Damascus High School.

Ryan Miner, host of A Miner Detail, will investigate the more than 20 reported incidents of child sex abuse or exploitation in the Montgomery County Public Schools since 2011.

Ryan will host several guests on the show to discuss how sexual predators were allowed in the Montgomery County Public Schools and how the background check process failed to protect children from predators in the school system. Ryan has invited parents, teachers and community leaders  to offer policy alternatives to fix the system in place.

Ironically, the security camera technician was caught on surveillance video grabbing the behind of a 12 year-old Baker Middle School student. He's alleged to have done the same to a Damascus High School student. Court documents show Epps had a criminal history of groping women in public, of which the school system was unaware. He will go to trial in March for those school groping incidents."

Governor Larry Hogan has declared a heroin state of emergency in Maryland, and he has tasked his number two, LG Boyd Rutherford, to oversee the efforts to combat the burgeoning epidemic plaguing the state.
