News From The Drug War Front is a weekly radio show that seeks to explore the failure of the "The War on Drugs", or more appropriately the "The War On People Who Take Drugs". Prohibition has countless negative effects on society has a whole and unfairly damages individuals use drugs already marginalized. NFTDWF aims to change peoples minds by informing and educating listeners about the failure and moral bankruptcy that is the faled experiment, "The War On Drugs".
NFTDWF is aired on Tuesdays 10:30am-Noon 2XX 98.3 FM and is presented by the Canberra Alliance for Harm Minimisation and Advocacy (CAHMA).

Locally, a raid has uncovered and “enormously destabilised” what police claim is the “largest illegal controlled prescription drug network” in ACT history.
Nationally, the Australian Federal Police (AFP) have put out a press release putting transnational serious organised crime (TSOC) on notice after a number of attempted drug drops at sea.
Four people were hospitalised due to “drug issues’ after attending a Sydney dance music festival. Meanwhile, the recently elected New South Wales Labor government continues to remain silent about any drug law reforms that could save the lives of young people.
In International news, we have reports from Uruguay and Chile.
Along with global news stories and discussion we will be talking about the need to consider ways of ending the disastrous policy of modern prohibition.

In international news…
Fentanyl continues to be reported on in international media. Suspicious letters sent to election workers in 6 US States this month has led to a call for naloxone to be supplied. However, this has been criticised by those who think provision of naloxone should focus on harm reduction workers who work with people likely to overdose.
We will discuss an article “Canadian-made fentanyl is an international problem, RCMP says”. The head of the unit responsible for fighting organised crime says Canada is not just a significant producer of fentanyl-we also export it”.
It’s time to end prohibition and instead legalise and regulate all drugs, according to a recent 84-page Reason Foundation report entitled “Drug Legalisation Handbook”.

- there are stories about ketamine use hitting a record peak,
- also, why cannabis users are divided over legislation to legalise recreational cannabis.
- On Wednesday November 15th there will be a candlelight vigil in memory of those lost to drug overdose on the steps of the Victorian Parliament. It begins at 6pm and organisers have asked that a battery-operated candle be brought with a photo of a loved one lost to overdose. The Victorian State Coroner Judge John Cain has reported that 2022 was Victoria’s worst year for overdose deaths in a decade.

We also cover a story about the production of a documentary into the extremely damaging war on (alleged) drug users waged in the Philippines by former President Duterte, and the dangers faced by documentary makers who speak truth to power in a dictatorship.

In Victoria, the Greens have put out a media release “Labor must stop ignoring experts on pill testing and help save young Victorian lives”.

We have a range of stories of interest from overseas such as King’s College, UK researchers finding that drones could reach 78% of fatal opioid overdoses within 7 minutes, a massive increase on the 14% reached by ambulances.
The International Drug Policy Consortium (IDPC) have published a paper “revealing the missing links to climate justice: Drug policy”. Prohibition is causing enormous damage to fragile ecosystems. Protecting them “requires getting to the source of the shadow system that threatens them: the laws and treaties that make drugs illegal.”
Recent drug policies in San Francisco sadly resemble war-on-drugs policies from the 1980’s, argues Zena Dhatt in her piece “Decriminalize Drug Use. Do It Now.”

Drug testing could return to the ‘Spilt Milk” music festival next month if remaining insurance snags can be resolved.
CAHMA staff were on commercial TV’s “A Current Affair” last Wednesday as part of a piece on the looming decriminalisation of personal use amounts of certain drugs.
Sadly, movement on drug testing at music festivals in New South Wales remain unlikely for this Summer,

The Bronx day care provider and 2 others have been indicted on murder after the death from fentanyl of a 1-year-old boy.

The ACT decriminalisation laws come into effect on October 28th. We will discuss a number of perspectives regarding these changes.
“Calls to take Canberra’s drug-checking service CanTEST on the road to better help Australians” was a feature piece on ABC News yesterday. “The facility has confirmed what authorities had long warned – that each link in the illicit drug trade is in it for themselves. Dealers often dilute drugs, mixing in chemicals that stretch their stash – and their cash – as far as possible.”

In overseas news, the Scottish government’s proposal to decriminalise possession of all drugs for personal use was almost instantly blocked by the Tory Government in the UK, which declared it had “no plans” to soften drug laws.

We have a wide array of stories to discuss. Today a man was caught at Sydney Airport with 3kg of methamphetamine in his suitcase.
Private clinics in Queensland have been arguing that up to a dozen opioid assisted treatment (OST) clinics could close due to federal government reforms of a system which for many years has varied widely in different states and territories.
Switzerland’s capital city, Berne, has signalled its intent to conduct a scientific pilot trial of controlled cocaine sales. This is interesting given the HAT (Heroin Assisted Treatment) pilot clinics opened in 1994.
From Brazil comes a story of an “ominous inquiry into a disproven ‘crack epidemic’”.

BC recorded 206 deaths in April from “unregulated” drugsPost from British Columbia, Canada;Over 800 people have died so far in 2023 from what the province is now calling “unregulated” drugs, with 206 deaths recorded in April. More:Preliminary data from the BC Coroners Service shows that communities throughout the province continue to be devastated by deaths due to unregulated drugs, with 814 lives lost in the first four months of 2023.As has been the case throughout the crisis, the illicit drug supply remains highly volatile, challenging people’s best efforts to use safely and challenging life-saving responses. Fentanyl is present in about eight of every 10 deaths, almost always in combination with other substances. April 2023’s reporting also notes an increase in the presence of benzodiazepines, which is largely the result of enhancements to benzodiazepine testing by the Provincial Toxicology Centre.“Illicit fentanyl continues to be the main and most lethal driver of B.C.’s drug-toxicity public-health emergency, having been detected in 86% of deaths in 2022 and 79% of deaths in 2023,” said Lisa Lapointe, chief coroner. “Cocaine, methamphetamines and/or benzodiazapines are also often present. This drug poisoning crisis is the direct result of an unregulated drug market. Members of our communities are dying because non-prescribed, non-pharmaceutical fentanyl is poisoning them on an unprecedented scale.”B.C.’s representative for children and youth, Jennifer Charlesworth, said there is no evidence that diverted safer supply has been a factor in the toxic drug-related injuries and deaths of youth that are reported to her office.“Based on the reports of critical injuries and deaths that my office reviews every month, we have not seen any indication that youth are using from diverted supply,” Charlesworth said. “The injuries and deaths reported to us are as a result of youth accessing the illicit supply and they are typically using an array of substances. Through our advocacy work and in-depth reviews, young people are advising us that they are accessing an illicit supply in order to cope with the trauma that they are dealing with in their lives.”April 2023 was the 31st consecutive month in which at least 150 lives were lost to unregulated drugs in B.C., and the 13th month in which more than 200 deaths were reported. The total number of deaths in April equates to about 6.9 lives lost every day. Rates of death remain extremely elevated throughout the province, with three health authorities – Vancouver Coastal, Island and Northern – reporting record high rates of death in the first quarter of the year. The provincewide rate of death through the end of April is 45.2 per 100,000 residents.At least 12,046 British Columbians have been lost to toxic, unregulated drugs in the seven years since the public-health emergency was first declared in April 2016.“It’s critical that we rely on science, reliable data and legitimate reporting as we respond to an emergency that has taken the lives of so many of our family members, friends and neighbours,” Lapointe said. “We mustn’t lose sight of the fact that the root of this crisis was the arrival of illicit fentanyl in B.C. in 2013, and that it has been driven by illicit fentanyl ever since. Safer-supply prescribing and the decriminalization of small amounts of some drugs for personal use are recent health-centred approaches to a complex health challenge. Anonymous allegations and second-hand anecdotes suggesting that these new initiatives are somehow responsible for the crisis our province has been experiencing since early 2016 are not only harmful, they are simply wrong.”
Quite a few good stories this week, but arguably the most important is this, announced last week....
A huge potential benefit nationally for consumers of Opioid Substitution Treatment (OST), also known as Opiate Dependency Treatment Program (ODTP) is close at hand after a recent announcement by the federal government.
The announcement comes after a 2-year review process involving consumer consultation and seeks to make the ODTP system in Australia more equitable and accessible to people.
Broadly, the plan is to put ODTP medication (buprenorphine and methadone preparations) onto an s100 schedule which would mean that people would no longer have to pay dosing fees every day, but rather would just have to pay the gap fee every 28 days (around $7 if you have a health care card and around $34 if you just have Medicare card). The pharmacy will be reimbursed by the federal government for the cost of dispensing etc.
Also, because it is a gap payment, the payments made would count towards the safety net (which at present ODTP dispensing fees do not count toward).This is a huge win for our community and something that our peak body, AIVL, has been advocating for over 30 years. We will keep you up to date on developments.

We have a range of stories to discuss- local, national, and international. The major news nationally has been the sudden ban on single-use, disposable vapes on May 2by the federal government. It plans to work with state and territory governments to end the sale of e-cigarettes and stamp out the black market in illegal vaping. Canberrans could be fined up to $32,000 or a 2-year jail sentence for possession of non-prescription e-cigarettes. We will discuss the warning given in writing by the National Peak Body on January 16 and the likely consequences of the prohibition model being applied to yet another substance. Why should this outcome prove to any different?
The Victorian Greens will introduce changes to a Labor government bill in a push to make it easier to open more safe injecting rooms and allow greater access to the “most vulnerable and marginalised” drug users.
In international news, comes a piece telling us that Israel is now the world’s #1 opioid consumer per capita.
A recent UK You Gov poll found that only 6% think authorities in Britain are winning the “war on drugs”, with 41% thinking authorities are “losing strongly”.

In the USA, President Joe Biden has authorised the military to call up reservists to ‘combat drug trafficking at the southern border’. Some Republican lawmakers have even suggested military intervention. Mexican officials warn that unilateral U.S. intervention would have dire consequences. “In one act, you’d destroy all the security cooperation between Mexico and the United States,” Foreign Minister Marcelo Ebrard told The Washington Post. He said he considered such a strike “unlikely.”

A fake eyelash remover has been removed from sale on Amazon and was banned from parties during Sydney World Pride due to people using it as a party drug.
In a new drama about the response in Australia to HIV/AIDS, sex worker advocate Julie Bates reflects on the new ABC TV miniseries “In Our Blood”.

From the UK comes a man who imported 22 million pounds worth of heroin only to be caught after filming himself testing it in an advertisement for street dealers!
Last month British Columbia in Canada began a pilot to decriminalise small amounts of possession of previously illegal drugs. We will discuss an opinion piece by Guy Fellicella; “Drug use stigma is real and it’s killing people”

“Naloxone program gaining traction, but many unaware about life-saving drug” posted on the ABC website states that in the first 6 months of the national Take Home Naloxone program, 16,900 people have accessed the life-saving drug in Australia.
A man has died from a suspected drug overdose and 6 people were charged with drug supply at the Transmission music festival held last weekend. The New South Wales government has steadfastly refused to allow drug checking services to be set up in the state.
The New York Times reports that “Workers fighting America’s overdose crisis are ‘hanging by a thread’”. Despite President Biden endorsing “harm reduction” organisations attempting to carry out that strategy are severely underfunded.

The move comes two years after the ACT became the first state or territory to decriminalise personal possession of Cannabis.

In international news, US President Joe Biden has announced steps to overhaul federal cannabis laws. The scope of pardons is relatively limited but his call for a review of federal scheduling could dramatically reshape policy and clear the way for legalisation.

Locally, a Community Notice warns that ketamine tested in Canberra has been repeatedly found to contain a new synthetic derivative 2’-Fluoro-2-oxo-PCE instead of ketamine. Samples were all of high purity, containing no other diluents or other active ingredients.

In Victoria, a diverse coalition will demand that Premier Daniel Andrews commits to decriminalising cannabis ahead of the November election.
In a devastating critique of prohibition, Columbia’s recently inaugurated President Gustavo Petro told members of the United Nations that “democracy will die” if global powers don’t unite to end the drug war. “Peace in Columbia depends on building a new drug policy on a new vision. If not, they condemn us to genocide”.

In a press release from the Minister for Health and Aged Care, Hon. Greg Hunt, the Australian Government will extend the National Ice Strategy (NAS), investing more than $M 315 over 4 years to reduce the impact of ice, other drugs and alcohol.
The Australian Criminal Intelligence Commission (ACIC) Chief Executive Officer Michael Phelan has said the estimated street value of the four major illicit drugs used by Australians (methylamphetamine, cocaine, MDMA and heroin) was B$ 10.3 last year up from B$ 8.3 the previous year.
We will also discuss some international news such as calls for London to pilot drug checking and consumption rooms to “lead the way” in tackling drug deaths.

We have a special guest, Louise who will talk about her own experiences and the upcoming Jude Byrne Women’s Support Group for women who have Child &Youth Protection Services (CYPS) involvement. March 5 was a year since Jude passed and her memory will live on also in the International Network of People who Use Drugs (INPUD) with the International Network on Hepatitis C and Substance use (INHSU) Emerging Female Leaders Award. This mentorship program will honour her legacy by bringing on the next generation of female drug user activists.
In the US, the State of the Union address was the first speech by a President to mention harm reduction. The brief reference reenforced the Biden administration’s inclusion of harm reduction in its approach to drug policy as well as its habit of doing so to the minimum possible degree.

The CAHMA Drop-in centre has re-opened its doors for people who want to drop in. We are still available via phone for consultations so, if possible, this is the best way to engage. For those dropping in there is a maximum of 4 people allowed at any one time so please be aware we may need to balance the amount of time people are spending onsite where possible.

In local news the Australian Federal Police (AFP) Commissioner Reece Kershaw has argued that if the Australian Capital Territory (ACT) bill to decriminalise personal possession is passed it would lead to “a far more dangerous environment” for police.
A doctor has urged former Australian of the Year Grace Tame, who has been leading a campaign for a legal change that would allow sex abuse survivors to speak out, to come out against drugs after a 2014 photo of her aged 19 with a bong was published. “I would love her to come out now with an anti-drug message’ said Dr Michael Carr-Gregg. This has led to a spirited debate about the merits of ending the prohibition of cannabis.
In international news we will discuss Doug Johnson’s article “What are the prospects for Canada’s Federal Drug Decriminalisation Bill?”. The New Democratic Party has proposed a bill to decriminalise drug possession nationwide. MP Gord Johns “It’s time to truly end the failed war on drugs”.

They would be fined rather than incur a criminal conviction. -CAHMA is participating in the 16 days of Activism to eliminate gender-based violence. It concludes on December 10, Human Rights Day, with an Orange March from CAHMA to Margaret Timpson Park. Everyone will have an orange mask on and there will be banners, food, music and wrapping of trees in orange yarn.
- We have Ruth from the Women’s Harm Reduction International Network (WHRIN) as a guest on the show. The vision of WHRIN is that all self-identified women who use drugs have unfettered access to available, quality, relevant health, social and legal services in a context of upholding human rights without stigma, discrimination or criminalisation.
-In national news, the New South Wales government is considering a proposal to dramatically decrease penalties for illicit drug possession. But just days after it was first reported, the policy is facing a vicious backlash from members of the government’s conservative wing, as well as tabloid media and talkback radio. But what is the policy, and why is it proving so controversial?

Together with a ban on cigarette vending machines from 2022, the Dutch government will ban the sale of cigarettes and other tobacco products in supermarkets from 2024 in an attempt to get more people to give up smoking.

-In international news, take-home Naloxone will be given to people at high risk of accidental drugs overdoses with the aim of reducing the number of drug deaths in Scotland.

Top Scottish lawyer Iain Smith, of Keegan Smith Defence Solicitors, said removing the criminal element from drug use will help users to be seen as “people who are in pain and in need of help”. Following the news that drug deaths had reached a record high of 1,264 – the worst in Europe – Mr Smith said decriminalisation must be considered, along with more rehabilitation centres.

In international news, the New Zealand cannabis referendum result has been released, sadly going down with 46.1% voting in favour of legalisation, and 53.1% against. “The problems caused by prohibition will not disappear by themselves. We cannot stand back and ignore those who carry the greatest burden of the current punitive approach: young people, and Māori. Inaction is not an option: the need for reform is as urgent as ever” said Tuari Potiki, Chair of the New Zealand Drug Foundation.

This week its World Hepatitis Day and we are thrilled to feature Sarah-Jane from Hepatitis ACT to explore why it is so important to raise awareness around Hepatitis particularly for injecting drug users. Sarah-Jane is a vital spokes person for Hepatitis ACT and works tirelessly (but with a smile) to shine a light on Hepatitis with a goal to move towards eradication in the ACT.

This weeks episode features Dale from Googong Goulbourn Youth Aboriginal Corporation. Dale does valuable work supporting Aboriginal youth with a focus on mentor-ship. This can take the form of indigenous art which strengthens peer community cohesion as well as referral to treatment such as residential rehab.
Also on this episode we are privileged to present Roland Brown AKA Dark Rose, an extremely talented young didgeridoo player who helped open the new CAHMA location by performing for attendees. This week on News From The Drug War Front we are privileged to be interviewing Kerrie Mckenzie from Hepatitis ACT. Kerrie Mckenzie has worked at Hepatitis ACT for the past 10 years and she still loves it. She works throughout the community as a peer educator, teaching the ins and outs of testing, treatment and vaccination. She is also a vital advocate for stopping the stigmatization that comes with a Hep positive result. CAHMA plans on continuing to work closely with Hepatitis ACT and Kerrie in the future so we thought (with permission) it would be great to have the interview audio available on its own as a way of introducing Kerrie.
