April 24th- May elections moved to May 19th, citing his statutory authority but no specific code.

April 8th- The Governor is also exercising his statutory authority (§ 24.2-603.1 of the Code of Virginia) to move the June primary elections from June 9, 2020 to June 23, 2020.

Local elections delayed until May 19 after Senate rejects governor's proposed move to November
"Gov. Ralph Northam announced Friday he is using his authority to delay ballot day until May 19."
"The House of Delegates sided with Northam to push May elections to November, but the Senate did not.
"Voters completing a paper application may use reason 2A, “my disability or illness” to complete their form. Voters completing an online application to request an absentee ballot will need to follow the prompts and select “I have a reason or condition that prevents me from going to the polls on Election Day.” They will then have the option to choose “my disability or illness” as the reason for their request."

"Initially, the House of Delegates voted along a slim majority not to adopt the amendment. After debate, confusion and technicalities, the amendment passed with two votes. The Senate, which accepted most budget recommendations, simply did not vote on moving May elections."
"Delegate Mark Levine, who voted to accept the amendment, said this means elections will be held in May, despite public health concerns. He suggested that since the Senate did not vote to move the elections, the senators should man the polls."

Mr. Kemp’s plan allows gyms, hair and nail salons, bowling alleys and tattoo parlors to reopen on April 24. Starting April 27, restaurants will be allowed to resume limited dine-in service, and movie theaters and other entertainment venues will also be allowed to reopen. But Mr. Kemp, a Republican, laid out certain requirements — including screening workers for fevers — and said it would not be “business as usual.”"

Most nursing home deaths and other at home and in public deaths presumed to be coronavirus aren't being booked as such. NYC has 250 or more excess at home deaths per day.
