Esther is in a GBV coordination meeting. The other organizations that are present are not local, like the organization she works at. She notes this to the group – that it’s majority UN and INGO representation. They need better representation and inclusion from local women’s right organizations. She then discusses her concerns around the prevention of sexual exploitation and abuse (PSEA), and the need to coordinate around this. They come up with some ideas for advocacy around PSEA.

Dalia is learning about the Gender-Based Violence Information Management System (GBVIMS). Esther tells her this is the system they use for case management because it’s in line with globally recognized standards on survivor data management. Dalia asks Esther what happens if someone asks for case management data. Esther tells her they have protocols to manage that and make sure survivor information is safe. She also explains to her the risks if data is exposed.

The prevention (and mitigation) of, and response to gender-based violence are classified as life-saving interventions in humanitarian settings. In this new mini-series, hosted on the Women’s Protection and Empowerment podcast, we’ll meet three women, Dalia, Esther and Ashanti, who are navigating how to provide these services in emergency programming.

IRC's Violence Prevention and Response Unit is excited to launch Safe Space to Learn, a digital literacy curriculum designed for women and girls in humanitarian settings. We know cash assistance integrated into GBV case management can be lifesaving, but can it also be inclusive? In this episode, Reine and Dina from IRC's Women's Protection and Empowerment Program in Jordan reflect on how together with our partners we can be proactively inclusive of the most marginalized GBV survivors, such as LGBTQIA+ individuals and married adolescent girls. We talk about their experiences implementing cash with a dedicated lens for inclusion, lessons learned, and recommendations to respond to the unfulfilled protection needs amongst some of the most marginalized groups of GBV survivors.

In this episode, we talk about a report recently released by the IRC, called “Why Not Local? Gender-based violence, women’s rights organisations, and the missed opportunity of COVID-19”. The report looks at how the pandemic continues to impact women and girls in Cameroon, South Sudan, and Yemen. It also provides a snapshot of GBV funding trends to across the three countries.
It asks the question “Why not local?”, looking at the various barriers that women-led organisations face in accessing funding and being represented in the humanitarian system, and calling for a more equitable distribution of power in the humanitarian system. This new, holistic guidance complements the GBVIMS+ and explicitly links GBV case management and information management as it builds upon the Inter-Agency GBV Case Management Guidelines. Designed to accompany the GBVIMS+ User Guide, this resource highlights the functionalities in GBVIMS+ that facilitate GBV case management service provision, supervision, and monitoring the quality of GBV case management services.
In this episode we talk with Sadia Dahir, Maimuna Mohammed, and Rose Poni about the recently released Women Rise Psychosocial Support Framework and Toolkit. Funded by USAID’s Bureau of Humanitarian Affairs, the Women Rise Toolkit seeks to address a critical gap in technical guidance for GBV service providers implementing MHPSS programming.
This toolkit provides thorough guidance on group psychosocial support for GBV service providers with a specific focus on intersectional feminist approaches to care. With COVID-19 travel and working restrictions, many IRC country programs are shifting to digital modalities for remote staff training. In this episode, Kristy Crabtree shifts roles from host to interviewee in order to provide practical guidance on how to adapt training from in-person to remote settings. In 2017, we conducted a research project in Lebanon to answer several key questions: what are women and girls’ access to mobile phones and the Internet, what are the barriers to their access (real and perceived), and what are their desired uses and safety concerns? In working with potentially vulnerable populations such as forcibly displaced women and girls, is mobile technology the appropriate channel for communication, service provision, information dissemination, awareness raising, and empowerment activities? Programs evolve over time, especially in our work with specific populations. In this episode, we walk through that process with Farah Salhab, the manager of the adolescent girl's program in Lebanon, to see how their program evolved from a stand-alone initiative to a core part of IRC's Women's Protection and Empowerment programming model, and all with girls' voices driving the process.
Our response in humanitarian settings, the services we provide and the access or barriers to them affect people differently. Part of the reason for this are our interconnected social categorizations (gender, race, class, sexual orientation, disability). These overlapping identities contribute to systems of oppression, discrimination or disadvantage. So, how can we adopt and incorporate an intersectional view to our work?
In this episode we'll talk about this from a practical and academic perspective, what this means, what it looks like, approaches and also misuses.

Since its magnitude first came to light in 2002, the aid community’s focus on addressing sexual exploitation and abuse (SEA) has primarily rested on establishing reporting mechanisms and only recently shifted toward proactive measures to mitigate risk and prevent such abuses from occurring. In this episode, Alina Potts of the Global Women's Institute, Harriet Kolli of the International Rescue Committee (IRC) Uganda, and Loujine Fattal of CARE Lebanon, discuss Empowered Aid: Transforming gender and power dynamics in the delivery of humanitarian aid.
Empowered Aid is feminist, participatory action research that recognizes women and girls as contextual safeguarding experts and engages them as co-producers of knowledge, supported to safely take an active role in asking and answering questions about their own lives. It first examines the mechanisms through which material aid (i.e. food and non-food items) is delivered, and how these processes might inadvertently increase risks of SEA. The second phase builds upon this to create or adapt aid delivery models that actively work to reduce power disparities and give women and girls a sustained voice in how aid is delivered. Empowered Aid is led by the Global Women's Institute at George Washington University, and the first phase is conducted in partnership with CARE in Lebanon and the IRC in Uganda.

How can we create safe spaces for women and girls in humanitarian settings? In this episode, we talked with Melanie Megevand of International Rescue Committee about the Global Women and Girls Safe Space Toolkit, which offers a blueprint to support the transformational shift in use of power GBV practitioners seek to achieve in partnership with women, adolescent girls and local women’s organizations in humanitarian settings.
With support from the U.S. Bureau of Population, Refugees, and Migration, the International Rescue Committee and International Medical Corps combined expertise, decades of experience and support from staff, women and girls and community members across seventeen women and girls' safe spaces in current humanitarian settings to ground the approach.

Psychosocial support is a crucial part of the recovery process for women and girls, yet guidance on providing this service has been lacking. IRC is currently developing the Women Rise Psychosocial Support Toolkit for IRC, including specific curriculum, M&E tools, and supervision tools to cover this gap. This project is led by Gretchen Emick, GBV Psychosocial Support Specialist for the IRC. The Women Rise Toolkit also sets forth a framework for understanding GBV Psychosocial Support work. This project will be completed and launched globally in mid-2020.

Self-care is easy to talk about and difficult to practice. Why is a feminist approach to programming around gender-based violence so essential and yet misunderstood? In this episode, we talked with IRC staff from Nigeria, Mali and Uganda about the theory behind our work and the practical implications of a feminist approach. This includes impacts on help-seeking behavior, recovery and operating in the context of systematic oppression.
How do you build sustainability, effectiveness and long-term change for GBV response? The Building Local, Thinking Global initiative is a coalition of feminists, women’s rights organizations, activists, academics, community-based organizations, non-governmental organizations, and regional civil society networks aiming to do just that – harness the collective power of the humanitarian community to respond to violence against women and girls in crises by thinking globally and acting locally. * * In this episode, we talked with three members of the coalition from IRC and Raising Voices about the vision for the initiative, the approach and what’s to come from this powerful collaboration.

Livelihoods support can provide a route to economic well-being with the means of moving beneficiaries on the path from survival to long-term recovery. Cash-based interventions are one type in the form of direct financial assistance. How can we acknowledge and mitigate the risks of cash for survivors of gender-based violence? Recent immigration policies have fostered a climate of fear among immigrants and their loved ones. A hardline stance against the undocumented, resulting in threats of detention, deportation and separation have impacts at the individual, community and institutional level with public health effects. Building off the decade-long #MeToo movement, #AidToo focuses on the safety and security of female aid workers and the culture of sexual harassment and abuse. Our organizations have a duty of care for staff and to ensure a safe working environment. What should humanitarian organizations do to keep their staff safe from sexual harassment?
Menstruation is a regular part of life for women and girls globally. The right to safe menstrual hygiene management involves knowledge, dignity, privacy, and the appropriate products. Yet, in many settings, women and girls instead face stigma and unsafe options for accessing and using sanitary materials. This can result in isolation, school drop-out, and increased risk of violence, including sexual exploitation. In this episode, learn from IRC’s Ethiopia program, how they consulted girls and arrived at a creative solution for menstrual hygiene management, positively influencing girls and their communities.
Creating Opportunities through Mentoring, Parental Involvement and Safe Spaces (COMPASS) program - IRC has been designing, implementing and evaluating the COMPASS program in DRC, Ethiopia and Pakistan. COMPASS stands for Creating Opportunities through Mentoring, Parental Involvement and Safe Spaces. Implemented over the last several years, the program recognizes the vulnerabilities of adolescent girls and the need to establish a stable foundation to transition into adulthood. The What Works to Prevent Violence against Women and Girls research project is focused on building an evidence base on how to prevent and respond to violence against women and girls in conflict and humanitarian crises. As part of that project, the Global Women’s Institute at the George Washington University, the International Rescue Committee, and CARE International UK collaborated on the first large-scale research study of violence against women and girls (VAWG) in several areas of South Sudan impacted by war and conflict. The Inter-Agency Standing Committee GBV Guidelines were revised and launched in 2015.
