This week on the show, Christopher is joined once again by Sean Gonsalves. After a short stop to talk about the establishment of a new municipal network in Timnath, Colorado, Christopher and Sean get down to talking about the BEAD 5-Year Plans that states are filing with NTIA to get their hands on the first tranche of what will be an historic pot of federal funds for new broadband investment. Some states, like Maine and Vermont, Sean shares, are doing lots right. Others, like Pennsylvania, seem written with the intent to waste public money and leaves tens of thousands of households stranded with poor or no service - in other words, exactly what the monopoly cable and telephone companies want.

This week on the podcast, Christopher speaks with Brieana Reed-Harmel, Municipal Fiber Manager for the City of Loveland, located in Colorado’s Northern Front Range, about an hour north of Denver. The city is home to over 80,000 residents as well as a municipal fiber broadband network called Pulse.

Chris and Brieana discuss Loveland’s population expansion over the past few years and Pulse’s resulting plans to extend beyond city limits into the “urban fringe,” which is more difficult to receive grant funding to serve. Brieana shares the ways in which the municipal network has leveraged its relationships, having partnered with its local school district to connect unserved areas during the pandemic, and currently in conversation with the county, which will help Loveland with the matching funds it needs for upcoming grant expansions. Brieana speaks to the challenges of building out the network through inflation and the pandemic.She stresses the importance of having asolid business model and great project management, as well as the scrappiness and ongoing investment needed to ensuring a municipal network is sustainable and can bring residents quality connectivity at the best value.

This week on the podcast, Christopher is joined by Justin Holzgrove and Mike Rientjes from Mason County Public Utility District 3 in Washington State. The PUD provides electric service to more than 35,000 households across an area the size of Rhode Island, and began connecting its grid infrastructure to fiber in the late 1990s. Since 2003, it has operated an open access ftth network for households; an endeavor that has sped up since 2015, when residents began clamoring for more. To meet demand and plan for the future, PUD 3 uses a fiberhood approach and construction adders.

Electric cooperatives overwhelmingly serve regions that face population density challenges and income disparities as compared to their urban counterparts, as well as all of the other challenges that go with it: declining populations, hospital closures, increasingly frequent extreme weather events, and more. After catching up on the release of the network’s 25 gigabit service and the latest progress of the HCS EdConnect initiative (which has connected almost 10,000 homes), Katie shares with Christopher how its SmartNet Plus program expands the managed Wi-Fi framework to take advantage of the many devices we all have in our homes that connect to the Internet. The show ends with Katie and Christopher reflecting on how – thanks not only to Chattanooga, but the other cities as well as telephone and electric cooperatives in the state – Tennessee is among the best-connected across the country, with some of the fastest speeds and most affordable rates available.

This week on the podcast, Christopher is joined by General Manager Brad Nosler and Senior Customer Support specialist Elizabeth Pereira, both from the city of Hillsboro, Oregon. The city’s municipal broadband network, HiLight, is new, having begun signing up subscribers in the spring of 2021.

Notably, HiLight began building in the areas highest-need neighborhoods, where connectivity rates were disproportionately low. Equally importantly, HiLight has among the best income-qualified subscription tiers for families struggle to pay for access of any network in the nation, offering symmetrical gigabit service for just $10/month. Brad and Elizabeth talk with Christopher about the lessons they’ve learned and challenges the city has faced in its first couple of years of life.

Tribal attendees from across North America came together – some experienced, and others tackling structural broadband inequities in their regions for the first time – came together to meet each other, share lessons learned, and get hands-on experiences with the nuts and bolts about improving connectivity for families that have long been left behind by the private marketplace. With help from representatives from Gila River Telecommunications, attendees learned about deployment technologies, fiber splicing, security, operations, digital inclusion, and more. Christopher and Sean also chat during the show their recent participation at the the digital equity Los Angeles summit, and first urban broadband bootcamp from ILSR.

This week on the podcast, Christopher is joined by Rudolf van der Berg, Partner at Stratix Consulting, a Dutch consulting firm that does work in telecommunications and has been deeply involved in the historic level of new infrastructure deployment projects in northern Europe. Rudolf breaks down what’s going on today in Europe’s broadband landscape, including efforts to reach the unserved, new entrants, and the actions of private equity.

Rudolf challenges the notion that overregulation stifles innovation and competition, and dispels the rhetoric (pushed by monopoly ISPs in the United States) that the European networks struggled with the onset of the pandemic because of the regulatory landscape and comparative lack of investment as compared to their ISPs’ American counterparts. Christopher and Rudolf close out the show by digging into the struggle between tech companies and ISPs between which should pay for infrastructure upgrades.

It’s December, which means it’s time to pull the staff together and get a handle on what happened in the broadband landscape in 2022. Joining Christopher is GIS and Data Visualization Specialist Christine Parker, Associate Researcher Emma Gautier, Outreach Team Lead DeAnne Cuellar, Senior Reporter and Communications Team Lead Sean Gonsalves, and Senior Researcher and Research Team Lead Ry Marcattilio.

Fitting all of those titles into one recording studio was a real project, but it led to a constructive conversation about preemption laws, the broadband nutrition label, BEAD funding and the new Broadband Data Collection (BDC) process, the supply chain, and more. Intended to create new national broadband maps and drive the $42 billion BEAD infrastructure dollars starting in 2023, Christopher, Christine, and Sean talk about sticking points in the process, what’s important to know, and what happens if our national broadband data continues to perpetuate harmful inequities.

Then, Christine fills Sean and Christopher in on the latest news with the Affordable Connectivity Program dashboard release earlier this fall, designed to unpack and visualize what folks need to know about the $30/month service benefit in order to help the most people and plan for future policy solutions. Christine shares how it was designed and lessons learned along the way, including what happens when an non-governmental entity (in this case, USAC) is given authority to manage critical social welfare programs but not compelled to share in clear enough ways what the public needs in order to perform accountability and research on them.
