If you’ve lived in Greenville, SC for even a short period of time, you know that it is changing. Beautiful amenities such as Unity Park and continued development of Main Street have only enhanced Greenville’s appeal to visitors and new residents who are moving into new apartments, condominiums, and single family homes within the city and throughout the county.
There is one group that is leaving the city, though - Black residents. Recently released data compiled by the Shi Institute at Furman University document the decrease in Black households in the city - especially in historically Black neighborhoods. The Furman study explores these population changes in detail and goes back in history to map deeds that explicitly prohibited Black families from certain neighborhoods and homes, which is part of the foundation that makes their displacement and departure a feature of today.
Today’s episode of Simple Civics: Greenville County provides a look into this data. Meliah Bowers Jefferson, Executive Director of the Jolley Foundation, interviews the lead researchers from Furman University: Ken Kolb and Mike Winiski.

As long as we’ve had neighborhoods, neighbors have been a help to each other. Neighbors used to watch each other’s children, keep an eye out for older adults, run errands for each other, and let each other know of programs and services that could be of help.
But many of our neighborhoods - especially those like West Greenville - have changed dramatically as residents in rental homes have been displaced by development and increasing costs. The former residents may be disconnected from each other and from the help available to them.
That’s where people like Ma’ta Crawford come in. Ma’ta is a community navigator and on this episode shares her personal experiences of a changing Greenville, the ways she serves as a connection between government, nonprofits, and residents.

More than 1.7 million voters across South Carolina cast ballots in the 2022 general election held just a few weeks ago at the time of this episode posting. In Greenville County, almost 180,000 people turned out to vote. Here at simple civics, we celebrate every vote and every voter who exercises their privilege to choose our leaders and have a say in what happens. These folks chose our governor, our State Superintendent of Education, our senator, and so much more. The bad news is just 52% of people registered to vote in Greenville County came out to do so. Almost half of our voters didn't take part in this decision-making process. Today, we'll take a look at turnout in the 2022 election. Who voted, who stayed home, and how to change that number. On any given night, over 600 men women and children call a Miracle Hill bed home. Ryan has great insights to share with you on how to best help your fellow community members who are hurting. The term "affordable housing is thrown around a lot these days in Greenville County. Of course, what is affordable to one person is not at all affordable to another. Housing can be called affordable if you are spending no more than 1/3 of your income to procure it. That means that there should be housing that is affordable to a CEO as well as to someone who earns minimum wage. In Greenville County, that is not the case right now. If you attend Greenville County Council meetings, you’ll typically see several items on the agenda related to Fee in Lieu of Tax agreement. Your eyes might glaze over at this point in the meeting or your ears might perk up wondering why someone might pay a fee instead of a tax.
These agreements have been in the news twice just this year as Council rejected a Greer development project looking for a Fee in Lieu of Tax agreement and reversed course allowing a FILOT for another large development project.
What are FILOTs, or Fee in Lieu of Tax agreements, why do they exist, and how do governments use them?
To help us understand, we're joined by Mark Farris, President and CEO of Greenville Area Development Corporation, or GADC for short. GADC is a county chartered organization tasked with promoting and enhancing the economic growth of Greenville County and Mark joined GADC in 2014. Over his decades-long career, Mark and his teams have brought billions of economic investment to the communities he served along with tens of thousands of jobs.

Van Broad, newly retired economic development director for the City of Mauldin, reflects on why economic development is important, how it is done, and how it's about so much more than simply recruiting businesses to our community. He's interviewed by Taft Matney, Mauldin City Council member, and he says:
"Economic development is multifaceted. It can be community development - like renewing a downtown - taking events, the cultural center, activities, connecting people, connecting opportunity, and using that to showcase to business that you can do business in the community. And certainly you want to do business in a community where a city council and the government sees the value of investing in arts, investing in people, and not just in the traditional sense of industrial and business development and recruitment, but really in community life and quality. I think those are hand in hand with economic development."

Tina Harris, Director of Greenville County Outreach for FAVOR, says, “I have a desire to do more advocating for the homeless and being a mouthpiece because I can look at my own experience, and I know it wasn’t a good or pretty picture. So, I’m open to standing up and being a voice for those that don’t have a voice.”
She’s been recruiting more people who have or are currently experiencing homelessness to stand up and speak up. “I knew that they had a heart for change. And change comes when people come together – not in fear to open their mouths because of who’s listening, but we come together strong and we speak out for what is right.”

Tikeeta Wallace says, “I started going down (to County Council) and peeking in those meetings and I realized they were actually talking about my community. And when I realized that, I realized that if you’re going to be talking about my community and making choices on my community, if I can be here and speak, and I’m going to take every opportunity I can.”
Tikeeta joins us to discuss how she went from being unaware of how local government worked to helping lead her neighborhood’s implementation plan with County staff. She strongly believes that the barriers residents are experiencing that they might be embarrassed to discuss are actually helpful information for decision-makers to know to make our community better, and she encourages all residents to speak up and get involved.
