The International Airport in Rome never closed down and is allowing flights to and from Rome. BERGAMO is located in the LOMBARDY region of Italy. LOMBARDY is the industrial area of Italy and therefore the most polluted region in all of Italy., BERGAMO has a population of only 122,243 (wikipedia) but has over 9,000 confirmed COVID-19 cases.
Although Madrid and Barcelona are the most crowded cities in Spain and have the most COVID-19 cases, they are the most polluted in Europe. The European Union even took Spain to court to force Spain to lower the NITROGEN DIOXIDE pollution that is way over the EU limits.

A woman and her daughter sued the State of France because they suffered breathing problems allegedly caused by the pollution. The court found the State of France responsible for the pollution.
