Additionally, he successfully completed staff tours of duty as a Manpower Policy Analyst, Antiterrorism/Force Protection/Nuclear Security Program Manager, and Business Processes Reengineering Project Manager.
J.R. holds a B.A. in Business Administration from the University of Washington; an M.S. in Management from the Naval Postgraduate School; and a Ph.D. in Public Sector Leadership Development from The George Washington University.

About Dr. David Sam:
Born in Pennsylvania, David Anthony Sam is the proud grandson of peasant immigrants from Poland and Syria. For much of his life, he lived and worked in the Detroit area, graduating from Eastern Michigan University (BA, MA) and Michigan State (Ph.D.). Over his career he has been a retail salesman and then partner/manager of a small music and electronics store, a college adult and transfer advisory, a student services administrator, a community college dean, a vice president for academic affairs and workforce development, and then retired after 10 years as Germanna Community Collee’s fifth president.
He lives now in Virginia with his wife and life partner, Linda. They have two children and three grandchildren.
Sam has written poetry and other work for over fifty years. His poetry has appeared in over 100 journals and publications and his poem, “First and Last,” won the 2018 Rebecca Lard Award. Six of his collections are in print including Final Inventory (Prolific Press 2018), Finite to Fail: Poems after Dickinson, the 2016 Grand Prize winner of the GFT Press Chapbook Contest and Dark Fathers (Kelsay Book: 2019).
He currently teaches creative writing at Germanna Community College and serves as regional Vice President on the Board of the Virginia Poetry Society.

Donna's Bio:
Donna Krauss has made her career serving Stafford County Government for the past tweny years. She began her career as a social worker within the Department of Social Services in January of 2000. In the years that followed she has had various roles. She became the Assistant to the County Administrator for Human Services in 2005- 2008. She became the Director of Human Services in 2008 and in 2018 also became the Director of Community Engagement. On July 1, 2019, she became the first woman Deputy County Administrator for Stafford County.
Donna has a Bachelor of Liberal Studies in Child and Adolescent Development from the University of Mary Washington and a Master of Public Administration from Old Dominion University.
Donna is a graduate of LEAD Virginia, Leadership Fredericksburg, and the University of Virginia’s Senior Executive Institute. She is member of several professional associations to include the Virginia Local Government Management Association, International City/County Management Association, Virginia Association of Local Human Services Officials, and Virginia Women Leading Government.
Donna is active within her community and participates on various Boards to include the Be Well Rappahannock Council, Women United Council, Rappahannock Area Youth Services and Group Home Commission, Rappahannock Area Community Criminal Justice Board, the Community Collaborative for Youth and Families, and the Youth First Partnership.
Donna is an active member of Trinity Episcopal Church, has severed on the Vestry, lead the Christmas Outreach program, and has taught Sunday School for three- and four-year old’s for over 15 years.
Donna and her daughter Amanda live in Stafford County. They have a beloved dog Farfalina. Donna loves to hike, kayak, travel, and go on adventures with friends, most recently skydiving.

Alexandra M. Dunn, Assistant Professor of Management, is an organizational scientist who teaches management, human resources, and organizational behavior in the undergraduate and MBA program.
She is a member of the Fredericksburg SHRM chapter and SHRM-CP certified. She enjoys collaborating on research projects with undergraduate and graduate students, professors from UMW and other universities, and local businesses.
Her research focuses on creating supportive work environments, recruiting and onboarding, high-reliability organizations (e.g., firefighters, police officers), and how to design effective surveys.
Dr. Dunn’s work has been published in numerous academic journals including the Journal of Business and Psychology, Human Relations, and the Journal of Occupational and Organizational Psychology. She also has co-authored work that appears in The Cambridge Handbook of Meeting Science and has contributed to The SAGE Encyclopedia of Industrial Organizational Psychology.
Dr. Dunn’s work has been quoted in multiple media outlets including Men’s Health, the Charlotte Business Journal, and Fredericksburg.com. She has received fellowship awards from the National Science Foundation and P.E.O. International and was recently awarded the Waple Professorship at UMW.

With Phase One in place, the Chamber is back in the office for the first time in 8 weeks to film this episode! As if that’s not enough good news for the week, the team announces more good news: the 540 Party Bus are hosting wine and brewery tours and kindhearted locals organize a flash mob to cheer up a local lady. Tune in as Rita Allen of City Vino joins them as the business spotlight for the week. City Vino is a small-batch wine company in downtown Fredericksburg. She shares her story, her passion for wine, and even where champagne came from! Considered an essential business under COVID-19, they offer gift cards, delivery service, curbside pickup, and have made their online presence easy to navigate.
The podcast ends with recommendations from the team: small businesses can let the chamber know what their new hours are under Phase One so they can publicize it, salons are open for appointments, and small businesses can easily install sneeze guards for added safety as they open up. As the business spotlight of this week, Jessica Jones joins the team to chat about her growing homemade toffee business, Cocoa Muerto. A former military wife who finds joy in the kitchen, Jessica’s passion for making homemade toffee began with making it for relatives during the holidays. She shares her story, her future plans, and how the pandemic is affecting her business. Partnered with the REC, the Chamber made a donation to Jessica to help support her growing business during COVID-19. The COVID-19 pandemic continues, but that hasn’t stopped the good news in Fredericksburg!
In the fourth episode of this series, Kyle, Anna and Tabitha share how Serta Mattress in Fredericksburg donates more than 10,000 hospital beds to areas affected by COVID-19 in New York, GCubed receives Top Honor from VA Chamber of Commerce as the fastest-growing small business in Virginia, and FastSigns artistically covers the LOVE sign in downtown Fredericksburg with nurses, doctors, police, and other essential employees.
The Chamber continues to find ways to support small businesses. Partnered with REC, they spotlight and support the “Popcorn Bag” this week. Join them as they speak with the owner, Jim: from his prior military service, how he started his business, his newest popcorn flavor, to how COVID-19 is affecting him and his family. In the end, Kyle, Anna and Tabitha share what they are doing to find joy during quarantine.

In this third episode of “Good News Fredericksburg,” Kyle, Anna and Tabitha share more good news in the Fredericksburg region: LifePoint Church donating over 7,000 masks, Rappahannock United Way supporting people struggling financially through COVID-19 with their A.L.I.C.E. program, and the Governor of Virginia announcing his plan to reopen the state starting with phase one on May 15.
Then, join them as they speak with the amazing owner of the Icing Baking Company, Camile, who has an inspiring passion for baking and serving her community. She shares her unique story on this episode, which tells how she began when she was in high school working as a cashier and learning to decorate cakes to where she is now--an important part of the Fredericksburg community and a successful small business owner. In response to her recent need for a new mixer, the Chamber partnered with Rappahannock Electric Cooperative to make a donation towards the goal of purchasing the 30 quart mixer.

Join us as we learn from Barbara, a member of the Fredericksburg Regional Chamber of Commerce, who gives us four steps towards better brain health during the COVID-19 pandemic. Barbara speaks to the uncertainty of the times, addressing the biological, social, psychological, and spiritual aspects of wholeness and mental/emotional hygiene.
Barbara instructs us that everyone has a different brain type, so it is important to know how to manage our mental diet and recognize the need to step away, limit news, social media and stressors during this time. She acknowledges that self-compassion during this unprecedented, roller-coaster experience is essential and practicing things like meditation, affirmations, and getting enough sunlight will help us.
