The Namibia Institute of Public Administration and Management (NIPAM) was established by an Act of Parliament, the NIPAM Act 2010 (Act 10 of 2010), and was officially inaugurated on 25 February 2011 by His Excellency Hifikepunye Pohamba, the former President of the Republic of Namibia.
