In 1946 veterans returning to their hometown of Athens Tennessee from WWII, found their homes, businesses and farms had been taken by a corrupt county government and sold to satisfy fictitious "back taxes." Worse still, the returning GIs became targets of crooked Sheriff's Deputies who threatened to throw them in jail unless they paid a "fine," which happened to be equal to the amount of a soldier's mustering out pay.
