The only reason Argentina would be turned into a dumping ground for US waste is because other countries have stopped playing this role in recent years.
In 2017, China said it would no longer accept dozens of types of hard-to-recycle plastic and other materials. Countries such as the US, the UK, and Canada have scrambled to find new places to ship their plastic waste.
One by one, the new countries — including Thailand and the Philippines — began to ban imported plastic.
Countries like the US export plastic waste in the first place because they produce far more plastic than they’re able to recycle or sustainably dispose of.
Rather than incinerate plastic or send it to landfills, the US pays other countries to take this trash and bear the environmental consequences of dealing with it.

The USA produces more plastic waste than China
As the report shows, the US produces a large share of the global supply of plastic resin – the precursor material to all plastic industrial and consumer products. It also imports and exports billions of dollars’ worth of plastic products every year.
Underfunded problem
Actions to detect, track and remove plastic waste from the ocean will require substantial financial support. But there is little federal funding for marine debris research and cleanup.
In 2020, for example, National Oceanographic and Atmospheric Administration’s Marine Debris Program budget request was $7 million, which represents 0.1% of its $5.65 billion 2020 budget.
Proposed funding for the Marine Debris Program increased by $9 million for fiscal 2022, which is a step in the right direction.

**Which RIVERS and Countries emit the most plastic to the ocean?
What does this mean for solutions to tackle plastic pollution?
Summary**
80% of the world’s ocean plastics enter the ocean via rivers and coastlines.
The other 20% come from marine sources such as fishing nets, ropes, and fleets. To tackle plastic pollution we need to know where these plastics are coming from.
Previous studies suggested that a very small number of rivers were responsible for the vast majority of ocean plastics: 60% to 90% of plastics came from only ten rivers.
Higher-resolution mapping and consideration for factors such as climate, terrain, land use, and distance to the ocean suggests that many smaller rivers play a bigger role than we thought.
It takes 1,600 of the biggest rivers to account for 80% of plastic inputs to the ocean.
It is estimated that 81% of ocean plastics come from Asian rivers.
The Philippines alone contribute around one-third of the global total.
Since the number of contributing rivers is much higher than previously thought, we will need global efforts to improve waste management and plastic collection rather than targeting only a few of the largest rivers.
