Chiropodist Sarah Robinson is DailyClout’s sixth ‘Profile in Courage’ honoree. A sole proprietor chiropodist at The Foot Clinic in Ontario, Robinson joins other brave Canadian healers in speaking out about harms to her patients caused by Canada’s draconian ‘lockdown’. She describes, as Dr Patrick Phillip did as well, the damage being done to her patients medically by the government restricting their visits, in the name of ‘fighting COVID’, to telemedicine. Some patients can’t see or feel their own feet, she warns; she describes some podiatrists’ patients suffering lacerations as they seek to do their own hangnail care via instructions over telemedicine. Robinson describes the excellent sanitation she uses in her own practice, including ventilation and filtration, and explains why she feels comfortable seeing patients in that setting even though the patients she treats are in a high risk category if they were to have COVID. She explains that we always have risks in life and that people are the experts in understanding their own vulnerabilities and choosing their own comfort level with risk. We can’t have a society in which everyone is locked inside to avoid every pathogen. Robinson, like Dr Phillips, describes the acute suffering that enforced isolation is having on the elderly in Canada. She describes how isolated elderly begin to lose mental acuity and to struggle with language. She says that if a patient chooses to see a foot doctor or even go into a shop, if they live in a care home, they are isolated alone in a room for fourteen days. She describes families dropping groceries off on the porch for elderly patients, who want only to see and touch their loved ones. Like Dr Phillips, she describes how many peer reviewed studies confirm the protective effect of social contact on the immunities of the elderly, and the damage to elderly patients of loneliness and of the stress that isolation causes. Paul D'Amore is owner of Massimino's, a beloved Italian restaurant in North Boston. It's a family business, now in several locations, that was founded by D'Amore's father, and it has a devoted following in the community. D'Amore employs 25 people -- many of them immigrants to our country. Most of them have families who depend on the income of the breadwinners who work at Massimino's. DAmore has been trying to hold on for the duration of the months that Massachusetts has enacted a health department mandate to close bars and restaurants. He has tried not avoid laying off his 25 person staff. But the stimulus funds are running out and there are no funds earmarked for Massachusetts bars and restaurants, in the new stimulus bill. State laws have not been been passed to allow restaurant owners and bar owners to survive the pandemic closures, either. Damore describes the plight of many owners in the hospitality industry: it's impossible to plan ahead, hire staff, order food, sensibly, because the seating has been cut from 100 per cent to fifty percent capacity and recently to 25 per cent. He, like other restaurant owners, have had to innovate with different business models such as zoom cooking classes and delivery, to have a hope of surviving. But 110,000 restaurants have closed nationwide, with thousands of staff laid off and their families facing poverty, eviction and even food insecurity . The same is true in nations around the works - restaurateurs in Mexico, Italy, Staten Island NY and Switzerland, are forming grassroots movements to reopen and even to sue local officials such as Andrew Cuomo in NYS, in the face of pandemic related restrictions.

Ancram, NY is home to wild coyotes, bobcats, bears, rattlesnakes, endangered turtles, and a precious ecosystem that has been famous for its beauty since the years of the Hudson Valley school of artists. Its beauty and ecosystem's safey has been protected for decades by rural zoning. Local Law 2, which is beng rushed through without the kinds of public notice that New York State law requires, will change all of this: it allows for 24 by 24 foot billboards, event spaces that contain up to 500 people with no limit on size, parking lots of up to 250. cars, and human feces -- "biosolids" -- to be spread on agricultural land. It also allows for the music in the event spaces to go til midnight on Friday and Saturday nights and to start at ten am. Lastly it doubles the density of what you can build -- letting you build a 1200 foot plus house on your two acre rural zones lot with a special permit -- up to 100 sq feet without a special permit. Plus it allows airbnb rentals. So yes, more affordable housing no doubt, which the town does need, but also tons more short term tourism, a Disneyland economy, huge billboards and parking lots paving over Eden, and with more tourism, say experts on tourist economies, more crime. Most seriously of all, the town manager has been advising people that the town meeting is their only option to have their say -- untrue -- and sent in the recommendation for Local Law Two BEFORE the public hearing. The needs of the constituents in this district are as diverse as New York City itself. Boylan has come out swinging, with a social media presence that has a take-no-prisoners style. Update Three: The War on Small Business Escalates Via the CARES Act The $2.7 trillion Coronavirus Aid, Relief and Economic Security Act (“CARES Act”), which was signed into law on Friday, March 27 th , and then amended to add more funds for small business loans, hospitals and testing on April 21 st , is just one of an arsenal of programs that Congress and the Federal Reserve have mobilized to stem the damage from the nationwide shut-down and pandemic. In my previous blogs covering this subject 1 , my chief concern has been the outsized support in these provisions for big corporations – twice as much on the face of it - versus the undersized support for small businesses, not to mention the diminutive support for health care, which is another topic all together. This disparity is important, because small business accounts for 50% of our workforce employment and it drives innovation and the lion’s share of net new job growth. Furthermore, while large corporations have access to private equity, public markets, bank loan facilities and more to secure additional money to keep up and running, small businesses do not. Finally, due to shaky Treasury guidelines, many large, and even public companies, have participated in the small business loan programs. However, going under-reported is the Federal Reserve’s April 9, 2020 announcement that it had launched its own unprecedented $2.3 trillion relief package. This included $600 billion allocated to purchase loans from banks to small and midsize businesses, under its “Main Street Lending Program” which includes businesses with up to 10,000 employees and $2.5 billion in revenue. Is this “Main Street”? The program also included $500 billion to buy state and municipal bonds. The most eye-popping number was the $1.2 trillion to bolster the Central Bank’s own ongoing purchases of treasuries, corporate, consumer and municipal securities 2 . Within this announcement, The Fed expanded another facility so that it could begin to buy highly rated new issues of collateralized loan obligations and commercial mortgage-backed securities. Under the new program the Central Bank can also buy corporate bonds and exchange-traded funds. YIKES! Could small business be made to feel even smaller? This involvement by the Fed unnaturally helps alleviate concerns that large companies that are downgraded due to unfavorable economic conditions, would not receive support from the Fed. Hence, it artificially supports, if not boosts, market pricing. The net effect of all of this is that large corporations—even unhealthy ones – will win again - at the expense of everyone else. 1 April 16, 2020 and March 25, 2020. 2 Federal Reserve takes additional actions to provide up to $2.3 trillion in loans to support the economy. Adding up funds from Congress and the Federal Reserve - $1.45 trillion - large corporations are by far the biggest beneficiaries of aid - by a factor of more than two hundred per cent, not including another $275 billion in tax cuts, tucked away in the CARES Act. These tucked-away sections bring total benefits to large corporations and wealthy individuals to upwards of $1.725 trillion! Small business owners have no illusions. In a survey released April 14, 2020 by the Small Business Majority 3 , small business owners reported devastating impacts of COVID-19 4 . Nearly half say they have closed their business or are planning to do so in the next two months. 69% say that the CARES Act favors large corporations over small businesses. 84% say that increased funding is needed for community development financial institutions among many other suggestions. Legislators take note. 38%, 24% and 32% of respondents identified themselves as Republican, Independent and Democrat respectively. The hurt goes across the political spectrum. Many communities are struggling with how to find a way to balance the Second Amendment rights claimed by gun owners, with the kinds of safeguards that many on both sides of the issue call "common sense gun control." Though we rarely hear about policies that are not at the extremes this very sensitive debate in America, Connecticut may have a model to debate and to explore nationally. Connecticut's new gun bill, H B 5448, will, argues Jonathan Perloe, Communications Director for Connecticut Against Gun Violence.Org, close some loopholes in a twenty-year off law already on the books. This bill would allow warrants in emergency situations, such as when a gun owner is deemed to be at risk of posing a threat of harm to him or herself or to others. In that case, the person's gun can be temporarily removed. There are similar laws gaining ascendancy nationwide - these are called, colloquially, "Red Flag" laws. Perloe argues that studies have shown that such laws prevent situations that would otherwise turn into mass shooter scenarios. This kind of policy is also supported by advocates for domestic violence victims, who say that abused women are at risk when a gun owner is impaired by alcohol, mental illness, or other temporary states of mind that disorder judgement and create emergency conditions. The CARES act, otherwise known as the stimulus bill, has been very much in the news. But as usual, few media outlets have read the text and explained the fine print. This two-trillion dollar historic allocation of taxpayer money has some startling realities embedded in it. Charlotte Walker, the distinguished startup advisor and VC, explain in this must-watch video, how dun reds of BILLIONS of dollars are being handed over to companies that would otherwise possibly fail -- but very little of that money is going to workers themselves, or to smaller businesses. In early drafts, moreover, a tiny percentage of the funds were being allocated to health care and hospitals; the number went up as this flaw was examined and is better now -- but still is dwarfed by the blank check to giant corporations. Walker explains in detail how the CARES act also creates drop-dead conditions for small businesses; she points out that small businesses are the engine of the economy and the source of innovation, and that when these are starved out, the entire economy suffers. Walker details how small businesses already operate under financing conditions that are burdensome, compared to highly funded startups or corporations, that have access to funding from a completely different financial ecosystem. And DailyClout can confirm that this bill that is so touch on small businesses while bailing out -- yet again -- giant corporations, is consistent with bills that pass monthly and have done so for the last two years, with little media coverage or fanfare, that place burdens and restrictions on small businesses in contrast to big businesses and vast corporations. Mar 23 2020: Suspensions of civil liberties unfold rapidly in the wake of coronavirus infections. US and UK propose powers at the same time, to detain for longer periods of time, suspend court proceedings in the case of the US -- Politico leaked documents showing that the Department of Justice asked Congress for powers to detain people indefinitely without charge or trial and to suspend court proceedings; in Britain, Parliament will consider a bill, the Coronavirus Bill, that suspends certain Parliamentary democratic processes and allows for the postponement of elections in London, Scotland, Wales and Northern Ireland. Pp 31-39 details the structure that allows elections to be postponed to May 6 2021 and in the case of Northern Ireland, til 2030. The UK's Coronavirus Bill also gives current government ministers the authority to retain these enhanced powers for two years, and then decide they want more time with these powers. In the background of these two very similar power grabs in the US and the UK: in NYC, FEMA declares the city a disaster zone, which allows suspensions of certain rights. Gov Cuomo arranges for empty HOV lanes, and pedestrian-only city streets, which would allow access to emergency vehicles or to military vehicles. Quarantine in NYC begins tonight. NYC Mayor Bill DiBlasio asks Pres Trump to invoke the Defense Production Act, which would commandeer private indistry to make medical equipment. Meanwhile Mitch McConnell proposes a stimulus package that gives $50 Billion to Air Cargo companies, 150 Billion to "large businesses" (corporations), and allows government to take equity stakes in those companies -- a huge change in how the US economy works; it grants $300 million to "small business" in no-interest loans. NYPD have been breaking up groups in parks that have congregated too closely. Mayor Bill Di Blasio asked Pres Trump to send in the military. "Why are they at the bases? The President has to give the order" he asks. Australian Liberal Party declares new powers to detain and quarantine people due to coronavirus; thispower grab is based on laws that were prepared several years before. Citizens express concern about this due to existing powers Australian police have to strip search people - including minors -- without a warrant or probably cause. This latest adds to @DailyClout's view that Australia is a "petri dish" for creating fascism in a developed-world country. The NY Times reports that Erik Prince, former CEO of Blackwater, has sent ex-spies to infiltrate progressive groups. Very scary because CIA and FBI have restrictions and Congressional oversight that these private contractors do not have. On a happier note, Virginia passes a $50 cap on insulin. Other states may follow suit if you support such a bill. Ideal for asthma medications as well. Boondoggle in Congress-- HR4508 gives HALF of ALL USAID scholarships to "Pakistani women." As much as @DailyClout supports Pakistani women students, this misuse of taxpayer dollars in a non-proportionate way demands scrutiny as it smacks of corruption. Who is actually getting those funds? $8.3 BILLION gets handed in US Congress out to respond to coronavirus -- with help for "small business" (which often means bigger business) folded in there as padding. HR5003 is an awesome bill that makes it illegal to lie to vets about debt collection. This should be expanded to include everyone. New York declares a state of emergency -- Hachette cancels Woody Allen's autobiography after 75 workers walk out in protest -- and koalas are endangered by military housing proposals on Mt Lofty in Australia. @ZaliSteggallMP, an Australian Member of Parliamant who represents a constituency in Sydney, has introduced this important "Framework" to get Australia to Net Zero emissions by 2050. She makes the case that a "framework" is more effective than more directive legislation intervening in industries, and is at the same time easier on business interests and on the economy. She also argues persuasively in Daily Clout's interview with her, that a bill that brings together opposing "sides" and represents a compromise, is worth creating even if neither "side" in the climate wars, gets everything they want. The Bill creates a commission to monitor compliance with reducing emissions and it also creates a carbon budget. It is a detailed framework and a great deal of thought appears to have gone into the execution of getting to net zero. In the wake of the terrible fires of 2019 and the loss of a billion animals, there is a great deal of local and even international interest in this Framework. More than 50,000 Australians have signed up to support Steggall's climate crisis framework on her website. Given how many Australian citizens complained to DailyClout about having been blocked from commenting to their own representatives, and complaints about Government ministers not responding to press inquiries, DailyClout also wishes to commend MP Staggall for spending an hour with us answering questions, some of them tough ones, put to her by Australian citizens, both transmitted via DailyClout, and also put to her directly on Youtube's chat function. We think this is a laudable step for an elected official to take in terms of transparency and accountability to voters, and we call on other elected officials to do the same regularly. However, please note that this Framework will change before it is "tabled", so please keep a close eye on the changes, and so will we.

This Week in Congress we see that the Republican-dominated Senate has introduced a War Powers Resolution that fiercely scolds Pres Trump for making war without the Authorization of Congress. It states in crystal-clear English that the Constitution gives Congress and no one else the power to wage war. A striking rebuke of a President by his own party, but a resounding victory for democracy as the principles of the Founders are affirmed by both parties. Pres Trump will likely veto. We compare this situation to a business partnership in which one partner upends the agreement and the others are pointing to their byelaws. The fact that this Resolution is considered necessary by a Republican Senate confirms a serious breach in our democratic processes. Also headlining -- the ERA deadline got extended by the House! This Amendment guarantees equality for women and has been on the table since the mid-1970s. But in a gesture to affirm it, the House voted to let folks keep having time to pass it. We also welcome our new DailyCloutAustralia pages and team. Lastly -- investment takeaways. We won't call them "tips" because we aren't investment advisors and can't take responsibility for outcomes; but since we read the bills every week, some practical takeaways are here for you if you have an investment portfolio of any size; tips based on legislation passed at the state and Federal level: a) Renewable energy. State after state is going renewable and investors are divesting from fossil fuels, especially coal, which will be reflected in even more legislation in the future, as the coal lobby will have less power to shape bills and prevent renewables. b) Sustainable packaging. A federal bill that will be introduced will curtail single use plastics, especially for beverages, and cities across the country are banning single-use plastic bags. Hemp, bamboo, sustainable forests, and other green packaging products will have a boom. c) Dense mixed-use (residential with retail) new inner multifamily city real estate development. A number of cities are rezoning to reclaim brownfields or industrial neighborhoods close in to the city center, which will allow multifamily units and mixed residential and retail where now only brownfields or single family homes exist. Younger families and young professionals are moving into the cities' cores; We reported on this kind of rezoning in regard to property along Jerome Avenue, now rezoned for retail and highrises, as well as Mott Haven in the South Bronx, now rezoned for massive mostly market-rate plus a percentage of affordable (or, as critics would say, "affordable") apartments. The South Bronx is seeing construction by the major developers such as Brookfield of about half a dozen immense units along the Harlem River waterfront (disclosure, I bought a home in the South Bronx). Rezoning and new construction is also occurring in Portland, Oregon (around Alberta Arts District) and in Philadelphia, PA (Fishtown area). Rezoning industrial or low-density retail sites (like the auto body shops of Jerome Ave) sites is more appealing politically (and morally) to many people than is traditional "gentrification" that simply displaces existing communities. The loss of beautiful traditional single-family homes, though, in areas such as those around Alberta in Portland, does understandably cause neighborhood groups to want to restrict or at least balance what is in Portland a huge drive for rezoned multifamily construction. This is why reclaiming industrial areas or having powerful community input into rezoning in traditional neighborhood creates the best of both worlds. Over the long term, not destroying the existing architectural or existing deeply-rooted cultural character of a neighborhood is also more likely to protect the value of all homes, new and old, as well as to protect the community. The Government Accountability Office is supposed to make sure taxpayers money is sent where it's supposed to go. We @DailyClout read a startlingly strongly worded letter in which these nonpartisan GAO bureaucrats assail Present Trump for bypassing Congresses' "power of the Purse" in withholding aid $$ for Ukraine; the GAO lawyer repeatedly cites the Constitution and warns how illegal this redirection is, and what it does as a precedent that the Dept of Defense was waiting for $125 million that the Pres. redirected. When the bureaucrats are irate, you know there's something really wrong. On a happier note -- Rep Carolyn Maloney sponsors a bill to close a loophole that had allowed for free-for-all insider trading between an event that a company's directors and officers know about, and the report of that event -- and an H Res scolds Education Secretary Betsy DeVos for undermining reform of online universities that have ripped off millions from students, esp veterans. The GAO letter will startle you; many people will feel that closing loopholes that used to allow outright insider trading, and scolding folks who rip off students, are positive steps. Good legislation is rarely showcased in the media -- we like to shine a light on effective policies and best practices, as well as highlight for you really terrible bills.
