I answer an email asking about the differences among the Comprehensive Land Use Plan, Comprehensive Development Plan, and Land Use Development and Infrastructure Plan.

In summary, the CLUP and CDP are required for local government units; the LUDIP is required from state universities and colleges.

The CLUP is spatial, the CDP is sectoral.

The LUDIP is both, but on a site-specific nature.

How can your LGU get feedback and support for your land use plan?

Step 9 of the CLUP Process is to Conduct the Public Hearing.

Conducting a public hearing is a requirement for the land use planning process. In public hearings, stakeholders can give feedback and position on the plans outlined in the CLUP.

As a consultant, I was not involved directly in the public hearing for the draft land use plan and zoning ordinance.

From an outsider's perspective, I propose three principles for conducting public hearings: participation beyond consultation, openness, and accessibility.

Climate change can worsen disasters.   

The risks of the changing climate should be integrated into the Comprehensive Land Use Plan.  

In updating the Tiwi CLUP, we were limited by time and resources to complete a detailed climate and disaster risk assessment. Admittedly, this is one of the shortcomings of hiring consultants for the CLUP process.  

At the end of the episode, I suggest two primary ways how LGU planners can maximize the CDRA process for risk-sensitive land use plans.

What issues are hindering LGUs in the Philippines from updated CLUPs?

Quitalig and Orale (2016) found that LGU planners in Samar rank these as top 3 major problems.

  1. Absence of GIS Specialist
  2. Multi-tasking or overload of tasks of MPDC
  3. Insufficiently qualified staff
