Can a coach still want you on his California Division 3 program due to your UTR (tennis rating level)? Of course, if you are at the 10.00 UTR playing level for tennis, most of the Division 3 coaches in California will be clamoring for your roster spot. But, you may have to pay for most of your collegiate entry, at least the first year of college.
