Welcome to the fourth installment of our discussions with impact commercial seafood businesses operators. Peter Stevens joined me to discuss the implications of the GSMP Zoning on his business. He has previously shared his knowledge of the Spanish Mackerel fishery and is one of many commercial fishers working in the GSMP that will be impacted by the draft zoning plan if implemented as drafted.

According to Fishnet Public (a Queensland Department of Agriculture site) and 2 weeks into the Spanish Mackerel (SM) season, over 7.9 tonnes of SM have been harvested by commercial fishers. Over a tonne was unloaded in north Queensland to a seafood retailer. Not bad for a fishery about to be decimated by a government that should not be trusting the science it has been given. It is disgraceful science that is driving even more questionable fisheries mismanagement.

Fisheries Queensland has not been able to significantly demonstrate that the Spot Trace and Rockfleet units are not fit for purpose, as indicated by some industry members. Whilst Fisheries Queensland acknowledged the unit reliability concerns raised by industry members in the working group, Fisheries Queensland has also heard positives about the units from other industry members.

We have 6 days to provide your feedback on management options proposed by Fisheries Queensland for the Spanish Mackerel (SM) fishery. After reading responses from my members, speaking to other stakeholders and the views shared in today’s podcast please keep the following in mind:

The science, the driver of our fisheries management is flawed. Please listen to the podcast and the rational provided for why the science is fundamentally flawed.

The State Government will not go back to first principles and review the modelling - you have to ask why?
-
The consultation is inconsistent with best practice: (1) Fisheries Queensland have held invitation only meetings, (2) for some reason there is no email address to submit views and (3) there seems to be no willingness to review the science.
So why listen to the podcast? My guests today are members of the SM working group and a charter fishery member who left the group.
I would like to thank Richard Gilmore, Peter Stevens, Rob Drane and Gary Powis for helping me produce the podcast.
Some key themes from the discussion: (1) the SM working group had no role in developing the stock assessment, (2) the SM working group members brings a massive knowledge base that has largely been ignored (despite calls from working group members to slow down and reconsider the management options proposed by Fisheries Queensland) and (3) there is agreement across the commercial, recreational and charter sectors that there is something very wrong with the science.

QSIA President Allan Bobbermen is today's guest and the discussion focused on the allocation of quota certificates by Fisheries Queensland on Friday 30 July. Allan also discusses his concerns for those commercial fishers impacted by what can only be described as poor fisheries management.
The Association will have a lot more to share regarding quota allocation and the impacts on this important industry.

His consideration of moving his business to New South Wales is an indictment on the fisheries management regime in this State.

Elaine Lewthwaite, a partner in a Queensland Trawl business provides some valuable insights into how the soc-called reform process has missed the mark. Human resources being a key lost opportunity. Her observation that industry has been marginalized at the cost of the people that work to provide seafood to Queenslanders, Australians and international visitors. Communication and trust are lacking and a significant rebuilding of relationships need to occur – fear and anxiety are no way to manage commercial fisheries.

Now is the time to renew your AMSA Certificates of Operation
In the next few months, most 5-year certificates of operation for Queensland fishing vessels will be due for renewal. To renew your Certificate of Operation:
- If you have more than one vessel and separate certificates for each vessel – consider consolidating all your vessels onto a single certificate of operation when you make your renewal. This will save you money as the single 5-year certificate will cost $200 for all your boats, rather than $200 for each boat on separate certificates. Where possible, please provide a copy of all the current certificates with your application.
- If you would like to renew your certificate, can provide a copy of the current certificate and do not want to make any changes, you can apply using the following: AMSA Form 553
- If you would like to renew your certificate, are unable to provide a copy of the current certificate, please apply using AMSA Form 504 and select the new a certificate option.
If you want to make changes or consolidate all your vessels into a single certificate you will need to select the option to ‘make a change’ or ‘apply for a new certificate’ on the AMSA form 504.

I spoke with Stephen Parsons of N.Q. Prawn Cutlets based in Cairns regarding the Spanish Mackerel fishery. The implications for our supply chain as the result of mismanagement is clearly spelled out by Stephen.
Andrew Mirosch has been a chef for more than 30 years. Andrew is also a food and beverage consultant and a Queensland based commercial fisher. He is strong supporter of and advocate for this industry.

The East Coast Spanish Mackerel Working Group Communique provides details regarding the Spanish Mackerel fishery and the 2021 stock assessment stating the fishery has an estimated unfished biomass at 17 percent. White Spot update with Chris Thompson
A slightly longer discussion with Chris Thompson from Law Essentials. The issue we discuss today is regulations regarding where we can land our catch.
This legislation is an answer to a problem that does not exist. As industry we have been forced to adopt vessel tracking like convicted criminals. In this circumstance, why the need for a change in the location we land our catch?
Potential concerns for commercial fishers in include: safety issues (weather and fatigue) and increased operating expenses (fuel and damage to catch). The safety issues raised in the podcast are unacceptable as is the conflict of State regulations that seem to (1) contravene State fisheries legislation and (2) national vessel safety legislation.
The situation created by poorly thought through legislation could endanger commercial fishers and crew and generate so much extra expenses that the longevity of our businesses are at stake.
On behalf of the Association, I would like to thank to Neil Green (QSIA member and past President) and David Perkins (QSIA member and former Board member) for their time today.
The potential introduction of legislation that will significantly change how we operate should not surprise anyone. Neil and David share their views on what can only be described as shambolic policy making.

Recreational and conservation groups regularly use the ‘health’ of the Great Barrier Reef (GBR) as the context in which to gaslight and vilify commercial fishers in Queensland. The release on Friday 4 September 2020 of a story by the Guardian Australia presents hard working Queensland commercial fishers in the worst way possible.
The story, titled ‘Unsustainable fishing worsens threats to Great Barrier Reef’ written by Graham Readfearn an environmental reporter for Guardian Australia.
The story demands a response.

The Green Shirts Movement QLD, having in excess of 6,000 followers on Facebook is a group of farmers, fishermen and business owners not only representing themselves but all who are being crippled by the mismanagement, and poor policy from a Government who appear to hold no value in the future viability of those who produce and harvest the food and fibre for the state.
A Government who continue to be beholden to a concrete bound extreme green driven faction who persist in peddling misinformation, their immoderate ideology and politically driven agenda.
This disciplined yet determined rally will commence outside Parliament House and be followed by a street march. The Green Shirts Movement have however, been made aware through unofficial channels that extreme vegan activists who may have been involved in disrupting the Queensland Children’s Hospital Christmas Party for and storming the Dolphin shows at Sea World late in 2018, plan on attending our event and hosting a counter protest.
