In 2002, he enlisted in the Navy and spent twenty years as a cryptologist. He currently works as a Technology Consultant and President of Xiphos Innovations, LLC.
During his time in the military, Jim toiled away in the dark corners of the government intelligence communities, learned two Asian languages, and eventually conducted over one hundred combat operations with special operations forces in Iraq, Afghanistan, and the Philippines. During the last six years of his career, he worked as the senior enlisted advisor over future concepts and innovation for the Navy special operations community where he became a well-known subject matter expert in unmanned systems, 5G, and artificial intelligence.

THA #89 - Tina Guiler was hired as a firefighter by Miami-Dade Fire Rescue, in Miami, FL, in 1999. In 2003, she achieved her pumper driver certification and became a paramedic. Guiler was promoted to lieutenant in 2004. She worked on trucks for 18 years and then bid into the fire prevention division in 2017. Guiler now works as a fire inspector, inspecting all new construction buildings in Miami. She also is part of the department’s peer support team. In 2015, she started Triple F (Fierce Female Firefighters). In 2018, Guiler was diagnosed with breast cancer that resulted from her firefighting duties. After going through chemotherapy, surgeries and radiation treatments, she now is cancer free and now an entrepreneur.

Service to our country in the US NAVY and graduate level studies in business earned Rob Hoadley the titles of Veteran & Master of Business Administration.
A dedicated husband and father, Rob is drawn to serve our cause because he is the Survivor of multiple Sudden Cardiac Arrests (5x in 2011, 2x in 2018, and 16 ICD shocks in 2021…23 Total!). This has earned him the title of… Survivor.
Rob currently helps place Life Saving AEDs wherever they are needed. Using his valuable knowledge and experience in the world of Sudden Cardiac Arrest, Rob is an accomplished Keynote and Public Speaker and Advocate for SCA awareness, AEDs, and CPR. Delivering a message of resilience, strength, vulnerability, and yes…Survival, Rob has motivated and inspired countless people.
Rob is a member of an International Advisory Group and Public Research Collaborative working to develop and validate a new Patient Reported Outcome Measure for Sudden Cardiac Arrest survivors, including their families and/or caregivers. This collaborative has published the first of its anticipated bodies of work.
As a member of the Sudden Cardiac Arrest Foundation Advisory Council, Rob will bring all of his earned “titles” to the table to focus his passion on helping save more lives from SCA. More specifically, Rob will help SCAF assist fellow survivors in the sixth link in our Chain of Survival, Recovery.

Cecil W. Rhambo Jr. was sworn-in as Chief of Airport Police on November 6, 2019. Chief Rhambo retired from the Los Angeles County Sheriff’s Department in 2014 at the rank of Assistant Sheriff. In his 33 years with the Sheriff’s Department, Chief Rhambo developed expertise in areas including municipal patrol, emergency management, community partnerships and employee union relations. As an Assistant Sheriff, his responsibilities included LA Metro’s rail and bus lines, experience that will serve him well as Los Angeles World Airports builds an Automated People Mover train system, which will connect to Metro’s regional rail system when completed in 2023. Chief Rhambo served as City Manager of the City of Compton from 2017 through July 2019 and Assistant City Manager of the City of Carson from 2014 to 2017. In those positions, he focused on budget discipline, relationships with internal and external stakeholders and economic development.

I am a retired sworn law enforcement professional and multi-agency police chief with over 25 years of experience in municipal policing. I served as the Chief of Police for the City of Ithaca Police Department and prior to that served as the Chief of Police for the City of Oneonta Police Department. Both agencies serve vibrant, fast-paced, and progressive cities in Upstate New York.
During my tenure with the City of Oneonta Police Department, I served in the capacities of Patrol Officer, D.A.R.E. Officer, Patrol Sergeant, Interim Detective Sergeant, Lieutenant, and ultimately Chief of Police for nearly five years. For the majority of my career, I also served as a senior instructor in defensive tactics, firearms, physical fitness, and police general topics. While Chief in Oneonta, my Department earned full New York State accreditation, which formed our path to becoming a well-respected and high-performance agency.
Upon retirement in 2017, I assumed the role of Director of Research, Development, and Training for the New York State Association of Chiefs of Police. In this capacity, I led the organization’s efforts in improving and advancing the policing profession while serving as a resource for over 500 police chiefs and command-level officers throughout New York State.
In September of 2018, I was recruited by the City of Ithaca Police Department to serve as their Deputy Chief, with the expectation of ascending to the position of police chief within one year to replace their current chief upon his pending retirement. I accepted this opportunity and within eight months of hire, became the Acting Chief and within one year, was sworn in as the permanent Chief of Police.
Through a positive and results-oriented leadership approach, I always endeavored to build strong collaborative community relationships through an emphasis on continual outreach, professionalism, accountability, and quality police services. During my tenure I also led the Department through its most tumultuous time including the global pandemic, many months of civil unrest, the police reforms in accordance with New York State Executive Order 203, and numerous high-profile incidents.
Upon retirement in the Spring of 2021, I accepted a faculty position with the University of San Diego, teaching in their nationally acclaimed Law Enforcement and Public Safety Leadership (LEPSL) Master's degree program.
