The NCASI Podcast is an audio series chronicling recent activities undertaken by NCASI, on behalf of its members.
NCASI launched the Podcast Technical Series in September 2008. The series was directed by Dr. Robert Fisher, who was then serving in the capacity of Vice President, Health Effects. His many years of experience at NCASI, as well as his “golden radio voice,” made Robert a natural choice for the job of conducting interviews on a wide variety of environmental topics. Though Robert retired from NCASI in January 2011, he continued to work part time to produce podcasts. After more than four years of post-retirement work, Robert retired from his role behind the microphone in the summer of 2015. In this interview, Robert is joined by fellow staff members Paul Wiegand and Darren Sleep, and reflects on his experiences as NCASI podcast producer.

This interview addresses the permitted dilution of effluents in receiving waters. Typically, an NPDES permit for a pulp mill discharge will consider the instream dilution of the discharge, allowing materials causing, say, responses in effluent bioassays to be discharged if they are diluted below safe levels of concern. The question of the calculation of the instream waste concentration of an effluent is thus important, and requires knowledge of effluent flow and receiving water flow. Receiving water flow is usually chosen very conservatively, and for some purposes a 7Q10 value is used, i.e., the average minimum 7-day flow expected to occur once in 10 years. The value of paying attention to and possibly re-evaluating the site specific calculation of 7Q10 is illustrated in this presentation. This interview addresses the technical paper, Regional risk assessment as a part of the long-term receiving water study, published in Integrated Environmental Assessment and Management, Vol. 5, No. 2, 2009. The long-term receiving water study was enhanced by the conduct of a regional-scale watershed assessment for each of its three watersheds (four rivers) using the relative risk model developed by Landis. This allowed establishment of the importance of various risk factors, including the significance of land use vs. point source discharges. One of the co-authors of the paper, Dr. Wayne Landis of Western Washington University, is interviewed.
This interview addresses the technical paper, A long-term, multitrophic level study to assess effects of pulp and paper mill effluent discharges on aquatic communities in four US receiving waters: lessons learned, published in Integrated Environmental Assessment and Management, Vol 5, No. 2, 2009. The NCASI long-term receiving water study is not only providing information on effects of pulp and paper mill effluents on algae, macroinvertebrates, fish, relative risk, and margin of safety in four US rivers receiving representative mill effluent discharges, but it is a landmark study in terms of subject, design, execution, focus, and duration. In addition to lessons learned about effects of effluents, lessons learned with respect to design and conduct of long-term watershed scale studies should be useful to others contemplating similar research. This interview addresses an article that appeared in USA Today in December of 2008, and the EPA response to that article, ongoing in 2009. USA Today published results of an eight-month investigation into what it termed the “impact of industrial pollution on the air outside schools across the nation.” Reporters collaborated with researchers at the University of Massachusetts-Amherst, who used the national Toxics Release Inventory (TRI) data and USEPA’s Risk-Screening Environmental Indicators (RSEI) model to generate lists of chemicals that were predicted to be found in ambient air around each of the country’s nearly 130,000 schools. Then, with assistance from those researchers and EPA, reporters ranked the schools based on measures of overall toxicity of chemicals in ambient air around the schools, ambient concentrations of cancer-causing chemicals, and ambient concentrations of non-carcinogenic toxic chemicals. Following this publication, EPA indicated it is expanding its National Air Toxics Assessment program to include testing of ambient air near selected schools, nationwide. This interview addresses the technical paper, Patterns of macroinvertebrate assemblages in a long-term watershed- scale study to address effects of pulp and paper mill discharges in four US receiving streams, published in Integrated Environmental Assessment and Management, Vol 5, No. 2, 2009, pages 248-258. The paper addresses the modern practice of use of macroinvertebrate assemblages to assess potential effects of point source discharges and land use runoff on stream biota. Patterns in community structure across sites, seasons and the 9 years of study reported here were assessed, as were spatial and temporal patterns of ecologically relevant community based metrics. Results showed no to slight effects of the mill discharges and indicated the importance of long-term gradient studies to assess true patterns of point source discharge effects. Drought conditions in several states in recent years have prompted several states to set or to seek to set instream flow requirements, thus setting the stage for the limitation of water withdrawals. Determining these requirements is not straightforward, as there are complex relationships involving water flow, habitat change, and instream biota structure and function. NCASI technical bulletin no. 961 summarizes these relationships and describes features of several methods for methods for setting instream flow requirements. This interview addresses the technical paper, Cooling of the global ocean since 2003, published in Energy & Environment, Vol. 20, No. 1&2, 2009, pages 99 – 102. The paper discusses evaluation for trend of a new data set describing ocean heat content from 2003 to 2008 (4.5 years). A trend plus periodic (annual cycle) model fit with R2 = 0.85. The linear component of the model showed a cooling trend consistent with other data showing a lack of warming over the past few years. This interview addresses important new information being provided to the NCASI Handbook of Chemical-Specific Information for SARA Section 313 Form R Reporting for 2008 reporting. The information will be discussed at the 2009 NCASI Northern Regional Meeting May 19-21, 2009, and also in two NCASI Webcast Workshops to be held April 28 and 29, 2009. New pulp mill emissions data and new wood products manufacturing facilities emissions data will be discussed, along with the incorporation of new procedures for assessment of means and medians potentially impacted by outliers. Due to these procedural modifications and expanded data sets, many of the medians and means on the chemical-specific sheets in the Handbook have changed. This interview addresses residual nutrients in pulp mill effluents, specifically forms of nitrogen and phosphorus, that have taken on increasing importance as the states develop numeric nutrient criteria for protection of designated uses of pulp mill effluent receiving waters, and as the states conduct TMDL assessments for waterbody segments receiving PME discharges. NCASI’s earlier studies on nutrients are summarized briefly for background, and current studies focusing on material appropriate for interacting with criteria development agencies are reviewed. Forest management practices and conservation set-aside developments are being influenced by groups supporting the implementation of intactness, a concept that has as its origin the meaning “untouched.” Intactness has scientifically valid studies supporting some of its bases, but valid studies have also shown that commercial utilization of forest lands need not produce negative impacts on conservation efforts, Intactness also has historical roots in the concepts of romanticism vs enlightenment, with the romantics authors favoring untouched wilderness preservation as an undebatable goal . This interview discusses the advantages of conservation oriented research conducted from a non-profit perspective. Specifically, it address the migratory swallow tailed kite in FL, SC and GA and its importance and potential importance in forest land use. It also address private research into effects of timber management practices on the Kite.
