He also serves as the Judiciary’s Chief Procurement Officer, overseeing procurement strategy, contracts, grants, process improvement, and cross-functional operations for a statewide court system with a $760 million annual operating budget.
A longtime public procurement practitioner, instructor, and advocate, Danny has built much of his career around helping procurement move beyond compliance and into leadership. He has served as President of the Maryland Public Purchasing Association, teaches for NIGP, serves as a consultant for public procurement agencies, and holds multiple procurement and supply management certifications, including CPPO, CPPB, NIGP-CPP, CPSM, and CPSD.
Danny’s work focuses on making procurement more practical, strategic, and people-centered, whether that means improving solicitation quality, navigating technology and AI-related risks, strengthening supplier relationships, or helping teams understand their value within the organization. Outside of procurement, he is a musician, public speaker, and professional wrestling ring announcer, which probably explains why he believes even the most technical public procurement conversation can use a little more energy.

Officer for the City of Coral Gables. She has been with the city since 2017 and is responsible

Kirk Buffington is a dedicated leader in the procurement profession with over 30 years of experience. He is the former Director of Finance and Procurement for the City of Fort Lauderdale, Florida.
Kirk has been an active member of the National Institute of Governmental Purchasing (NIGP) since 1993. He has held numerous leadership positions within NIGP at both the chapter and national levels. Kirk served as President of the NIGP Southeast Florida Chapter, as well as President of NIGP Inc. from 2008-2009.
At the 2023 NIGP Forum, Kirk was named an Albert H. Hall NIGP Fellow in recognition of his significant contributions to the advancement of public procurement. He was also honored with NIGP's Distinguished Service Award for his dedication and commitment to the institute.
Kirk earned his Bachelor's Degree in Business from Florida State University and a Master's Degree in Business Administration with a focus on Logistics and Materials Management from Webster University. He recently graduated with a Master's degree in Legal Studies from the University of Cincinnati College of Law.

At the start of 2020, we were opening our first two franchises, and two weeks before they opened, Covid 19 hit.
