For the first time in years, the office market has headline numbers that genuinely look better. The U.S. posted a modest annual net absorption gain in 2025, the first since 2019. Leasing picked up. Activity in top-tier buildings improved in several major markets.
But the rebound is narrower than it looks. The better question is not whether office is “back” or still “broken,” but where it is actually healing, why there, and why so much of the market is not participating. The answer lies in four forces: a widening split between high-quality and lower-quality buildings, uneven office-using employment growth, differences in workplace strategy, and a supply environment far more constrained than in past cycles.
REBOUND IS SHOWING UP, BUT ONLY IN CERTAIN MARKETSManhattan is the clearest example of a defensible rebound. Leasing reached nearly 42 million square feet in 2025, including 10 million square feet in the fourth quarter alone. Availability fell to 13.9%, its lowest level in five years, with major firms including Bloomberg, Moody’s, Millennium Management, and Ropes & Gray either renewing or expanding. In a market with deep finance-sector demand, rising attendance, and a limited pool of best-in-class space, office demand has reasserted itself in a meaningful way.
Houston also looks materially better than a year ago. The market posted 2.44 million square feet of 12-month net absorption, reversing 2024 losses, while vacancy eased from its recent peak. Phoenix logged more than 816,000 square feet of annual absorption, with both vacancy and sublease space moving down. Nashville turned positive again as office-using employment improved, making it one of only a handful of major metros with year-over-year growth in office-heavy jobs. Dallas–Fort Worth combines stronger utilization with one of the better effective-rent recovery stories among major office markets.
These are markets where tenant demand, building quality, local economic mix, and supply discipline are lining up in ways that create visible traction rather than interchangeable success stories or a broad sector rebound.
QUALITY IS DOING MOST OF THE WORKThe current rebound is quality-led, first and foremost.
Nationally, Class A space absorbed a net 17.74 million square feet in the second half of 2025, while Class B finished the year 10.6 million square feet in the red. Many occupiers are no longer looking for more office; they are looking for better office. After years of hybrid experimentation, footprint reduction, and capital restraint, tenants still seeking physical space are making sharper decisions about what that space needs to do—better locations, stronger amenities, more efficient layouts, upgraded systems, and a more credible in-office experience.
Markets with elevated vacancy can still show real strength at the top end. Austin is one of the clearest examples: overall vacancy remains around 25%, yet Class A captured 78% of leasing activity in the fourth quarter. Similar patterns show up in Atlanta, the Twin Cities, Cleveland, and Omaha. Lease-structure data points the same way: weaker buildings are not just leasing less well; tenants are also less willing to commit to them for long periods.
In many markets, demand is being reallocated within the office universe rather than broadening across it. Top-tier assets are seeing tighter conditions and more credible leasing momentum. Commodity Class B and especially Class C buildings are fighting for relevance, not just occupancy. READ MORE>
LEE LENS: WHAT THIS MEANS FOR THE NEXT PHASE OF OFFICEOffice is beginning to heal, but only under specific conditions: where tenants still want physical space, where that demand is concentrating in higher-quality buildings, where local employment and industry mix support office use, and where supply is no longer working against landlords the way it did in prior cycles. The winners are increasingly identifiable—buildings with the right quality, in markets with the right employment base, serving tenants whose workplace strategies still require physical space. The rest of the market is still searching for relevance, recapitalization, or a new use. That is a narrower story than the headline suggests, but a more useful one for owners, occupiers, and investors trying to understand where the next phase of office actually takes shape.

The ClientThe client is a religious non-profit organization located in the San Francisco Bay Area that owned a functionally obsolete, out-of-code 1920s-era school building in a dense residential neighborhood. The organization was in bankruptcy, with years remaining before the case would be settled, and relied heavily on the property’s income to keep its parish operational.
The ChallengeAt the time of engagement, the client had no capital to improve the building, offer tenant improvement allowances, provide free rent, or pay brokerage commissions. Despite these constraints, the organization urgently needed rental income from the property to remain financially viable.
Although zoning permitted school use, prior entitlements had expired, and a new conditional use permit was required. The vacant and deteriorating property had become a magnet for trash and homeless encampments, frustrating neighboring residents and negatively impacting surrounding property values. While there was interest from school users due to favorable demographics and valuable play yards, nearly all prospects were unwilling to invest approximately $4 million in modernization costs without ownership certainty.
Our ApproachLee & Associates began by having the building accurately remeasured in accordance with BOMA standards, uncovering that the property had been undermeasured for years. The newly captured rentable square footage immediately increased future rental income, allowing the cost of remeasurement to be recovered within months.
Recognizing one qualified school tenant willing to modernize the building if future ownership could be secured, the team structured a creative lease solution. This included negotiating fair-market rent based on the building’s to-be-improved condition rather than its as-is state, providing the parish with immediate income.
To protect the tenant’s long-term investment, the lease incorporated ongoing rights of first offer (ROFO) and a fixed-price purchase option exercisable in the mid-years of the lease, with CPI adjustments. Any rent paid above fair market value would be credited toward the purchase price if the tenant exercised either the ROFO or purchase option. This structure aligned the interests of all parties while accommodating the constraints of the client’s bankruptcy timeline.
The OutcomeThe strategy delivered immediate above-market rental income to the parish, enabling continued operations and payment of brokerage fees. The tenant was able to confidently invest in modernizing the building, knowing ownership would eventually be attainable. Neighbors benefited from the elimination of a blighted property and supported the forthcoming conditional use permit for the new school.
Ultimately, the client secured both near-term income and future sale value, the tenant gained a long-term home with a clear path to ownership, the neighborhood experienced revitalization, and the transaction successfully delivered value for all parties involved.

The ClientCatholic Charities of the East Bay (CCEB) is part of Catholic Charities of California, the largest charity providing human services in California. CCEB serves people in need living in Alameda and Contra Costa counties of the San Francisco Bay Area, keeping them housed supporting children, youth, seniors, and families in crisis and providing legal services on the path to citizenship.
The ChallengeWhen Lee & Associates was engaged to sell or lease the property, the 70-year old building was 66% vacant, needing over $1 million in needed upgrades in a deeply recessionary market. The property is in a location known for high crime, lack of city services, and homeless encampments adding to the marketing challenges. There was very little tenant demand for the challenged building nor interest in the vacancy. Moreover, due to COVID effects and the recession, charitable giving was down impacting the client's working capital. Consequently, the client did not have the funds to upgrade the building or the vacancy.
Our ApproachUpon engagement, Lee & Associates itemized the benefits of the property - high power supply, high clearance, off-street parking, near the UC Berkeley campus - and verified the building condition with an ESA Phase I, which concluded that there was no contamination present; a property condition assessment, which identified the deferred maintenance, code violations, and the cost to repair; and the true building size, which was determined to be 21% larger than reported to us by the client. Because the client wanted to remain in the building, our strategy was to sell rather than lease the building with the client leasing back its 15,000 SF space, as this would stabilize the buildings cash flow and enhance the value with the owner's strong credit on the lease.
The OutcomeIn July 2025, the property was sold on a sale-leaseback for $4.7 million ($104/sf) all-cash, in as-is condition with deferred maintenance and code violations, to a local San Francisco based family office. The result yielded $3.1 million in cash to the client net of all transaction costs and avoidance of $1 million in rehabilitation costs. The 15-year leaseback is at a market rent with modest rent increases over the term assuring the client an acceptable occupancy cost over the lease term. In the event the client's business needs change, the client has a termination clause in the 40th month to exit the lease with no termination penalty.

At the same time, market had shifted since the building had been on market. Ready to take on the challenge of both meeting our client’s pricing expectations and finding the right buyer in a softening market, the team go to work.
Our ApproachWhile waiting for the completion of some capital improvement projects, the Multifamily team proactively gathered all the due diligence for the building. The client kept immaculate records on the building. During this preparation period, the team saw an opportunity to add value to the building. Under our council, the seller was able to lower his property assessment by $1M and also exploring a cell tower contract that would boost the net income by $35,000/year. This creative approach provided additional NOI to be counted towards the value of the building and maintain the building's top value potential.
The OutcomeIn addition to our team’s on-going marketing campaign which reaches nearly 7000 people in the multifamily community, our team is actively engaged with key players who are active in the market. DOWNLOAD CASE STUDYThe ChallengeLocated at corner of Fremont Avenue and North 34th Street, Fremont Court is an incredibly well-located and uniquely diversified asset in the Center of the Universe. Purchased 22 years ago as a five-building mixed use project consisting of multifamily, retail, office and restaurant spaces, the buildings range in age from the early 1900s to 2011. The Seller, a successful local developer, desired to rebalance its portfolio and sell the asset. Prior to selling, Fremont Court was refinanced to take advantage of historically low interest rates. The new loan was assumable, creating an alternative to incurring a significant prepayment penalty. From an operations perspective, at the time the building was released to the market, rent reductions were put in place across the many commercial tenants to keep the buildings full and occupied. These rent concessions were temporary, but the impact on the near-term performance of the asset was real.
Our ApproachThe Seller hired the Northwest Multifamily Team to build a compelling marketing story: a purchase and loan assumption for a rare opportunity to own half a block in one of Seattle’s top neighborhoods, with operating headwind while current, were not permanent.
Prior to releasing the listing, the team built a comprehensive marketing package and extensive due diligence file including a clear outline and timeline of restabilizing the asset. Buyers would need detailed information to accurately model both near and long-term performance expectations. The team updated the package on a regular basis as updates concessions burned off and the rent roll stabilized during the marketing process. With each new update, the team reached out to curated groups of investors – ones who were nimble, familiar with operating product types, and could envision the future potential of the property. These were often family offices and developer/syndicator groups with familiarity of local submarkets and neighborhoods. The consistency of the Team’s updates kept the opportunity fresh in these investors’ minds as they moved through acquisition cycles. Ultimately, the timing aligned for a specific group looking for both a corporate headquarters and was in the process of completing a 1031 exchange.
Once under contract, the Team spearheaded a lengthy and cumbersome loan assumption process, coordinating the delicate task of introducing a new sponsor and borrower to the lender as well as setting expectations on timelines and due diligence available.
The OutcomeThe Team was able create and maintain forward momentum and goal-oriented collaboration between Seller and Buyer even with significant lender delays throughout the escrow process. Upon closing, the Seller achieved their pricing expectations and was completely released from all loan liability and obligations. The Buyer received a fully stabilized asset and successfully assumed an incredibly attractive loan, with an interest rate over a full point below market upon closing -- a win for both parties.

It had been purchased with the intent to serve as a family legacy. Eventually it be clear that the family did not want to continue to operate the portfolio. The Seller felt a deep need to ensure that the buildings and tenants were carefully were transitioned to a new owner who was local, respectful and would continue the tradition of community that the Seller created. The search was on for such an investor, who would have the wherewithal and patience to continue to run this portfolio with a likeminded approach.
Our ApproachThe Seller hired the Northwest Multifamily Team a year in advance of the release to market timeline in order to ready the buildings for market, put needed rent increases in place and in order to capture the very best photography possible, including professional exterior, aerial and interior photography showcasing the property. The Team worked together with the Sellers to assemble a thorough due diligence file and prepare the buildings for market. The Team built a compelling marketing story: the opportunity to own a true community in an amazing Capitol Hill location, with irreplaceable retail and outdoor spaces. The buildings had been well-cared for and there was a further opportunity to upgrade the units over time. The Team released the building on schedule and created a marketing plan that included a vast digital market campaign, video highlight reels and an extensive directly calling campaign to local investors who would fit the profile of the perfect buyer.
After 4 weeks of marketing a call for offers was set and the Team brought in 5 offers. Though the buildings had full exposure to the market, all five were brought in the by the team. The team then designed a process by which there would be an additional tour for the buyers, and a round of buyer interviews. The buyers were given a uniform list of questions designed by the Team and the Seller in advance so they could prepare answers and the interviews were held over video conference. These were incredibly valuable to this particular listing assignment, because of the very specific profile desired. From here, the Team was able to negotiate a second round of offers and returned with several non-contingent offers. The meant that the Seller was able to hand pick the buyer, but also sign a non-contingent offer with no contingencies for the sale of the buildings.
The OutcomeWhile the parties entered into escrow with a non-contingent sale and purchase, there were many deal intricacies for Seller and Buyer and these were handled with proactivity and clear communication, allowing both parties to feel confident through to the closing table and paving the way for the best possible outcomes for all.

New Standing Allows Office to Access Unique Capital StructureJuly 16, 2024 (CHARLOTTE, NC) – Lee & Associates, the largest broker-owned commercial real estate firm in North America, announced today that their Charlotte, NC office has transitioned from a satellite office to a freestanding office, granting them access to Lee & Associates unique capital structure benefits.
Lee & Associates Charlotte is led by Greg Pieratt, SIOR, who serves as president. Since the satellite office opened in March of this year, the office has executed an aggressive growth strategy. As a result, their team has grown to 15 professionals, and they are actively recruiting professionals in the following disciplines for both landlord agency and tenant representation: retail, industrial, investment and capital markets, land, office, and medical office.

The Lee & Associates Central California team, which opened as a Satellite in February of last year, is led by Chad Brockand Michael Ming. March 4, 2024 (CHARLOTTE, NC) – Lee & Associates, the largest broker-owned commercial real estate firm in North America, announces the opening of a new satellite office in Charlotte, North Carolina. The office will specialize in industrial and office landlord and tenant representation, with plans to strategically recruit teams to grow their capabilities in land, retail, multifamily, and investment sales.
The Lee & Associates Charlotte team will be led by Greg Pieratt, SIOR as President. Our Lee & Associates Raleigh Durham office will provide resources and assistance to ensure that the new Charlotte office is well-supported during its initial start-up period, until it transitions to a freestanding office.

Pieratt, a 20-year industry veteran, specializes in tenant representation and investment sales. Starting his commercial real estate career with Lee & Associates, he has been a Principal in the company for 16 years and has consistently ranked as a top producer for the last ten years. He has built deep relationships while advising his clients both locally and globally in scale. In the last five years, he has represented clients in over 200 sales and leasing transactions totaling more than $1 billion in consideration.

Tampa Bay Expansion Marks the Fifth Lee & Associates Office in Florida October 17, 2023 (TAMPA, FL) – Lee & Associates, the largest broker-owned commercial real estate firm in North America, announces the opening of an office in Tampa Bay, FL. The office will specialize in industrial and office, with plans to strategically recruit teams to grow their capabilities in retail tenant and landlord representation.
The Lee & Associates Tampa Bay team will be led by Julia Silva, SIOR as President. The founding team consists of seven professionals, including industry veterans, Erika Thompson, SIOR and Ed Killmer. In addition to their transactional agents, the team will also include Felicia Saunders leading marketing and operations.

A 30-year industry veteran, Silva specializes in industrial agency and tenant representation. She is a past NAIOP President of Tampa and the State of Florida, a Founding Member and past President of CREW Tampa Bay, a past President of Real Estate Investment Council (REIC), a current board member of ULI Tampa Bay, and a current board member at the University of Florida’s Real Estate Advisory. Prior to joining Lee & Associates, Silva served as a Managing Director at JLL and Cushman & Wakefield. Additionally, she was previously responsible for the leasing and development of both industrial and office properties for some of the largest public and private real estate operators in the country, including Prologis, Duke, and Liberty Property Trust.

June 1, 2023 (LAFAYETTE, LA) – Lee & Associates, the largest broker-owned commercial real estate firm in North America, announces the opening of a new office in Lafayette, LA, located in the River Ranch district. The office will specialize in industrial, office, retail, and investment sales, with plans to strategically recruit teams that will grow their capabilities across all commercial real estate asset classes.
Lee & Associates Lafayette will be led by Evan Scroggs, SIOR, CCIM as President. The founding team will consist of Clinton Shepard, CCIM as a Principal and Partner and Ryan Polito as an Associate.
Scroggs, who opened Lee & Associates Baton Rouge in January of this year, brings 13 years of experience in office and industrial sales and leasing and is an active member of the commercial real estate community.
“We’re extremely excited for Clinton to join Lee & Associates as a principal in the company. Clinton is a talented broker that fits in perfectly with the culture we are building. Having him as a leader in our Lafayette office is going to be a real benefit to the company,” said Scroggs. “We felt incorporating the Lafayette market into our territory was critical to providing service and market expertise to our clients that have an interest in doing business along the Interstate 10 corridor.”
Shepard specializes in site selection for national clients, as well as retail and industrial tenant and landlord representation. A West Monroe native, he began his commercial real estate career in 2015 at NAI Latter & Blum, where he earned their "Rookie of the Year" award in his first year. Shepard is actively involved with the Acadiana Realtors Commercial Alliance and CCIM.
“What drew me to opening the first Lee & Associates office in Louisiana earlier this year was the opportunity for ownership, exceptional value and support provided to brokers, and the extensive network Lee & Associates has across North America,” said Scroggs. Shepard continued with that “together we intend to build a brokerage that provides outstanding value and service to our clients by leveraging the national tools and resources provided by the company. This translates to better value and service to clients and creates a culture of collaboration and partnership within the company."
Polito, a native of Franklin, Louisiana, graduated from the University of Louisiana Lafayette in May 2021 with a B.S. in Finance. Having worked with Shepard for the last three years, he brings industry and transactional experience to the Lafayette office. “Ryan is an excellent addition to the company and will play a critical role in building our presence in the Lafayette market,” said Scroggs.

May 4, 2023 (LINCOLN, NE) – Lee & Associates, the largest broker-owned commercial real estate firm in North America, announces the opening of a new office in Lincoln, Nebraska. The office will specialize in investment and retail, with plans to strategically recruit teams that will grow their capabilities in office and industrial.
The Lee & Associates Lincoln team will be led by Co-Managing Principals Daniel Dutton and Daniel Goaley. The founding team consists of Boomer Peterson as Principal and Ammar Abu-Hamda as an Associate. The Lee & Associates Omaha office will provide resources and assistance to ensure that the new Lincoln location is well-supported.
Dutton, a 20-year industry veteran and Lincoln native, and Goaley, a 26-year industry veteran, founded Lee & Associates Omaha in March of last year. They specialize in retail and investment sales, representing landlords, sellers, tenants, and buyers throughout Nebraska, Iowa, Kansas, Missouri, Oklahoma, North & South Dakota, and Texas.
“With the proximity of Lincoln and Omaha and their importance to the state of Nebraska, we feel strongly that for continued growth, everyone in those communities work together towards that common goal,” said Dutton. “Being born and raised in Lincoln, it is exciting to be able to bring what we do home.”
Peterson joined Lee & Associates Omaha in June of last year. He has been in the industry since 2011 and specializes in net lease investments. Another Lincoln native, Peterson is proud to be a Founding Principal of the new office.

Pittsburgh Expansion Marks the Third Office in the Commonwealth of Pennsylvania April 4, 2023 (PITTSBURGH, PA) – Lee & Associates, the largest broker-owned commercial real estate firm in North America, announces the opening of their new Western Pennsylvania office in Pittsburgh. The office will initially specialize in office and industrial leasing and sales, with additional capabilities in debt and equity origination. The office will strategically recruit teams that will expand their capabilities into retail, multifamily, and investment sales, as well as add bandwidth across the board.

The Lee & Associates Western Pennsylvania team will be led by Amy Broadhurst, SIOR, CCIM as President and Principal, and will include Caroline Muse as a Senior Associate and Francesco Sergio as Principal, Debt & Equity Origination.

The office will specialize in industrial, agricultural land, office, and investment brokerage from Bakersfield to Fresno, with plans to strategically recruit teams that will grow its capabilities throughout the region.
The Lee & Associates Central California team will be led by Chad Brock and Michael Ming. Their team consists of eleven professionals, including Stephen Kritscher, JoAnn Wall, Greg Archer, Nat DiBuduo, Amanda Brock, Vali Nemetz, Janie Gatzman, George Ming, and Emily Ming. Our Lee & Associates Los Angeles North office will provide resources and assistance to ensure that the new Central California office is well-supported during its initial start-up period, until it transitions to a freestanding office.

The Lee & Associates Baton Rouge team will be led by Evan Scroggs. During the initial start-up period, the Lee & Associates Houston office will provide resources and assistance to ensure that the new Baton Rouge office is well-supported.

A turbulent 2020 only made the office market stronger, and it’s taking the renewed fortitude and versatility into a recovery of increasing opportunity. CHICAGO — The office market weathered a pandemic-fueled revolution last year, but both owners and tenants responded with impressive adaptability and endurance. Those things bode quite well for the sector’s recovery, according to Tony Russo and Ryan Freed, respectively SVP and VP at Lee & Associates of Illinois. The two discussed the office market outlook to start the second quarter of 2021.
“A major positive was how quickly many companies were able to react to the pandemic and get people to work from home to keep productivity going,” Russo said. “I think that was fantastic on most fronts. We’ll see more and more companies bringing employees back into the office mid- to late second quarter and definitely by third quarter.”
Unlike the last downturn, many office owners and landlords were able to withstand late payments and rent relief provisions in 2020, Freed noted. That was despite the additional expenses required to retrofit properties with anti-viral tools and technology.
“Owners were not only having to provide additional relief on multiple fronts, they were also getting hit with higher taxes in some places, but they still were able to hold onto their buildings,” Freed said. “It was good to see the landlords stay strong and still provide all those anti-COVID protective measures at the same time.”
The two note that disruption also opens up new opportunities. Tenants right-sizing their spaces for the long-term means a big chance for owners and investors to bring office product up to date and add the fresh amenities that occupants desire. And low interest rates incentivize the trading and upgrading of office assets.
“These landlords and investors will have to figure out how to make everyone feel comfortable when they do come back into the workplace,” Russo said. “In addition to hybrid work models, more tenants are leaning towards more of the private office setup versus the open concept and hot-desking that we’ve seen in recent years.”

April 6, 2021 (LOS ANGELES, CA) – It is with sadness that Lee & Associates announces that company founder, Bill Lee, passed away after a long battle with cancer and cancer-related complications last night. He was 78 years old.
Bill Lee founded Lee & Associates Commercial Real Estate Services in 1979 in Orange County, CA. The company now has 65 locations across North America and employs over 1,300 people, with a year-end consideration value of over $14B in 2020.
"I revisited all of the reasons I started the company, and I realized that I did it because the future was more valuable to me than the present," said Lee in a 2019 interview with current Lee & Associates CEO, Jeffrey Rinkov.
Bill set up the Lee & Associates model in a revolutionary way that has perpetuated the company's growth, each office has a vested interest in the other offices. One of the key elements is that agents at Lee & Associates have the ability to make an investment into the growth of the company. Culturally speaking, how the offices are tied together because of the co-investment has cultivated a legacy of collaboration that still permeates the organization today.
He strategically designed capital at Lee & Associates to operate in smaller components to allow the company capital to operate more efficiently than other existing methods at the time, and allow agents the opportunity to maximize their deals in terms of commission dollars.
"I am deeply saddened by the loss of our visionary founder, friend, and long-time leader. On this difficult day, I stand in tremendous appreciation with the thousands of real estate professionals and their families that have been so positively impacted by the company Bill created and the unique structure that has served us for 41+ years. Bill fostered and maintained incredibly close personal and business relationships with Lee & Associates professionals, including his abundant support in our efforts to continue the growth of our company in his entrepreneurial vision. Bill’s passing will be felt throughout Lee & Associates and the greater commercial real estate industry. On behalf of all of our team members, I extend my deepest condolences to Bill’s family and friends," said Rinkov.
Notably, Bill Lee represented some of the largest companies in the world. He was a market-leader in the industry and earned his SIOR designation in 1977. Outside of his commercial real estate career, Bill was a published author and coached youth basketball. In recent years, Bill in his spare time became an avid gardener who grew all of his own fruits and vegetables for a restaurant and inn he owned. He enjoyed spending time with his family. Lee is survived by his four children, Robb, John, Ryan, and Katie, and nine grandchildren.
