It's Group Therapy Thursday!

Dear Ted and Amy,
My family has been blessed to have a camp on a nearby lake for years. My Dad passed away 2 years ago and my sister and I inherited it. Luckily we get along and our families have a great time together. There's one person who likes to cause some problems and that's my brother-in-law. We have set up lots of very fair rules that have worked. They have a beautiful boat. We always buy the gas. We have 2 jet skis. Needless to say we try really hard to make sure things are even financially for everyone. He’s pretty strict about just HIM driving the boat and that’s never been an issue. But our girls wanted to go tubing for the first time. They are 5 and almost 7. They've always been timid about it. We asked him to take it easy and he just refused. They were screaming and begging him to stop or slow down. He said "They are fine, this is how they learn to not be afraid. My son used to be a baby about too, and I just kept doing it until he learned to love it". I told him I didn't think his actions were appropriate. He said "Well you don't have to use the boat anymore". What should I do for future weekends? Am I being overly protective?
