Vv. 18-19 serve as a prologue to this section, laying out the current state of humanity.

Then, in vv. 20-23 we see 1) God’s People must respond to incidents of decadence with ethical purity rather than moral abandonment.

In vv. 24-27 we see 2) God will bless the righteous but curse those who act with moral abandonment.

And, in vv. 28-29 we see 3) The Epilogue which wraps up the entire flood narrative that started back in chapter 6.
